COMPUTER-TELEPHONE SYSTEMS 27 20 00 - 1
SECTION 27 20 00 – COMPUTER/TELEPHONE SYSTEMS
PART 1 - GENERAL
1.01 SCOPE:
Includes furnishing and installing a complete computer/telephone system as described in the Contract Documents and as indicated on the drawings.

1.03 APPLICABLE PUBLICATIONS:

1.04 SUBMITTALS:
A. Product Data: Submit manufacturer’s product specifications and installation instructions for each identification material and device required. Include data substantiating that materials comply with requirements.
B. Post installation tests required by UFC 3-580-01 and referred to in PART 3 of this specification shall be submitted at least one week prior to the pre-final inspection.
PART 2 - PRODUCTS
2.01 TERMINAL BOARDS
The new terminal boards shall be ¾ inch by 4-‘0” by 8’-0” plywood board coated with two (2) coats of insulation varnish. All walls of the telephone room shall be covered with plywood.
All cables, LAN and phone, shall be terminated on floor mounted racks. Each telephone or data terminal location shall have a dedicated circuit, 120V duplex receptacle.
2.02 OUTLETS
Outlets shall be a quad combination four computer RJ45 jacks. Outlets shall be of the modular construction with male jacks that insert into female adapters. Outlets shall be capable of removal and replacement of jacks without having to disconnect wiring. Telephone cover plates shall match wiring device plates. Amp or approved equal.
2.03 CABLE
Computer/telephone cable shall be Category 6, 24 AWG, 4 pair solid copper, unshielded twisted pair, rated at 250 MHz megabits per second. Wire shall be color coded as follows:
A. Pair 1 White/Blue, Blue/White
B. Pair 2 White/Orange, Orange/White
C. Pair 3 White/Green, Green/White

D. Pair 4 White/Brown, Brown/White
2.04 SYSTEM EQUIPMENT
The system equipment shall include locking equipment cabinets (racks) with ventilation fans, terminal termination patch panels, station jacks, grounding, interior cables, outlet boxes, power supplies, conduits, and other such materials and equipment as required for a complete telephone and LAN system. Switches shall be provided by the government and installed by the contractor. Grounding shall be made via a ground rod and be bonded to the electrical grounding system. Contractor shall provide a minimum of 25% spare capacity of patch panels for future expansion.
2.05 INTERIOR DISTRIBUTION CENTERS
Cables which interconnect interior distribution centers shall conform to ICEA S-80-576.
Where required by code, cable shall be UL classified low smoke and low flame for use in air plenums in accordance with NFPA-70. Cables which terminate at each station jack shall conform to ICEA S-80-576.
2.06 CABLE SUPPORT
Cable supports shall be approved for the purpose. Cable supports shall allow removal of existing cables and installation of new cables without replacing cable supports. Cable supports shall be Caddy CAT425 or approved equal.
PART 3 - EXECUTION
3.01 SUPPORT SYSTEMS
The contractor shall install telephone/computer support systems connecting all outlets.
3.02 CABLE AND CONDUIT RUNS
Install Category 6, 4 pair cable from each outlet to the patch panels for all circuits. Locations shall be as shown on the drawings. A minimum clearance of 12 inches shall be maintained between runs of communication and power conduits.
3.03 CABLE TRAYS
Install conduit from outlet location to above wall top or above ceiling. Conduit shall extend to cable tray if tray is less than 6’ away. If tray is further away then properly support cables from end of conduit to cable tray meeting manufactures support recommendation or as shown on drawing; the more stringent requirement will be used.
3.04 JACKS AND COVERS
Provide RJ-45 type station jacks and cover plates for all outlets.
3.05 ELBOWS
All raceway elbows shall be long radius elbows as required.
3.06 MARKING AND LABELING
Category 6 cables pulled to the patch panels will be marked and neatly secured. Cables shall be terminated at the patch panel in a floor mounted patch panel with RJ-45 modular jack. See 3.08 “ID LABLES”.
3.07 TERMINATIONS
All telephone and Data cables shall be terminated and marked at the equipment racks. Data cables shall be terminated with outlets capable of modular jack replacement without

disconnecting wires. Outlets shall be as manufactured by “AMP” or approved equal. Patch panels will be provided by the contractor and shall have capacity for 25% more cables to be added in the future. See Appendix A for Communications room equipment layout and requirements.
3.08 ID LABELS
Identification labels: The contractor shall provide identification labels at both ends of communications cable. Outlets and LAN rack jacks shall be clearly labeled with same identification as the cable. Label identifier for telephone circuits shall start with letter T and end with room number. Label identifier for data circuits shall start with the letter D and end with room number. If there is more than one outlet in a room then add a suffix .1, .2, .3, etc.
3.09 COMPONENTS AND APPURTENANCES
All system components and appurtenances shall be installed in accordance with the manufacturer’s instructions as specified and indicated. All installation work must be done in accordance with the safety requirements set forth in the general requirements of the latest revision of ANSI C2 and NFPA 70.
3.10 UNIVERSAL WIRING PLAN
Interior wiring shall be installed and terminated at all station locations as indicated. Wiring shall take the form of a “Universal Wiring Plan” where station cables are wired directly, homerun fashion, from a distribution point to the appropriate modular jack plate, jack assembly, or floor jack to support the use of single line type sets and electronic sets.
Contractor shall verify that the length of cable runs are no longer than 300’. If contractor’s routing of cable increases the length of cable runs beyond the 300’, then contractor shall provide, at no additional cost, cross connect blocks/data hubs necessary to reduce cable run length to under 300’. Station cables shall not be installed in the same cable tray, utility pole compartment or floor trench compartment with AC power cables. Station cables not installed in conduit or wireways shall be properly secured and neat in appearance.
3.11 CABLE SUPPORTS
Cable supports shall be spaced in accordance with manufacturer’s instructions but in no case shall they exceed 5 feet.
3.12 CABLE TRAY
Provide cable tray in the corridor (above accessible ceiling) for all telephone and computer cable. Cable tray may be used in lieu of conduit in other areas. Cable tray to be mounted above ceiling, a minimum of 10 inches above ceiling in corridor. Cable tray to be equal to B- Line Cent-R-Rail Data-Track with 12” bottom rail or approved equal. See drawing for areas where size may be different.
3.13 SERVICE ENTRANCE
Service entrance for communications shall utilize the number of conduits as shown on drawings. One of these 4 inch conduit shall have innerduct installed inside the conduit.

3.14 MANHOLES AND DUCTS
Manholes and ducts shall be designed and installed IAW REA TE&CM 643, REA Form 515c, Technical Order (T.O.) 31W3-10-22, National Electrical Manufacturers Association TC-2, and NEMA TC-10.

3.15 TESTING
The contractor shall provide all personnel, equipment, instrumentation, and supplies necessary to perform the required testing. Notification of any planned testing shall be given to the Contracting Officer at least 14 days prior to any test. No testing on comm. cables inside the building will be done until all electrical wiring in the building is energized.
A. TEST PLANS
The contractor shall develop the Test Plans defining all the tests required to ensure that the system meets technical, operational, and performance specifications. The Test Plans shall define milestones for each test, equipment, personnel, facilities and supplies required. The Test Plans shall identify the capabilities and functions to be tested.
B. TEST PROCEDURES
The test procedures shall be developed from the test plan and design documentation. The procedures shall consist of detailed instructions for the best setup, execution and inspection.
Visual operations can begin at any period during installation and are used to list al newly installed equipment. Reports shall be delivered to the Contracting Officer within seven (7) days after completion.
