DOVER AFB GENERAL REQUIREMENTS
1.1 SUMMARY OF WORK: Furnish all plant, equipment, supervision, labor, supplies, services, and materials required to accomplish the work indicated in these specifications, the related drawings and as otherwise set forth in the contract.
1.2 SUMMARY OF PROJECT: The project consists essentially of, but is not limited to, the construction of asphalt and concrete pavements, curbs and sidewalks, including demolition and removal of same, and the construction of storm water drainage structures including trench drains, drainage inlets, manholes, storm sewer pipe, and other miscellaneous appurtenances.
1.3 WORK SCHEDULE:
1.3.1 Work shall be performed between 7:30 A.M. and 4:30 P.M. daily, Monday through Friday, excluding federal legal holidays as outlined by Public Law Number 98-144 (or days not worked on Dover Air Force Base due to the observance of such holidays). Unless otherwise specifically authorized herein or in writing by the Contracting Officer, the scheduling of work for times other than as set forth above, is not permitted.
1.3.2 Power outages, limited utility interruptions for hookups, and street/parking lot closures will be permitted in accordance with a previously arranged schedule. The Contractor is responsible for notifying and coordinating all outages and closures with the Base Civil Engineer Project Management Section at least two weeks in advance of the intended outage.
1.4 WORK CLEARANCE REQUEST FOR EARTHWORK:
1.4.1 Approval of an AF Form 103, Work Clearance Request, is required to be obtained from the Government prior to initiating any ground disturbing activity on the site. The contractor shall follow the procedure as indicated below.
1.4.1.1 The contractor shall submit to the Government Inspector the Work Clearance Request no earlier than 10 and no later than 7 working days prior to any proposed ground disturbing activity. The contractor shall obtain from the Government Inspector a blank copy of the Work Clearance Request and shall complete the form with the necessary information.
1.4.1.2 The contractor shall contact Miss Utility and obtain a Miss Utility Ticket Number and include that information on the submitted form. The Government Inspector will provide the contractor with the Miss Utility grid map page number, grid coordinates, and nearest intersection information.
NOTE: It is the responsibility of the contractor to coordinate with, and obtain clearance from, Miss Utility (phone 1-800-282-8555) for utility services not owned by Dover AFB (i.e. Chesapeake Utility’s steel gas lines, Verizon communication lines, Comcast Cablevision lines, and Kent County sanitary sewer lines). Call Miss Utility prior to submitting the request to the Government Inspector. Adequately describe the exact location and type of excavation work involved to Miss Utility in lieu of, perhaps, just the job title. The Government process makes this communication solely the responsibility of the contractor.
1.4.1.3 The contractor shall submit the completed form to the Government Inspector for processing within Base Civil Engineering for Government owned utilities. The contractor shall return the completed form along with an 8.5” x 11” site map showing limits of proposed excavation and the surrounding existing facilities to the Government Inspector. The Government Inspector will notify the contractor when the Work Clearance Request has been approved and is ready to be picked-up.
1.4.1.4 The contractor shall mark proposed excavation locations in the field in white paint prior to submission of the Work Clearance Request. Paint markings must be within 18 inches of the proposed excavation. If the location of excavation changes the Work Clearance Request process for the new locations must be reaccomplished and reapproved. The contractor is responsible for protecting the utility markings made by the Government and/or Miss Utility. If the utility markings disappear or become unreadable, all work will stop until all remarking has been accomplished. Remarking may require collection of remarking cost to be paid by the contractor. A new Work Clearance Request must be processed to obtain new markings. The contracror may wish to submit Work Clearance Requests incrementally depending upon the extent of site work in order to avoid having to resubmit or maintain multiple markings. Dover Air Force Base issued Work Clearance Requests will expire 30 days after approval. Contractor shall comply with all Miss Utility permit renewal requirements.
1.4.1.5 In the event any damage occurs to a utility, notify the Government Inspector immediately.
1.5 WORK CONDITIONS: The work to be performed under this project will be on an (unoccupied) occupied facility.

1.6 QUALITY CONTROL:
1.6.1 In addition to the requirements specified in the FAR clause "Inspection of Construction", the Contractor shall designate in writing, an individual responsible for managing the Contractor's inspection program. Such designation shall be made to the Contracting Officer prior to commencement of work on the job site.
1.6.2 The Government will require that work progress in stages when verification of the quantity, adequacy and/or accuracy of underlying work is necessary before follow-on work is allowed to start.
When required by these specifications, such verifications shall be mandatory, and an allowance for these verifications shall be made in the Contractor's Contract Progress Schedule. The Contractor shall provide notification that work is ready for verification in accordance with the requirements outlined on the Mandatory Verification Schedule. Required mandatory verifications are as listed by the schedule.
1.7 ADVANCE NOTIFICATION: It is required that the Contractor provide at least a 24 hour advance notification to establish when on-site work will start initially, and prior to restarting on-site work following any discontinuances lasting longer than five normal workdays. Notification may be provided by phone, in person, or in writing, and shall be given directly to the designated Government Inspector, Building 600 on Dover Air Force Base. The mailing address is 436 CES/CEPM, 600 Chevron Ave, Dover AFB, DE, 19902-5600.
1.8 MANUFACTURER'S INSTALLATION INSTRUCTIONS: Manufacturer's instructions pertaining to the use or installation of products, materials, or equipment used or installed in the prosecution of work under this contract, whether furnished as a normal, usual or customary practice of the manufacturer or if furnished in response to a requirement stipulated herein, form a part of these specifications as though specifically set forth herein. In the event of conflict between the specifications or drawings and manufacturers' instructions, the Contractor shall bring such conflict to the attention of the Contracting Officer for resolution before proceeding with the work involved.
1.9 SECURITY
1.9.1 General:
1.9.1.1 All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation shall abide by all security instructions and directives of Dover AFB. Employees are responsible for safeguarding all government property provided for contractor use.
1.9.1.2 At the close for each work period, government facilities, equipment and materials shall be secured, lights, heat and water turned off and all doors and window secured.
1.9.1.3 The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Investigation (CBI).
1.9.1.4 Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
1.9.1.5 The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
1.9.1.6 All contractors and subcontractors when working in a Controlled, Restricted or other sensitive areas must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.
1.9.2 Contractor Badge Policies:
1.9.2.1 All requests for contractor badges will be submitted through the Base Contracting Squadron Office and/or the requesting agencies Base point of contact. The contractor must provide the name, date of birth, Social Secutiry number, driver’s liscense number and state of issue, for each individual requesting a contractor badge. The Contracting Squadron Office or Base point of contact will then fill out an Operational Risk Management Assessment Form (ORM) for the requesting agency and submit it to the Pass and Registrations section for approval IAW DAFBI 31-101. As a minimum the ORM will be submitted 72-hours prior to the requested date of employment.
1.9.2.2 All contactor employees who’ll be granted unescorted access to the installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the installation.
Continued employment is contingent upon successful completion and favorable reporting of the criminal background check.
1.9.2.3 Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to Pass and Registration for destruction. Also before a new badge will be issued an ORM must be resubmitted to the Pass and Registration section for approval again. In the event a badge is lost or stolen, the badge holder must accomplish the Loss/Theft of
Identification Worksheet and provide it to his/her supervisor. The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436th Contracting Squadron and 436th Security Forces Squadron and submit a new request for badge renewal per paragraph 1.9.2.1. before a new badge can be reissued.
1.9.2.4 Base Contracting Office or base point of contact will immediately notify Security Forces, Pass and Registration when a contractor’s employment has been terminated. The Agency Chief or Site Supervisors are responsible for notifying and returning the contractor’s badge to Pass and Registration when this occurs. At no time will a contractor contact Security Forces directly regarding badge denial;
they need to contact the Contracting Squadron.
1.9.3 Installation Access:
1.9.3.1 The contractor shall obtain personal contractor identification badges for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Dover AFB from Pass and Registration, for the duration of the contract. Employees are only permitted to enter the installation during the date and time periods indicted on their contractor badge.
1.9.3.2 Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the installation. All vehicles entering the installation or sensitive areas are subject to search. Any refusal or non consent by an employee will result in termination of their Base access and immediate confiscation of this access badge.
1.9.3.3 During Force Protection Condition (FPCON) Normal and Alpha, personnel without Base issued badges must be sponsored onto the installation.
1.9.3.4 During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.
1.9.3.5 During Higher FPCONs (Charlie and Delta) the Base will curtail non-essential operations/functions; access by Non-Essential Contractors will be suspended as the direction of the Installation Commander.
1.10 COORDINATION OF WORK: The Contractor shall coordinate the work of subcontractors and shall ensure the coordination of the work between the various trades. In many instances the contract drawings indicate only the general location and arrangement of equipment, fixtures, piping, conduit, or outlets and may not in all cases show, identify or detail all materials or components that are necessary, usual and customary for proper installation, connection or attachment. The Contractor shall study, examine and evaluate the contract drawings to establish the work, coordination, or materials required and necessary to provide a product complete in the usual and customary manner, and shall provide for all such requirements as though expressly detailed herein or on the drawings.
1.11 AS-BUILT DRAWINGS: The Contractor shall maintain and keep current one set of drawings which shall be annotated in red pencil to show all as-built construction. These as-built drawings shall be submitted to the Contracting Officer at Final Inspection. The as-built drawings shall clearly and accurately depict any deviations or changes to both existing and new construction from that which is indicated on the construction drawings.
1.11.1 As-Built Data: The Contractor shall also enter specific as-built data in the designated information blocks provided adjacent to various equipment or other items on the drawings. This as-built data may include information such as manufacturer's name, model, size, horsepower etc., of the equipment physically installed under the project, or elevations and locations of underground utilities.
1.11.2 Government Review: Time allowed for Government review of the as-built drawings will be, exclusive of day of receipt by the Contracting Officer and the day of return, 10 working days.
Government comments and reasons in the event of disapproval will be in writing.
1.12 TEMPORARY UTILITY CONNECTIONS AND CHARGES: As outlined in FAR Clause 52.236-14 “Availability and Use of Utility Services”, the Government will make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies. Electric and gas utility service for contractor-furnished office/storage facilities and for actual construction activities will be charged to the contractor at prevailing rates prescribed by the FAR and Air Force regulation. The Contractor, at its expense and in a workmanlike manner satisfactory to the Contracting Officer, shall install and maintain all necessary temporary connections and distribution lines, and all meters required to measure the amount of each utility used for the purpose of determining charges. The cost of water utility service will not be charged to the contractor.
(Note to Specifier: Due to the minimal amount of construction water usage on most projects, water metering will not be required. However some projects, such as a large airfield paving project which utilizes a temporarty on-site concrete batch plant, will use an extensive amount of water and should therefore be metered. The requirement for metering of construction water usage will be included on those types of projects and the above paragraph edited accordingly.)
1.12.1 For temporary electric service, the contractor shall provide all necessary, cable, transformers, hardware, miscellaneous items and all labor necessary to obtain service from the nearest electric source.
The Government will make the final connection to the electric source.
1.12.2 For temporary water service, the contractor shall not connect to any fire hydrant on Dover Air Force Base without prior authorization from the Contracting Officer or designated representative.
Tampering with a fire hydrant on Dover Air Force Base is a federal offense per US CODE Title 42, Section 300i-1.
1.12.2.1 When authorized to obtain water from a fire hydrant for construction or other purposes, the contractor shall provide and install a connection assembly consisting of a ASSE (American Society of Sanitary Engineering) approved backflow prevention device and a throttling device. The assembly shall be connected only to the fire hydrant 2-1/2 outlet nozzle. Prior to use, the fire hydrant connection assembly must be inspected and tested by DAFB Base Civil Engineer personnel to insure proper installation and function. Regardless of the intended use, under no circumstance shall the contractor use a fire hydrant without an attached and approved connection assembly.
1.12.2.2 Contractor personnel authorized by DAFB will be permitted to open and close the main operating nut of fire hydrants. Only appropriate hydrant wrenches specifically designed for the hydrant operating nut will be used. Fire hydrants will be opened completely to prevent weep holes located in the hydrant boot from discharging and undermining the hydrant foundation. Fire hydrant main operating nut shall not be used to throttle the water pressure of volume. When contractor use of a fire hydrant will exceed one hour the hydrant number located on the hydrant barrel shall be forwarded to the DAFB Base Civil Engineer to notify the Base Fire Department of the service status.
1.12.2.3 Operation of a fire hydrant during freezing temperatures may cause damage to the hydrant.
During freezing temperature conditions the contractor shall make necessary provisions to prevent the hydrant barrel and attached backflow prevention/meter assembly from freezing and causing damage to the hydrant.
1.12.2.4 Damaged fire hydrants resulting from contractor abuse or failure to comply with these requirements shall be repaired or replaced at the contractor’s expense.
1.12.3 The contractor shall provide billing information to the project inspector who will prepare a Contractor Utility Connection Worksheet for the contractor’s signature which will serve as the source document for billing of utility service. At the completion of the project a Contractor Utility Disconnection Worksheet will be processed in a similar manner to terminate billing for utility service.
Before final acceptance of the work by the Government, the Contractor shall remove all the temporary connections, distribution lines, meters, and associated paraphernalia.
1.12.4 Contractor is responsible for all costs associated with telephone service. Telephone service will not be Government furnished.
1.13 REFERENCED PUBLICATIONS:
1.13.1 Specifications: The document titled "Delaware Standard Specifications, Specifications for Road and Bridge Construction" and “Supplemental Specifications” (latest editions as of the date of this contract), hereinafter referred to as the Standard Specifications, shall govern the work performed as required by this specification or as shown on the drawings, and form a part of this specification or the drawings to the extent indicated by the references thereto. For the purposes of this project, all references to the "Director", "Inspector", or "Engineer" in the Standard Specifications shall be construed to mean "Contracting Officer". In the event of conflict between this specification or the drawings and the Standard Specifications, this specification or the drawings shall govern.
1.13.2 Standards: The document titled "Delaware Erosion and Sediment Control Handbook" (available on-line), hereinafter referred to as the Delaware Handbook, shall govern the work performed as required by this specification or as shown on the drawings, and form a part of this specification or the drawings to the extent indicated by the references thereto. In the event of conflict between this specification or the drawings and the Delaware Handbook, this specification or the drawings shall govern.
1.13.3 Drawings: The document titled "The State of Delaware Department of Transportation Standards" (latest edition as of the date of this contract), hereinafter referred to as the Standard Drawings, shall govern the work performed as required by this specification or as shown on the drawings, and form a part of this specification or the drawings to the extent indicated by the references thereto. In the event of conflict between this specification or the drawings and the Standard Drawings, this specification or the drawings shall govern.
1.14 RADIOACTIVE MATERIAL ACCESS REQUIREMENTS:
1.14.1 The 436 AMDS/SGPB Bioenvironmental Engineering is the Dover AFB Radioactive Material Access Authority.
1.14.2 The contractor shall not store radioactive material on Dover AFB. The contractor shall remove radioactive material from Dover AFB each day.
1.14.3 Contractor use of radioactive material on Dover AFB must be approved in advance. At least 30 days in advance of material being brought onto Dover AFB, the contractor shall submit the following information to the Base Contracting Officer for approval by the Base Radiation Protection Officer.

1.15 FIRE PROTECTION DURING CONSTRUCTION: During the performance of on-site construction activities, the contractor shall comply with all requirements of the Army Corps of Engineering Manual (EM), EM 385-1-1, “Safety and Health Requirements Manual”, NFPA 241, “Safeguarding Construction, Alteration, and Demolition Operations”, Dover Air Force Base Instruction DAFBI 32-2001, and all Air Force, AMC, OSHA, CFR, regulations and directives.
1.15.1 Supervisors shall brief all personnel under their direction on fire prevention practices in accordance with the above documents.
1.15.2 The supervisor shall attend a contractor’s briefing on fire safety prior to any work. This is normally conducted at the pre-construction meeting.
1.15.3 Post fire reporting procedures and emergency phone numbers in a conspicuous location.
1.16 KENT COUNTY SEWER PERMIT
1.16.1 The sanitary sewer collection and local transmission system on Dover Air Force Base is owned and maintained by Kent County, Delaware. All work, as shown on the contract drawings and required by the contract specifications, associated with the sanitary sewer collection and local transmission system is subject to permitting and inspection by the Kent County Public Works Department (Department) in accordance with Kent County Code, Chapters 128 and 180, as amended, and will be conducted in accordance with the related Department sewer construction permit. Through agreement between the Department and Dover Air Force Base, this project is exempt from an Impact Fee, however an Inspection Fee of $325 is required by the Department.
1.16.2 The contractor shall obtain a Sewer Permit for all new construction or a Sewer Abandonment Permit for all demolition work associated with the sanitary sewer collection and local transmission system, as applicable, from the Department (302-744-2430). The contractor shall submit to the Department the necessary application documents and make payment of required fees in order to obtain the necessary permits associated with the connection, modification, abandonment, or demolition of the sanitary sewer collection and local transmission system, in accordance with Kent County Code, Chapter 128 and 180, as amended.
1.16.3 The contractor shall submit copies of the obtained permits to the Contracting Officer for approval. No construction activities on the sanitary sewer collection and local transmission system shall be performed by the contractor until the necessary permits have been obtained by the contractor and submitted to the Government for approval.
1.16.4 The contractor shall make all notifications to the Department as required by the County’s permit regarding required inspections of the work by the Department.
1.16.5 The Contractor shall notify the Government Inspector a minimum of 24 hours in advance of all work on the sanitary sewer collection and local transmission system. This is a Mandatory Verification contract requirement as required by the respective contract schedule.

01 14 10
DOVER AFB SITE MANAGEMENT
PART 1 GENERAL
1.1 GENERAL
1.1.1 The appearance of construction sites at Dover Air Force Base is of paramount importance to the Commander of Dover Air Force Base. A clean and well kept construction site will help ensure proper compliance with the safety and environmental requirements of the contract. The management element of the Contractor’s performance rating will be affected by the compliance with this specification. The Contractor shall comply with all of the requirements specified herein and associated specification sections.
1.1.2 The Contractor is responsible for the collection and disposal of all debris, rubble, residue and waste material generated in the performance of work under this contract. All such materials shall be removed from Dover Air Force Base by the Contractor and disposed of in a State approved permitted landfill. The contractor shall recycle concrete, untreated wood and other demolition debris as required by Executive Order 13101 and other sections of this specification. The Contractor is not permitted to deposit any such materials in Base trash collection containers or at any on-Base location without prior approval of the Contracting Officer. The Contractor is responsible for remediating and/or reimbursing the Base for any spills caused by him, his personnel and/or his equipment.
1.2 SUBMITTALS: The following shall be submitted:
1.2.1 Site Layout Plan
Submit for approval a detailed scaled plan drawing showing the layout of the construction site prior to starting work. As a minimum the drawing shall include the locations of office and storage trailers, required utility connection points, equipment storage and material staging areas, construction entrance(s) including temporary stabilized construction entrance where required, contractor employee parking areas, temporary construction fence including placement of safety signs (i.e. hard hat area, etc.), and trash dumpsters and containers. The submittal shall also include photographs of the site prior to disturbance by the start of work.
1.2.2 Dust Control Plan
Submit a plan for controlling the accumulation of dirt, debris, and dust on roadways and other surfaces adjacent to the construction site. As a minimum the plan shall include the name of the contractor including a designated point of contact, equipment to be used for cleaning the streets of this material, and the measures to be taken to reduce transportation of mud onto adjacent roadways (i.e. rotating or replacing the stones in the temporary stabilized construction entrance to clean the truck tires).
PART 2 PRODUCTS
2.1 DUMPSTERS
The dumpsters shall be painted to match ICI Devoe #4216-7460 “DAFB Bald Eagle Brown”, free of graffiti, and be equipped with a securable cover. The cover shall be in place at all times except when trash is being deposited or removed.
2.2 TRASH CONTAINERS
Trash containers shall consist of 55 gallon drums painted to match ICI Devoe #4216-7460 “DAFB Bald Eagle Brown”, free of graffiti, and have "TRASH" printed in 10 inch high white lettering on the side of the container at two locations opposite each other. The Contractor shall provide a minimum of one trash container for each 10,000 square feet of construction area.
2.3 OFFICE/STORAGE TRAILERS/SITES
2.3.1 Contractor's office and storage trailers shall be in new or like new condition and be painted ICI Devoe/Glidden color Pastel tintbase: Formula #BLK 1P32 YOX 1P39 OXR19 “DAFB Eagle Feather Tan” or approved equal on the exterior. Each trailer shall have an emergency notification card (5 x 7 or 3 x 5) in a weatherproof holder affixed on the outside of the trailer near the entry door. The card shall indicate the name of the Contractor, and the name and telephone number of the point of contact for emergency notification. Provide trailer foundation skirting of either lattice or metal panel design.
Storage of materials and debris under the trailers is prohibited. The trailer shall be securely fastened to the ground with appropriate fastening devices to adequately brace the structure against hurricane force winds.
2.3.2 The contractor will be provided with storage sites as deemed necessary to support the construction.
The primary site is the construction site. The supplemental site, if needed, may not be in close proximity to the construction site, but will be on Dover Air Force Base.
2.4 TEMPORARY CONSTRUCTION FENCE
2.4.1 As a minimum the temporary construction fence shall be a 6’ high chain link fence constructed of a welded galvanized steel pipe frame and attached woven steel wire mesh attached with wire ties. The fence shall be adequately supported and held securely in place by the use of precast concrete post blocks, stand-off post braces, embedded posts or a combination thereof, as necessary for the particular location and conditions. Stand-off post braces, when used, shall only be installed on the inside of the temporary construction fence. Where temporary construction fence is required to have vision screening, additional support posts at each panel shall be provided and embedded in both turf and paved areas.
(Note to Specifier: Most projects will not require the use of vision screening unless they are in a highly sensitive location. The requirement for vision screening will be determined on an individual project basis and approved by the Chief of Engineering.)
2.4.2 The temporary construction fence shall also be provided with vision screening which shall consist of either fabric or slats. Screening fabric shall have the following minimum material characteristics:

Screening fabric shall be provided with hemmed reinforced edges and mid-spans with grommets for attachment to chain link fabric at 24 inch intervals.
2.5 ELECTRICAL SERVICE
Where electrical service is desired at the contractor’s facilities, connection shall be made in accordance with the detail entitled ‘Electrical Service to Contractor Facilities’, located either at the end of this section or on the construction drawings.
2.6 SANITATION FACILITIES
The contractor shall provide portable sanitation facilities. Portable sanitation facilities shall be self-contained units with both urinals and stool capabilities. Units shall be adequately ventilated, cleaned and emptied at least once a week or more if determined necessary and directed by the Contracting Officer.
The doors shall be self-closing and securable. The exterior of the unit shall match “Eagle Feather Tan”.
Locate these facilities out of the view of the public, within the construction fence area.
2.7 CONSTRUCTION ACCESS ROUTE SIGNS
Any construction access route signs which the contractor may wish to erect in order to facilitate location of the site by suppliers or subcontractors must receive prior approval by the Contracting Officer.
Approved signs shall not exceed 12” x 18” in size, shall consist of white letters on a dark brown background (back of sign and post shall be dark brown also), and be mounted at locations approved by the Contracting Officer.
PART 3 EXECUTION
3.1 CONSTRUCTION SITE LAYOUT
The contractor shall arrange the office trailers, storage trailers, construction entrance, temporary construction fence, sanitation facilities, and trash dumpsters to effectively use the area designated on the plans. The contractor shall indicate at least one construction entrance for the project.
3.2 TEMPORARY STABILIZED CONSTRUCTION ENTRANCE
The nature of the project may also require a temporary stabilized construction entrance at non-paved areas when exiting to paved areas. The entrance shall be constructed as required by the Sediment and Stormwater Management Plan permit drawings. The contractor shall maintain the temporary stabilized construction entrance such that it functions adequately in the removal of sediment from construction vehicle tires. Stones in the entrance shall be periodically rotated or changed to ensure construction vehicle tires are clean when leaving the site. (Note to Specifier: The requirement for a temporary stabilized construction entrance should be established in the project design and identified on the Sediment and Stormwater Management Plan obtained for the project.)
3.3 CLEANING ROADWAYS
The contractor shall make special effort to prevent the generation of dirt, debris, or dust as a result of activities related to the work under this contract. All roadways adjacent to the construction site which accumulate construction dirt, debris, dust, or other foreign materials as a result of activities related to this contract shall be cleaned at least daily or more often if determined necessary and directed by the Contracting Officer in order to maintain a neat appearance. The method of cleaning shall remove and not just displace the material.
3.4 TRASH REMOVAL
The 55 gallon trash containers shall be emptied a minimum of once a day or more often if directed by the Contracting Officer. The site dumpsters shall be emptied a minimum of once a week or more often if directed by the Contracting Officer in order to keep the site clean of trash. Dumpsters and containers shall not be allowed to overflow and permit trash to enter the site or adjacent areas.
3.5 EROSION CONTROL AND SAFETY FENCE
Erosion control fence and safety fence shall be maintained in a neat and orderly appearance. As a minimum the Contractor shall perform weekly checks of the condition of the erosion control fence and safety fence. Sagging or falling fences shall be immediately repaired.
3.6 TEMPORARY CONSTRUCTION FENCE
Location of temporary construction fence shall be as shown on the approved site layout plan. The fence shall be constructed around the perimeter of all construction, staging, and storage areas prior to the start of any work. Trailers may be on site prior to completion of the fence. The fence shall be maintained in a neat and orderly appearance. Fence panels shall be maintained to within one (1) foot of plan horizontal alignment and within 3-inches of vertical. As a minimum the Contractor shall perform weekly checks of the condition of the fence. Leaning or fallen fences and torn or missing vision screening fabric shall be immediately repaired.
3.7 GRASS CUTTING
Any grass on the construction site shall be cut at least once a week during the growing season. The grass immediately adjacent to both sides of the erosion control fence, safety fence, or construction fence shall also be cut as required above to keep a neat and professional appearance.
3.8 SAFETY SIGNS
Safety signs shall be posted at all entrances to the construction site. The signs shall be ICI Devoe/Glidden color Pastel tintbase: Formula # BLK 1P32 YOX 1P39 OXR 19 “DAFB Eagle Feather Tan” unless safety mandates otherwise.
3.9 RESTORATION
3.9.1 Except as otherwise required by the contract, all disturbed or damaged landscaping, paved areas, curbs or sidewalks shall be restored to the original condition. This condition will be as documented in the photographs of the undisturbed site submitted with the site layout plan.

Part A. Hazardous Materials Usage by Contractors
1. Purpose. As required by AFI 32-7086, Hazardous Materials Management, paragraphs 2.5.5.2.4,
2.5.5.2.8 and 2.5.5.2.9; requires Dover AFB to account for all hazardous materials (HAZMATs) brought on the facility to include contractors as well as providing procedures for the reporting of those items.
1.1. This part outlines actions to be taken by the contractor in the request for approval of hazardous materials prior to initiating field activities associated with the subject project and the reporting of approved hazardous materials usage during contract performance.
1.2. Compliance with this part is mandatory and contactor failure to comply will result in the contractor not being allowed to bring any hazardous materials on Dover AFB. Contractors must also comply with mandatory Federal, State and local guidelines, regarding storage and management of hazardous materials, failure to comply can result in legal action by Federal, State or local enforcement officers against the offender.
2. Policy. Dover AFB policy is to comply with Federal, State, Local and Air Force regulations pertaining to the purchase, storage, handling and reporting of HAZMAT.
3. Responsibilities for Contractor Reported Usage of HAZMAT.
3.1. Contractors must submit to the associated Contracting Office the information and supporting documentation (including Material Safety Data Sheets (MSDSs)) necessary to obtain HAZMAT usage authorization. Report data on the HAZMAT used during the performance of the contract at intervals and in the format specified by Dover AFB (reference Attachment 2).
3.2. The contractor shall provide a completed Dover AFB HAZMAT Chemical Worksheet, (sample included below as Attachment 1) for each HAZMAT to be used during the duration of the contract to include MSDS. This list of all HAZMATs shall be provided at the beginning of the contract. Any additional HAZMATs required during the course of the contract shall be requested for approval at that time. In addition, the quantity of chemicals expended will be reported to the Dover AFB Hazardous Materials Pharmacy (HAZMART) by filling out the Contractor’s Monthly Report for HAZMATS, reference Attachment 2 below. For contracts with a duration of less than six months, and Blanket Purchase Agreements, the contractor shall complete the form at Attachment 2 at the completion of each contract/call.
3.3. If non-compliance is identified, the QAE/Government Inspector will notify the Contracting Officer of the specific issue. Contractor, upon notification from Contracting Officer, will take immediate action to ensure compliance.
3.4 Attachment 3 contains the volatile organic compound (VOC) limits for architectural coatings.
Applicable hazardous materials requests for use will be compared to these limits. VOC levels for a particular coating cannot exceed the limit presented in Attachment 3. Coatings submitted for use with VOC levels above those in Attachment 3 will be disapproved for use on Dover AFB in accordance with the Delaware Regulations Governing Air Pollution, Regulation 41. Part B. Affirmative Procurement
1.01 Introduction. Affirmative Procurement (AP) is the name given to the federal program to strengthen efforts to protect the environment and promote economic growth through the purchase of recycled and other environmentally preferable products. The standard three-arrow recycling symbol represents not only collection of recyclable materials, but also manufacturing and use of recycled products. Recycling can succeed in diverting materials from landfills only if markets for products made from recycled materials expand. A recovered material or recycled material is a waste material or by-product recovered or diverted from solid waste and utilized in place of raw or virgin material in product manufacturing. Today, products made from recycled materials rival virgin products in quality and cost. Yet, the market for these items is still in its infancy. Purchasing recycled materials through affirmative procurement will significantly increase the use of these products and will close the loop of our recycling efforts. The Environmental Protection Agency (EPA) has designated specific guideline items, which when meeting certain criteria, federal agencies are required to purchase to the maximum extent practicable. Air Force "consumers" are subject to these mandates for the procurement of recycled content products. These mandates apply equally to all DAFB organizations, tenant organizations, and contractors. The federal government is committed to minimizing the adverse environmental impacts of its purchases. Spending more than $200 billion annually on the purchase of products and services, the federal government’s commitment to Environmental Preferable Purchasing (EPP) is helping increase the availability of products and services with improved environmental performance. EPP, however, does not only protect the environment; it also protects human health, saves money, and improves the overall quality of government purchases (Environmentally Preferable Products Final Guidance Brochure; http://www.epa.gov). As the program matures, revenues from recycling programs will increase; costs for recycled-content products will decrease; dependence on land filling and requirements for virgin materials use will decrease. The resulting savings in money and resources will ultimately improve our readiness. Environmental and financial gains can be achieved on a national level. Promoting waste prevention by purchasing recovered items can slow the use of virgin material and the rate at which our landfills become filled and closed. This is especially true for paper since paper takes up roughly one-third the space in landfills nationwide. Federal government procurement and use of recycled products, especially re-refined oil, can reduce our nation's dependency on foreign governments for raw materials.
1.02 Definitions. The following definitions apply to this section.
A. Post Consumer materials means a material or finished product that has served its intended end use and has been diverted or recovered from waste destined for disposal, having completed its life as a consumer item. Post consuming material is part of the broader category of recovered materials.
B. Recovered materials means waste material and byproducts which have been recovered or diverted from solid waste, but such term does not include those materials and byproducts generated from, and commonly reused within, an original manufacturing process.
C. Recycled materials means a material that can be utilized in place of a raw or virgin material in manufacturing a product and consists of materials derived from post-consumer waste, industrial scrap, material derived from agricultural wastes and other items, all of which can be used in the manufacture of new products.
D. Comprehensive Procurement Guidelines (CPG). The EPA is required to designate products that are or can be made with recovered materials as authorized by RCRA Section 6002 and EO 13101. EPA reviews a broad list of potential products made from recovered materials. EPA then compiles this list through various sources of publicly available information and includes items previously researched and still under consideration by EPA. The EPA also issues guidance on buying recycled-content products in Recovered Materials Advisory Notices (RMANs), which recommend recycled-content ranges for CPG products. RMAN levels are updated as marketplace conditions change. All current and proposed guideline items and their associated recycled content requirements, product specifications, RMANs, and list of manufactures and suppliers can be viewed on EPA’s web page located at http://www.epa.gov/cpg. Other sections of the web page provide product fact sheets, frequently asked questions with answers, and CPG program updates.

1.03 Contractor Implementation of Affirmative Procurement
The requirements of the AP program are applicable to all DAFB requiring activities that: (1) prepare specifications for products; (2) procure or request procurement of products; and (3) provide support to base organizations (e.g., Civil Engineer Squadron, Logistics Readiness Squadron and Contracting Squadron). These procedures also apply to DAFB contractors as long as appropriate provisions are contained in the contracts. Section 6002 of RCRA requires each federal agency to establish an Affirmative Procurement Program that explains the agency's strategy for maximizing its purchases of USEPA designated items. RCRA requires that Affirmative Procurement Programs have, at a minimum, the following four elements:
A. A preference program in which the agency shows its preference for recycled products by procuring items that meet recycled material content levels and specifications. All contractors associated with this project are responsible for implementing this preference program element.
