LRAFB MACC Solicitation Questions & Answers 2

Q1: Project Team. We are a GC/CM firm and will be leading the Design/Build team with others on our team, such as Architect, Engineers, Survey and Testing, Fire Protection, Utilities, among others, as our sub-consultants. May we include an Organizational Chart along with brief resumes about our structure and team, and if so, in which Volume should we include this information?
A: Such documents were not requested or required and will not be considered.
Q2: Proprietary Vendors. Since we’ll likely be involved with construction and/or renovation of sensitive areas on Little Rock AFB if awarded this project; who are the proprietary
IT/Telco/Mass Communication and Testing Consultants for Little Rock AFB?
A: This information will be provided if a contract is awarded.
Q3: Would you be willing to provide clarity around the various yellow highlighted areas in the Seed Project SOW document? Are we to assume these are the elements that will be considered for this Seed Project, and which will help to inform Volume 1 Pricing Proposal?
A: Please ignore the highlighting.
Q4: Are we expected to complete any other forms included in this Seed Project, such as, Page
4 Information sheet, or LRAFB ENVIRONMENTAL MANAGEMENT SYSTEM (EMS)
AWARENESS AND DOCUMENTATION in order to be deemed in Compliance with the
Overall MACC Submittal?
A: This document will only need to be completed if awarded the seed project.
Q5: May we include a Sample schedule in our Submission for the Seed Project, based on the
120 day Performance Period described in Seed Project SOW? And if so, in which Volume should we include this information?
A: You can but it will not be evaluated or considered.
Q6: Management Plan. Since the MACC is likely to involve a significant amount of organization, among other important key factors, will you want to hear from us at this time about how we intend to manage and deliver this work? And if so, in which Volume should we include this information?
A: See answer to question 5.

Q7: Section L – General Instructions - 2.0.d: “The proposal acceptance period is specified in
Section A of the model contract/solicitation. The offeror shall make a clear statement in Section
A of the proposal documentation volume that the proposal is valid through this date.” Where should this statement be included? May we include this statement as part of a Cover Letter, or an Introduction/Statement of Qualifications in Volume 2?
A: See Section A block 17 of the solicitation FA4460-16-R-0002.
Q8: Question 9 of Attachment 20, Solicitation_Questions_Answers, references the fact that offerors are to "complete the necessary fill-ins and certifications in Sections C through K," then goes on to ask for confirmation that Sections C, D, and H do not exist. The answer given states that "these sections still exist in the solicitation." However, the original solicitation goes from
Section B - Supplies or Services and Prices (pp. 3-38) to Section E - Inspection and Acceptance
(pp. 39-40); Section G - Contract Administration Data begins on page 45, and Section I -
Contract Clauses begins on page 48 with no interruption from Section H; the sections also do not appear in the original solicitation nor in any of the amendments to date (0001, 0002, or
0003).Where are Sections C, D, and H?
A: Since these sections do not have anything in them they did not generate in the solicitation. Do not be concerned with these sections.
Q9: Per Section L of the subject referenced solicitation, in item 2.J, Teaming/Partners
Offerors, is it the Government’s intention that we submit a teaming agreement and letter of intent with our design firm with this submission, or is that to be submitted at a later date with subsequent task order proposals? In other words, do we have to submit teaming agreements for all parties we foresee utilizing in the future with this submission, or will we have the opportunity to do so per each task order solicitation issuance under this proposed MACC?
A: If teaming with another company a teaming agreement will be required. If the company is only being utilized as a subcontractor a teaming agreement is not required.
Q10: There seems to be some confusion with the PPQ’s. In Amendment 3, Q4, the
Government stated that the PPQ’s where not mandatory and are not required. Can you please confirm that if PPQ’s are not received by the deadline that our submission will not be rated less due to the short time frame for the deadline of June 3rd with the holiday as long as the CCASS reports are available on the past performance projects?
A: If no PPQs are received the past performance evaluation will be based upon the past performance submitted and information in PPIRS.
Q11: It is not specified in Section L where you wish for the bid bonds to be included, please advise?
A: See the answer to question 10 in attachment 20.
