SECTION 01 10 01 – STATEMENT OF WORK FOR MACC (Multiple Award Construction Contract).
PART 1 - INTRODUCTION
1.01 GENERAL
THE GENERAL REQUIREMENTS SPECIFIED WITHIN THIS DOCUMENT PROVIDE A
BASELINE STANDARD OF THE REQUIREMENTS FOR ALL TASK ORDERS ISSUED
UNDER THE MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC) AT LITTLE
ROCK AFB. IF THESE REQUIREMENTS AND SPECIFIC TASK ORDER GUIDANCE
CONFLICT, THE MOST STRINGENT STANDARD SHALL APPLY.
A. Installation Rules and Regulations
The rules and regulation of the installation where projects are being performed shall apply to the contractor, their employees, and their subcontractors while on the premises of such installation. The regulations include but are not limited to: presenting valid identification for base entrances, obtaining and using vehicle passes for all contractor-owned and/or privately owned vehicles, obeying all posted directives, and providing strict adherence to security forces direction in instances where security forces have been dispatched to particular locations.
Cell phone use while driving is prohibited unless a hands-free device is being used.
Seatbelt use is mandatory. During inclement weather, rain or fog, headlights will be on.
Stop vehicle or cease work during playing of the national anthem/1630 daily.
B. Minimum/Maximum Contract Amounts
The contract minimum will be satisfied through the award of a task order issued for the seed project (if funded) or attendance at a mandatory post-award orientation. The Government makes no representation as to the number of Task Orders or the actual amount of work to be ordered in excess of the minimum guarantee specified herein. The maximum aggregate amount of the Multiple Award Construction Contract (MACC), inclusive of all awarded task orders, including options, shall not exceed $165,000,000.
C. Place of Performance
Locations of work will be Little Rock AFB, AR and remote locations Blackjack Drop Zone near Romance, AR; All American Landing Zone Camp Robinson, AR; and Communication Site near Cabot, AR.
D. Task Order Performance Period
Performance periods will be negotiated for each individual task order.
E. Davis Bacon Wage Determination
Individual task orders will be subject to one or more of the applicable Wage Determinations as the work dictates at the time of contract award (See Section J, List of Attachments).

Upon exercise of an option period, new wage determinations will be incorporated and contractors will be required to comply with the revised wages on future Task Orders. See FAR Clause 52.222-30, Section I.
F. Subcontracting Responsibilities
The prime contractor shall be responsible for the management and performance of all subcontractors. The prime contractor shall ensure Task Orders are completed within the stated requirements.
G. Notice of Constructive Changes
No order, statement, or direction of the Contracting Officer, an authorized representative of the Contracting Officer whether or not acting within the limits of their authority, or any other representatives of the Government, shall constitute a change order under the “Changes” clause of this contract or entitle the contractor(s) to an equitable adjustment of the price or task order schedule, unless such a change is issued in writing and signed by the Contracting Officer.
H. Pre-Design and/or Preconstruction Conference
After award of each individual Task Order, but prior to commencement of any work, the contractor shall meet with the Contracting Officer and other designated technical personnel/users to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, shop drawings, and other submittals, scheduling and prosecution of the work. Major Subcontractors who will engage in the work may attend.
I. Performance Evaluations
At the conclusion of each Task Order that exceeds $650,000700,000, the Contracting Officer will complete a contractor’s performance evaluation in the Contractor Performance Assessment Reporting System (CPARS). The evaluation will take into account all aspects of the contractor’s performance. Performance evaluations may be completed at any time the Contractor’s performance is considered less than satisfactory. Contractors are required to obtain PKI certificates and register at the CPARS website (https://www.cpars.gov).
Performance evaluations will be provided electronically through CPARS and the contractor will be afforded an opportunity to review and respond to performance evaluations through CPARS. After considering input from the contractor, the Contracting Officer makes the final determination on ratings for all performance evaluations. The performance evaluations may have an impact on the award of future Task Orders. For those Task Orders less than $700650,000, the Contracting Officer will complete a non-CPARS performance evaluation on the contractor’s performance. Contractor will be given an opportunity to review this evaluation and provide comments prior to the evaluation being placed in the task order file.
J. Task Order Issuance Procedures
Work under this contract will be ordered by written task order orders using a Department of Defense (DD) Form 1155, Order for Supplies or Services. Task order numbers will consist of the basic contract number followed by a 4-digit supplemental task order number. The task order number must be reflected on all correspondence related to the task order.
The Government will not be obligated to reimburse the contractor for work performed, items delivered, or any costs incurred, nor shall the contractor be obligated to perform, deliver, or otherwise incur costs except as authorized by duly executed Task Orders.

Task Orders will be firm-fixed-price and clearly define the specific services to be performed or the performance desired. Each Task Order may contain additional site or project specific provisions. Any such additional provisions shall be a part of the Request For Proposal
(RFP).
Task order projects may be non-complex performance-oriented tasks requiring minimal design, may be complex construction requiring design development for design-build construction, or any combination thereof. Any estimated quantities provided in project documents are considered informational only. Contractors must validate quantities and all features of work necessary to deliver a complete and functional project. The Task Order may or may not have traditional plans and specifications, but may include sketches, and requests for catalog cuts, and other submittals. The following describes the procedures for each type of requirement the Task Order could present:
1. Contractor-Provided Design/Design-Build: MACC Contractors shall provide an initial “concept” design consisting of drawings, sketches, outline specifications, design analysis, and/or other documentation required by the Task Order Statement Of Work (SOW). MACC Contractors shall also provide a price proposal and may be required to include a proposed performance period. The Government will evaluate submitted proposals in accordance with Task Order requirements. Only the successful offeror will be required to proceed with subsequent design effort (i.e. 35%, 65%, 95%, and/or 100% as stated in each Task Order) and execute construction.
2. Government-Provided Design/Design-Build: MACC Contractors shall be provided a “Concept” design, consisting of drawings, sketches, outline specifications, design analysis and/or other documentation as required by the Task Order SOW. Based on the “Concept” design, MACC Contractors shall provide a price proposal and may be required to include a proposed performance period. The Government will evaluate the submitted proposals in accordance with the task order requirements. Only the successful offeror will be required to proceed with subsequent design effort (i.e. 35%, 65%, 95%, and/or 100% as stated in each Task Order) and execute construction.
3. Construction Only: MACC Contractors shall be provided a previously accomplished design which may be representative of a 35%, 65%, 95%, or 100% design or a requirement package consisting of drawings, specifications, design analysis, and/or other documentation as required by the task order SOW. Based on the completed design/requirement package, MACC Contractors shall provide a price proposal and may be required to include a proposed performance period. The Government will evaluate submitted price proposals in accordance with the task order requirements. Only the successful offeror will proceed with construction/hazardous material waste removal.
4. Construction/Hazardous Material Waste Removal Only: Contractor shall be required to remove only hazardous material waste in task order not associated with other awarded task orders. It is the intent of task orders for design-build or construction only to remove associated hazardous material within that task order.
Task Order solicitations will provide contractors with as much information as possible regarding the existing conditions of the site(s) and any pre-existing structures, but it is the responsibility of the Contractor to validate quantities and all features of work necessary to deliver a complete and functional project.
Time for submittal of the Contractor’s proposal for individual requirements will be as agreed upon by the Government and the Contractor. However, at no time shall this period exceed ten (10) business days without prior approval of the Contracting Officer.

Upon award of the Task Order, the Contractor’s proposal becomes a firm-fixed-price task order/contract. Absent documented changes in requirements (necessitating increases in quantities), unforeseen site conditions, or evidence of gross mistakes, the underestimating of quantities of materials does not summarily entitle the Contractor to an upward adjustment of price. Task Orders may be modified by the Contracting Officer. Modifications to task orders will be issued on a Standard Form (SF) 30 and cite the task order number.
Submission of proposals for Task Orders is not required; however Contractors are required to contact the Contracting Officer within two days after receipt of Task Order RFP if a contractor will not participate in the walk through or submit a proposal on a Task Order.
Failure by offerors to participate responsibly in site visits and submit proposals may result in the Government not exercising the option to extend the contract or exclusion of the Contractor from further competition.
K. Competition
Only contractors awarded contracts as a result of this RFP will compete for subsequent task orders. Contractors are encouraged to participate in all site visits and submit proposals.
Occasionally, the Government will request a proposal for projects for which funds are not certified or readily available. The Government makes no promise to award a task order. If funds do not become available, the Request for Quote is cancelled and no award is made.
Information specifically identifying funding restriction will be included in the request for proposal. Submission of proposals for these acquisitions is discretionary and will have no negative impact on the contractor.
Unless the Contracting Officer applies the exceptions noted below, each Task Order will be awarded, as a result of competition to the Contractor who offers the best value to the Government considering Task Order evaluation criteria. The Contracting Officer’s decision as to the selection for award of a Task Order is not protestable unless the protest is on the grounds that the order increases the scope, period, or maximum value of the contract program.
The Contracting Officer reserves the right to award a Task Order without competition based upon a determination that:
1. The agency need for the supplies or services are so urgent that providing a fair opportunity would result in unacceptable delays
2. Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services being ordered are unique or highly specialized
3. The order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order
L. Description of Subsequent Task Orders
Task Orders will range from $2,000 to $10,000,000. Task order projects may require either a single discipline or may be multi-disciplined. Projects may also require design services, to include comprehensive interior design, and incorporation of sustainable features.
Additionally, projects may require hazardous material waste removal (i.e. asbestos abatement, lead abatement etc.) as incidental to a project or may be wholly for hazardous material waste removal.
Technical narratives, if required, may address one or more of the following:

1. Design
2. The contractor’s technical understanding of the work
3. The most efficient and effective plan to accomplish the work
4. Rationale for proposed materials, type, and quantities
5. Sustainable design features
M. Subsequent Task Order Evaluation Criteria
Subsequent Task Orders may be awarded on best value, either tradeoff process or lowest price technically acceptable as per the ordering procedures outlined in the Federal Acquisition Regulations Part 16.505 Ordering. If the Government decides to issue the Task Order as a best value using the tradeoff process, award factors will vary depending on the unique requirements of each Task Order. One or more of the following criteria in addition to Price or Cost may be considered:
1. Past Performance - Task Order past performance of prior past performance on other contracts
2. Quality of deliverables
3. Ability to meet schedule requirements
4. Relevant experience
5. Cost control
6. Potential impact on other orders placed with the Contractor
7. Current workload
8. Design
9. The Contractor’s technical understanding of the work
10. The most efficient and effective plan to accomplish the work
11. Rationale for proposed materials, type, and quantities
12. Sustainable design features
N. Performance and Payment bonds—Applicable To Task Orders
Contractor shall furnish Performance and Payment bonds (SF 25/25A) with good and sufficient surety or sureties, acceptable to the Government as listed on the Departmen of the Treasury’s Listing of Certified Companies located at http://www.fiscal.treasury.gov/fsreports/ref/suretyBnd/c570_a-z.htm. A Notice To Proceed shall not be issued and no work shall begin until good and sufficient surety, as identified below, has been received and accepted by the Contracting Officer.
Performance Bond: Unless Contracting Officer determines that a lesser amount is adequate for the protection of the Government, the penal sum of the performance bonds shall equal one hundred percent (100%) of the contract price for each task order.
Payment Bond: Shall equal one hundred percent (100%) of the contract price for each Task Order.
One of following is required:
1. Payment Bond

2. An irrevocable letter of credit (ILC)
Bonds are due within ten (10) days of receipt of the Task Order
O. Environmental Compliance
Offerors are reminded of the environmental requirements contained in the solicitation to comply with all applicable federal, state, and local environmental statutes and regulations.
In addition to the scrutiny of the civil environmental regulatory agencies, environmental compliance incidental to Air Force activities or on Air Force property is subject to Air Force scrutiny. The Air Force routinely investigates environmental violations and compliance.
Contracts shall comply with the Affirmative Procurement Plan (APP) for proposal preparation and construction. Affirmative Procurement (Recycled/Recovered Materials) is a mandatory component of the Air Force Pollution Prevention Program.
P. Smoking in Air Force Facilities
Contractors are advised that the Commander has placed restrictions on the smoking or other use of tobacco products in Air Force facilities. AFI 40-102, Tobacco Use in the Air Force outlines the procedures used by the commander to control smoking in our facilities.
Contractor employees and visitors are subject to the same restrictions as government personnel. Smoking is permitted only in designated smoking areas.
Q. Availability of Utilities Services
Notwithstanding the provisions of contract clause FAR 52.236-14, Availability and Use of Utility Services, all reasonable required amounts of water, gas, electricity, etc., essential to contract performance shall be made available, at no cost to the contractor, from existing systems, outlets, and supplies. All temporary connections, outlets, and distribution lines as may be required will be installed by the contractor at the contractor’s own expense.
R. Utilities Conservation
The contractor will be required to participate in government energy conservation programs.
For the purpose of this contract, the government at no cost will furnish utilities such as water, electricity, etc., to the contractor. Long distance and Defense Switched Network (DSN) telephone services will not be provided.
S. Special Utility Provision
The contractor shall not hold the Government responsible for interruptions of utility service nor liable for contractor delay, damages, or increased costs occasioned by any such interruption of service. Existing electrical service to the facility shall be maintained until new electrical service is in place and ready for operation. Utility interruptions shall be approved by the Contracting Officer and must be submitted in writing to the Contracting Officer at least two (2) weeks prior to such work. Electrical primary power outages will be performed by and shall be fully coordinated with the 19th Civil Engineering Squadron (CES). Water outages will be performed by and shall be fully coordinated with the 19th CES. Water outages also require a minimum 2-week request in writing to the Contracting Officer for review/approval.
Prior to the start of work, the Contractor shall identify and locate all valve or utility shut-off locations for use in the event of accidental damage. To preclude accidental damage, the Contractor shall locate all known utilities (i.e., communication, natural gas, fuel supply, etc.)
by hand digging prior to any excavation with power equipment. The Contractor shall note all utilities discovered during excavations that are missing or incorrect on the contract drawings (including any erroneous dimensions on Government record drawings), or those utilities staked by the user, and clearly identify those discoveries on the as-built drawings.

The Government does not guarantee the accuracy, availability, or adequacy of existing as-built/record drawings as pertaining to existing facilities and underground utilities. The Contractor is responsible to verify all dimensions and actual conditions when developing individual task order proposals. Failure to verify the dimensions and locations will be at the Contractor’s risk and shall not relieve the Contractor from accomplishing the work required by the contract at the price awarded by the Government. The Contractor shall immediately repair any utility line shown on a record drawing (or made known to the Contractor) and damaged during construction work, at no cost to the Government.
T. Designation of Contracting Officer’s Representative
The Base Civil Engineer or his/her authorized representative is often designated by the Contracting Officer as the representative of the Contracting Officer for the purpose of monitoring performance and inspection, which includes performing technical surveillance, including workmanship and compliance with the plans and specifications under this contract.
This provision in no way authorizes anyone other than the Contracting Officer to commit the Government to changes in the terms of this contract and subsequent Task Orders.
U. Preparation of Material Approval Submittal
The submittals contemplated by FAR 52.236-5, Material and Workmanship, in Section I shall be accomplished on and in accordance with the instruction pertaining to an AF Form 3000, Material Approval Submittal.
V. Preparation of Schedules for Construction Contracts
The reports contemplated by FAR 52.236-15, Schedules for Construction Contracts, in Section I shall be accomplished on and in accordance with the instruction pertaining to an AF Form 3064, Contract Progress Schedule, and an AF Form 3065, Contract Progress Report, unless otherwise designated by the Contracting Officer.
W. Payments for Stored Materials
The payment clause, FAR 52.232-5, Payments Under Fixed-Price Construction Contracts, in construction contracts requires the Contracting Officer to make a case-by-case review of a contractor's need for progress payments for materials. Payment for materials will normally not be authorized. If they are authorized, they must be in accordance with paragraphs below.
It is not the policy of the Air Force to authorize payment for materials except when material represents a large, high cost, single line item(s) versus large quantities of small dollar materials. Examples of low dollar value materials are lumber, paint, miscellaneous electrical or plumbing supplies, etc. To illustrate, the Air Force may authorize a large transformer valued at $20,000 for payment, but will not authorize $17,000 worth of miscellaneous electrical components.
Payment for materials will be limited to major high cost items only. Work and materials must be stored on site and as such, become the property of the Government, but the contractor is responsible for all materials delivered and work performed until completion and acceptance of the entire construction work. Responsibility of safeguarding material until final inspection and acceptance rests with the contractor. Payment for materials in advance of installation must be made on a separate line item on the AF Form 3064, Progress Schedule.
X. Government Furnished Property (GFP)
1. The Government may choose to provide the Contractor with Government Furnished Property (GFP) on future task orders.

1.02 DESCRIPTION OF WORK
The contractor shall furnish all personnel, equipment, tools, materials, supervision and other items and services necessary to design, manage and accomplish a broad range of maintenance, repair, alteration and/or new construction work on various real property facilities. Type work contractors can expect (not all inclusive): new construction of buildings and structures, alteration and repair of buildings, structures, roads, grounds, roofs, specialty construction, utilities including JET-A fuel systems and miscellaneous services including hazardous waste removal. All work required by the project documents shall be accomplished by the contractor even though items required may not be specifically mentioned in the above listing. During the contract period, the Base Civil Engineer (BCE) will identify construction tasks for solicitation under the MACC program, and the contracting officer will issue requests for proposals and subsequent individual task orders to complete the work. This Division 1 is not all inclusive. Individual delivery orders may require additional Division 1 sections.
1.03 CONTRACTOR SERVICES
The Contractor shall perform all necessary studies, meetings, analyses, design, Schematic Design, Design Development, Specifications, preparation of contract documents, and total construction for the project. The facility shall be sited in the general location as shown on the provided location map. The design shall include all related items as required to safely accomplish all necessary work.
1.04 CONTRACTOR AE SERVICES
The Contractor shall have an architectural & engineering staff within the firm and/or shall partner with or have a direct relationship with a professional architect/engineer firm (AE) who shall furnish all services, materials, supplies, and supervision required to fully investigate and design each of the task orders under this contract. The survey and design of architectural and engineering features of the work shall be accomplished by the appropriate licensed design professional(s) who are experienced in the design of those systems. The final drawings shall be stamped and signed by the registered professional architect(s) and registered professional engineer(s) responsible for the design in their respective area of expertise and, if applicable, a principal of the firm registered in architecture and/or engineering as applicable.
1.05 ARCHITECT-ENGINEER SERVICES
The Contractor shall provide licensed design professional architectural and engineering services throughout the design and construction process. The Contractor shall provide all services, materials, supplies, and supervision required to prepare any change orders and provide office quality control inspection services (site visits are required for all critical installations and as necessary to ensure construction work progresses in accordance with the contract schedule) for the duration of the construction phase of the project.
1.06 PERMITS
The Contractor and/or the licensed design professional architect/engineer of record shall be responsible for obtaining all necessary permits/approvals from the Arkansas Department of Health & Human Services (ADHHS), Arkansas Department of Environmental Quality (ADEQ) and the City of Jacksonville.
1.07 COMPLETE AND USABLE
For each task order, the Contractor shall provide a design for a complete and usable facility within the negotiated and accepted contract construction cost. The government will not

accept requests for additional funds except for changes in project scope, unforeseen site conditions (such as rock removal) or as directed by the Contracting Officer. The Contractor shall be financially and technically responsible for resolving any design errors or omissions in its design products.
PART 2 - TECHNICAL DESCRIPTION
2.01 GENERAL
The Contractor is required to provide all services necessary for the design and construction of all the task orders under this contract.
A. The Contractor shall be responsible for any surveys, excavations, soil borings, soil analyses, chemical tests, laboratory tests, pressure tests, electrical tests, corrosion and cathodic protection tests, asbestos and lead-based paint surveys, and any other tests required for a complete design and construction of all the task orders under this contract.
1. Removal of Asbestos Containing Material (ACM) and Lead Based Paint (LBP) is in support of construction project. All ACM will have to be abated prior to general construction proceeding.
2. The A-E shall survey and test the project scope area of this facility to determine the presence of asbestos and lead-based paint. The A-E shall provide the results of this testing with the 35% design submittal. Abatement of asbestos and lead-based paint will be handled per Section 01 14 19 COORDINATION unless explicitly informed otherwise by the Contracting Officer.
B. The Contractor shall be responsible for locating all utilities in the area of construction, and for accommodating or modifying them, as required for the construction of all the task orders under this contract.
2.02 RECYCLING AND CONSTRUCTION DEBRIS DIVERSION
A. See specifications for complete requirements.
B. All removed carpet shall be recycled and the Contractor shall provide written certification that the carpet was not placed in a landfill in accordance with ETL 07-4 Air Force Carpet Standard. Contractor certification shall indicate how the material was recycled and provide the address where it was delivered.
C. All removed ceiling tile shall be recycled and the Contractor shall provide written certification that the ceiling was not placed in a landfill. Contractor certification shall indicate how the material was recycled and provide the address where it was delivered.
D. All vinyl wall covering, vinyl wall protection, vinyl corner guards and vinyl wall guards shall be recycled and the Contractor shall provide written certification that the vinyl products were not placed in a landfill. Contractor certification shall indicate how the material was recycled and provide the address where it was delivered.
2.03 ENERGY CONSERVATION
UFC 3-400-01 ENERGY CONSERVATION implements the following public laws and industry standards for most design and construction:

2.04 REFERENCES AND STANDARDS
The Contractor shall design in adherence to the following documents, including all recommended practices documented in these standards. Although some publication dates are given, the design shall be by current references and standards. The Contractor shall determine through the pre-design meeting if other codes, standards or references not specifically cited also apply to the design of all the task orders under this contract, and incorporate those requirements into all the task orders under this contract. All work accomplished by the Contractor shall comply with this criteria unless a wavier is obtained from the Air Force when conditions warrant such consideration
A. Air Force Instructions (AFI), Air Force Manuals (AFM), Air Force Pamphlets (AFPAM) plus Supplements, Unified Facilities Criteria (UFC), Military Handbooks, Engineering Technical Letters (ETL) and Operating Instructions that are applicable to the design of all the task orders under this contract. This includes all Air Mobility Command and Little Rock AFB supplements to these references.
B. Current state and national codes, regulations and specifications involving architectural, civil, structural, electrical, environmental and mechanical disciplines associated with the design and construction of all the task orders under this contract.
C. National Fire Codes published by the National Fire Protection Association.
D. All other Air Force documents deemed applicable by the Contracting Officer for all the task orders under this contract. These documents will be made available for review to the Contractor by the government.

PART 3 - PROJECT MANAGEMENT
3.01 PRE-PROPOSAL SITE VISIT & MEETING
The 19th Civil Engineer Squadron will host an initial pre-proposal meeting and site visit. The purpose of the meeting will be to convey and clarify the project requirements to the Contractor. Government furnished items noted elsewhere in this Statement of Work (SOW) will be available at, or prior to the initial meeting. A project site visit will be accomplished after the meeting. The Contractor shall have appropriate representation present at this meeting, but no less than the proposed design team and project superintendent.
3.02 PRICE PROPOSAL & CONCEPT DESIGN
The Contractor shall submit a price proposal in accordance with the provided bid schedule.
Along with this schedule, the Contractor shall submit concept design documents (floor and site plans, an elevation if applicable) to ensure the government and Contractor have a consistent understanding of these critical items.
3.03 PROJECT MANAGER
The Contractor shall appoint a project manager to serve as the single point of contact for each of the task orders under this contract and liaison between the Contractor’s employees/subcontractors and the government. A registered professional architect is preferred to serve as the project manager, however, if this is not possible, the design architect-in–charge of the design shall attend all design related meetings, site visits, presentations, official construction inspections and review, initial and date all material submittals. Upon issuance of the Notice to Proceed for the design of all the task orders under this contract, the Contractor shall advise the Contracting Officer in writing of the name of the individual so designated. The Contractor’s project manager shall be responsible for the complete coordination of all work required for each of the task orders under this contract.
The Project manager shall attend all formal and informal meetings related to the execution of the requirements of the contract. The Project manager shall ensure that quality control review of each submittal is performed prior to delivery of submittal to the government.

3.04 CE PROJECT MANAGER
The CE Project Manager will provide technical support to the Contracting Officer, who is the official agent of the United States Government for this contract. The CE project manager will serve as the point of contact for the Design-Build Firm on all technical matters and, all work performed by the Design-Build Firm on base will be coordinated with the CE project manager. Contact information for both the Contracting Officer and the CE Project Manager is provided at the end of this Statement of Work. During both the design and build phases, the Design-Build Firm shall take direction only from the Contracting Officer.
3.05 PROJECT COST CONTROL
The Design-Build Firm shall be solely responsible for managing the costs of this contract during its design and construction. The Government will not accept requests for additional funds except for changes in project scope, unforeseen site conditions (such as rock removal) or as directed by the Contracting Officer.
3.06 MATERIAL SUBMITTALS
A. During the design process, the Contractor shall ensure that the A-E coordinates material selection with the appropriate subcontractors such that the materials specified in the design documents are what will be purchased and installed.
B. During the construction phase, the Contractor shall submit material submittals on all products used in accordance with Section 01 33 00 SUBMITTAL PROCEDURES.
3.07 SECURITY REGULATIONS
A. All members of the Contractor, including subcontractors, who are working on this contract, shall follow Air Force security regulations.
B. The Contractor shall take precautions and make every effort to prevent public disclosure of any information made available to the Contractor during the performance of this contract. All data contained in the design documents for each project shall be treated as privileged information.
PART 4 - PROJECT SCHEDULE AND PRODUCT DISTRIBUTION:
4.01 SCHEDULE
The Contractor shall develop a schedule for forthcoming task orders based on the performance period and other data provided in delivery order packages. The A-E shall submit this schedule no later than 10 days after delivery order award.
A. The performance period includes both the design and/or construction phases of this contract.
B. Possible Government Design Review Milestones: 35%, 65%, 95%
C. Each government design review lasts 14 calendar days, at the end of which the government will submit its comments to the Contractor. The Contractor’s schedule shall include a design review meeting, approximately 7 days after receipt of government comments, to officially dispose of all comments (see paragraph 4.08 for details).
D. Construction will begin following the approval of the final design plans which includes receipt of required approval(s) from ADH, ADEQ and City of Jacksonville. A preconstruction meeting will be set up no later than 2 weeks after approved design is submitted.

4.02 SUBMITTALS
The Contractor shall deliver all copies of all submittals to the Contracting Officer, except for those as identified in paragraph 4.09.
4.03 PRE DESIGN CONFERENCE
A Pre-Design Conference will be conducted for each of the task orders under this contract after this contract is awarded. The Contractor shall request this meeting within 10 business days of the issue of this contract, at a date and time agreeable to all parties. The government will provide any additional details necessary to clarify the project scope or to indicate the government's desires as to type of systems, controls, or architectural preference to ensure project compatibility with the base master plan or to simplify operation or maintenance procedures and costs. It is expected that the Contracting Officer will issue the Notice to Proceed 1 (NTP 1) for this contract at this meeting.
4.04 CONCEPT DESIGN SUBMITTAL
A 35% Concept Design Submittal is design from the Notice to Proceed to approximately 35% complete and should include a majority of the investigative work. It is recommended this submittal include a short, informal briefing (discussion) of the design concept to the government project engineer and appropriate personnel early in the design/analysis process for inputs (potential problems) not readily apparent from field surveys and investigations.
The submittal shall include the following:
A. A Narrative/Design Analysis will be provided to indicate a description of the facility, design assumptions, design factors used, energy savings considerations, and any other data not otherwise indicated or needed for architectural/engineering analysis. All design calculations made to date shall be included. Narrative discussions of methods and procedures should be included. The Contractor shall address each item required from but not yet provided by the government to conclude the design.
B. Drawings. Preliminary drawings shall be provided as applicable to reflect progress to date.
Typical are:
1. Vicinity map and location plan showing geographic location and access to the work site.
2. Site plan, including location of all above and below grade utilities in the area.
3. Code Review Sheet, indicating construction type, travel distances, egress, life safety, seismic, Anti Terrorism/Force Protection (ATFP), et cetera, sufficient to indicate due diligence has been performed in review of applicable codes, laws and regulations to ensure completed project is designed and constructed in compliance with such codes, laws and regulations.
4. Floor plan at a scale not less than 1/8" per foot, showing functional arrangement of all areas, including corridors, exits, and utility spaces. Major dimensions shall be shown.
5. Elevations and sections will be developed to a point to indicate heights, fenestrations, ceilings, and partitions. Typical interior wall sections will be provided at a minimum scale of 1" = 1'-0", indicating materials, thicknesses, and relation of fenestration, if any.
6. A room finish schedule shall be included on a separate drawing and shall be in compliance with Section 09 06 89 TYPICAL FINISH SCHEDULE.
7. Generic furnishings plan, showing desks, chairs, conference tables, book cases, display cases, millwork, printers, copiers, shredders, recycling bins, appliances, et cetera. Plan will be used to confirm functionality of the space for the users and for verifying locations of

phone, data, television, water, lighting and power outlets. Plan will also be used for furniture ordering under a separate contract.
8. Mechanical details will be sufficiently developed to clearly define changes to the existing heating, cooling, ventilation, and plumbing systems. Existing and replacement heating/cooling equipment will be located and fully described on a plan view of the project.
9. Electrical details will include lighting and power features. Lighting features will include proposed fixtures and arrangements. Design analysis will include lighting calculations, fire alarm system schematics, etc.
10. Exterior utilities (gas, water, sewer, electrical, etc) will be located in sufficient detail to clearly define sizes, routing, and avoidance of conflicts with existing systems.
11. Erosion Control plan, if applicable.
C. Specifications: The Contractor shall submit outline specifications. Specifications shall follow the CSI Masterformat 2004. The Contractor shall submit all information in 8 1/2" x 11" booklet form. See Section 00 00 02 LRAFB Specifications Format Standard and Section 00 00 03 Specification Section Example. Specification sections 00 00 02 and 00 00 03 shall be provided in Microsoft Word format on a CD to the A&E firm.
4.05 PRELIMINARY DESIGN SUBMITTAL
A 65% Preliminary design submittal is design from the concept design approval to approximately 65% completion.
A. All elements of the 35% submittal should be continued to the point that a government reviewer can verify scope and sufficiency of details on all drawings and specifications.
B. The Contractor shall include all asbestos/lead-based paint test results in this submittal.
C. The Contractor shall incorporate all approved comments from previous design reviews.
4.06 PRE-FINAL DESIGN SUBMITTAL
95% Pre-Final Design Submittal is design continuation through the 95% unchecked final submittal.
A. Construction drawings and specifications shall be complete in all details to the extent that a construction Contractor can construct the facilities from the information, with a minimum of differences between the government and the Contractor. The Contractor shall incorporate all approved comments from previous design reviews.
B. Completed submittal schedules shall be furnished for review.
4.07 FINAL DESIGN SUBMITTAL
A 100% Final Design Submittal is the corrected final submittal.
A. All previous design comments shall be incorporated and/or addressed.
B. The Contractor shall furnish two full size (reproducible) and two half size paper copies of the drawings; two paper copies of the specifications; and one paper copy of the material submittal schedule, design analysis and proposed construction schedule. The drawings shall bear the registration seal of the A-E firm member who is responsible for the design below the Air Force Insignia. If “Structural Interior Design”, “Comprehensive Interior Design” or Audio-Visual Designs are required then 2 sets of each will be included in this submittal.
C. The final electronic files shall be submitted at this time to include one AutoCAD and one Adobe Acrobat copy of drawings; one Adobe Acrobat copy of specifications, material

submittal schedule, design analysis and proposed construction schedule; one Microsoft Word copy of specifications (all specification sections combined in one file) and bid schedule; one Microsoft Excel copy of material submittal schedule.
4.08 GOVERNMENT REVIEW PERIOD & REVIEW CONFERENCE
A review of the Concept, Preliminary, and the Pre-Final Design Submittals will be conducted by the government. At the conclusion of the review, the Contractor may be required to attend a Review Conference to discuss the technical review comments and general project progress. The Contractor will be furnished one set of comments to be annotated and returned to the government. Comments shall be annotated with a C - concur, D - do not concur, E - exception or X - delete. Comments annotated with a D, E, or X shall have an explanatory note added to justify the noncompliance with the comment. The Contractor shall furnish these annotated comments to the Contracting Officer with the next scheduled submittal. The Contractor shall notify the government immediately upon determining that there will be noncompliance with a comment to explain the reasoning. If the government discovers comments annotated as 'concur'-or its equivalent and no change to plans and specifications have occurred, the government will disapprove the submittal and require a full explanation.
4.09 DISTRIBUTION COPIES
A. At each government review milestone, the Contractor shall deliver 2 CDS with the electronic design products as described in Part 5 of this statement of work. (See paragraph 4.07 B for 100% final design deliverables.) In addition, the A-E will provide the following paper copies;
1. 2 - full-size copies of drawings
2. 2 - 11x17 copies of drawings
3. 2 - copies of specifications
4. 2 - copies of submittal schedules
5. 2 - copies of the Structural Interior Design (65% and 95% only)
6. 2 – copies of the Comprehensive Interior Design (65% and 95% only)
7. 2 – copies of the Audio-Visual Design (65% and 95% only)
PART 5 - DESIGN PRODUCT DETAILS
5.01 AS-BUILT DRAWINGS
The Contractor will be given copies of requested as-built drawings in the electronic format in which they are currently stored (.tif or .dwg) if available. Hard copies (if available) of as-built drawings shall be at the Contractor expense. Accuracy of as-built drawings provided is not guaranteed by the Government and use of such drawings is at the risk of the Contractor.
5.02 CONSTRUCTION DRAWINGS
A. Drawings shall be 24" X 36" and shall be accomplished in AutoCAD (latest version) in Construction Specifications Institute (CSI) format.
B. Drawings shall be in English units.
C. Drawings shall be accurate and in sufficient detail to enable proper and satisfactory construction of the entire project. Designs and construction drawings requiring Contractor site visits will not be acceptable. The quality and workmanship of the drawings shall permit clear and legible reproductions. Reference drawings may be used only with specific

permission of the Contracting Officer (CO) and shall not be used as substitutes for demolition, plan, and detail drawings.
D. The Contractor will be provided with a border and title block on CDROM. The border shall be inserted in paper space at a base point of 0,0 and with a scale of 1. This border shall not be modified except with specific permission of the Contracting Officer. The drawings shall be designed using model space at full scale. The Contractor shall use Roman Simplex as font style unless an alternate font is approved by the Contracting Officer. Text shall be in the same drawing space as the object the text is describing. For example, text describing an object that is drawn in model space shall also be placed in model space. The Contractor shall follow Little Rock Air Force Base’s CAD Operating Procedures and Tri-Services layer naming standards.
E. The Contractor shall produce drawings that are capable of being opened and edited in the latest version of AutoCAD without damaging the information on them.
F. The Contractor shall include all cross referenced drawings, fonts, shapes, linetypes, etc.
with each submittal. AutoCAD’s e-Transmit command may be used to gather all files necessary to open a drawing.
G. The Contractor will be given a cover sheet to edit.
