Responses to Questions 21 February 2012
5. Can we take pictures with our cell phones or cameras?
RESPONSE: Contractors will be allowed to take pictures but only of the specific areas that pertain to the seed project .
6. In reference to attachment 6 Past Performance Survey, paragraph D, Performance Information. The contract respondent is to use the rating system of “E,S,M, U and N” listed in the matrix, however in the chart where they are to record these answers the rating system is in numbers “1,2,3,4,5,6”. Please clarify what rating system the respondents should use.
RESPONSE: The corrected Past Performance Survey has been posted to FedBizOps.
7. Are you willing to consider extending the due date of the solicitation responses? Specifically, the Past Performance Surveys are to be received 14 days before the due date, which is March 1st.
RESPOSE: At this time we are not going to extend the solicitation due date.
8. Are there any registration requirements for the site visits for FA4497-12-R-0002 to allow contractors access to the base?
RESPONSE: Site visit information was posted in a separate document on 21 February 2012. In order to guarentee that your name appears on the Entry Access List (EAL), Security Forces requires the information listed in the “Site Visit Information” document 72 hours in advance. If your name is not on the EAL, the bus will stop at the Visitor’s Center for pass issuance.
9. The Scope of Work listed for the Seed Project is a renovation project., however renovation (or new construction of facilities) projects are not mentioned in the Dover AFB General Requirements. Will the Dover AFB General Requirements be amended to include these types of projects?
RESPONSE: The Dover AFB General Requirements will not be amended at this time. They pertain to all projects on base, therefore there is no need to specify renovation or new construction information. Anything specific to a project will be part of the RFP for that project (or in this case in the Seed Project documents).
10. Solicitation Location: PART II – TECHNICAL PROPOSAL - (a) Subsection (i) States the following:
“Site plans shall show the existing facility, critical grades, contours, drainage, utilities, pavement systems, and adjacent structures or landscaping which may affect the work or restrict access to the jobsite.”
Since the Seed Project is a small restroom renovation, can this requirement be eliminated from the Solicitation?
RESPONSE: This is a design-build project therefore it is up to the contractor to decide all that should be included. The cited description is part of what is required for a 35% design, if the designer deems those things are necessary to the project.
11. PART I – PRICE PROPOSAL – (c) states: “For Sections C through I, the offeror shall submit only those pages that require a fill-in.”
Sections C and Sections D were not included in the Solicitation. Will these Sections be included by amendment?
RESPONSE: There is no Section C or D for this solicitation.
12. When do you have to have names and information for the site visit?
RESPONSE: The deadline to to provide all names and information for the 28 Feb 2012 site visit is close of business, Thrusday, 23 Feb 2012. No Exceptions.
