Text of this file

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

1. The purpose of this amendment is to incorporate the changes listed below into the solicitation.

2. Offerors must acknowledge receipt of this amendment by either acknowledging on the reverse side of the 1442 block 19 or by signing on each copy of the amendment.

3. Due to the duplication in the Past Performance Questionnaire, Attachment 5, contained within Amendment 1 of Section II. Timely Performance and Section IV. Compliance with Labor Standards, Section IV will not be considered during the evaluation of all questionnaires.

4. Acknowledge receipt of the following questions and answers as stated in Block 11 method (b) of this amendment. Questions and Answers received are as follows:

QUESTIONS AND ANSWERS

SOLICITATION FA4416-08-R-0010

1 July 2008

Question 1: On page 1 of 10 - Summary of Changes Bullet 4 – A. Is the term “significant subcontractor” intended to include trade contractors, such as mechanical and electrical contractors and other specialty subcontractors?

Answer 1: Significant subcontractors are intended to be those subcontractors involved in a mentor/protégé, teaming arrangement, or joint-venture program that will be performing a significant portion of the work under this requirement.

Question 2: Does the Government require the Offeror to demonstrate that any Subcontract Agreement in which past-performance data was provided to strengthen the Offeror’s credentials be irrevocable and/or exclusive for the term of this contract? More specifically, if the Government relies on the credentials of a subcontractor(s) as part of its consideration to award a prime contract, what is the Government’s expectation that the prime contractor will exclusively utilize the subcontractor for the term of the contract AND what is the minimum documentation that the Offeror needs to provide as part of the submitting of its offer?

Answer 2: The Government requires that the offeror demonstrate any subcontract agreement in the teaming, partnership, or joint-venture established in Part I – Past Performance Proposal. In accordance with Amendment 03 the teaming, partnership, or joint-venture agreement must be approved by the SBA prior to the contract award.

Question 3: There are many significant subcontractors that perform trade work (i.e.: electrical, mechanical, etc.) and regularly engage in IDIQ. Most subcontractors do not typically contract directly with the Government. To this end, what is the Government’s expectation of who should prepare the past-performance questionnaire?

Answer 3: The Past Performance Questionnaire shall be submited by the agency for which the work was performed. The PPQ should not be received from the prime contractor.

Question 4: What is the criteria in which the government will evaluate past performance questionnaires for significant subcontractors?

Answer 4: The Government will evaluate all questionnaires in accordance with section M of the solicitation.

Question 5: Given that the Government now desires more than 10 past-performance questionnaires (PPQs), what relative value will be placed on each additional PPQ received from the Offeror? More specifically, will an Offeror that submits 15 PPQs receive more points in the evaluation than one that only provides 10 PPQs?

Answer 5: The Government requires that no more than ten recent and relevant past performance questionnaires are to be provided for each party to the Joint Venture or Teaming partner or any significant subcontractors that will perform major critical aspects of the requirement. Providing more PPQs will not increase the success of a proposal. All PPQs will be evaluated as stated in Section M of the solicitation.

Question 6: Page 4 of 10 – Question 12 and 13. Is work (regardless of trade) that the prime contractor chooses to subcontract to be priced using the unit price book or can we treat it as non-pre-priced?

Answer 6: In accordance with the contract specifications subcontractor cost not specifically identified in the unit pricing guide are to be carried in the coefficient.

Question 7: Page 5 of 10 and Page 10 of 10 – The answer to Question #16 on page 5 suggests that the contractor’s bid coefficient could be something other than the actual coefficient that the Offeror's price proposal is based on so long as it demonstrates that the Offeror properly applies the coefficients to the various portions of its estimate. On the other hand, the answer to question 41 on page 10 indicates that the coefficient used in the sample project should apply their unique coefficients. Please further clarify and elaborate.

Answer 7: Apply the same coefficient(s) to Volume III – Technical Part 2 – Demonstration Project and Volume IV – Price/Coefficients.

Question 8: Page 8 of 10 – Question 27 and Question 28 – The answer to question #27 is the answer to question #28. Where is the answer to question #27 and what is question #28?

Answer 8: They were misnumbered. Answer 28 is the correct answer for Question 27. There is no Question 28 and there is no Answer 28.

Question 9: The amendment ADDED text regarding Joint Venture Offerors being able to submit 10 project each, but it did not address or delete the 15 page limit. Could you please clarify this for me.

Answer 9: In accordance with Section L of the solicitation, Past Performance Questionnaires do not count against the 15 page limit of Part I – Past Performance Proposal. The 15 page limit remains in unchanged.

Question 10: How long should we retain our records?

Answer 10: Please follow the guidance specified in FAR 4.7 “Contractor Records Retention”.
