Q & A
| Count | Tracking Number | RFP/PWS Reference | Comments/Questions | Answers/Actions | Posted CONS |
| 1 | M-0001 | Who is the pest control subcontractor and what is the value/size of the pest control portion? | The Government is not privy to subcontractor relationships with the prime contractor. | ||
| 2 | T-11-0001 | Appendix 11C.1 | Appendix 11C.1 (Maps and work area layout) states “See technical library located in CEPT, programs Flight - Technical support G section of 325th Civil Engineering, Building 421.” It would be helpful if the Government could provide these maps and work area layouts as Technical Exhibits in the RFP. | The requested maps and work area layout will be added to the PWS Appendix 11C.1 in response to this question . | |
| 3 | T-11-0002 | PWS 11 B | There are two separate locations of meters for electric and water. What is the difference between the meters? | The latest Workload Estimate on FEDBIZOPPS.GOV only shows 6 water meters. The previous Workload Estimate did show separate locations of meters for electric and water. | |
| 4 | T-11-0003 | PWS 11.1.2.2.3.1.2 | How many doors and what type need to be maintained (i.e., electrical/manual, fire door, overhead, hangar, etc)? Data is required so that a proper man-hour estimate can be generated. | Please reference the workload table in the PWS, Section 11-B pages 11-B-4 thru 11-B-6. | |
| 5 | T-11-0004 | PWS 11.2.2.3.3 | Please provide a sweeping schedule so that a proper estimate for man-hours can be performed. | It will be up to the contractor to come up with a sweeping schedule. (It is not the Government’s intent to provide the SP with a technical approach to accomplish PWS requirement. The Government will provide the additional historical workload and the required standard, the SP is required to develop the technical approach to achieve the desired outcome and meet the required standard.) | |
| 6 | T-11-0005 | PWS 11.1.2.2.2.5 | How many UH units will require maintenance and cleaning each year? | Please refer to the update Appendix in 11-B. | |
| 7 | C-RFP-0001 | Section L-RFP | Reference (2) above, the Proposal Organization Chart indicates the Technical Proposal is restricted to 50 pages, including Setion1 Technical Approach, Section 2 Mobilization and Section 3 Program Management and Staffing. Reference (2) above, Special Instructions defines numerous items the offeror is required to address in the Technical Proposal, supposedly within 50 pages. It is unrealistic of the Government to require the amount of information required in the Special Instructions to be limited to 50 pages. As examples: The Government is asking offerors to provide “detailed description” of training, recruiting, certifying and qualifying personnel”; demonstrate “an adequate approach” for meeting 7 major areas of the statement of work; provide a Manpower Matrix prescribed by the Government that in itself will consume 5-10 pages of the proposal. I could provide several other examples requiring detailed input to adequately address the Government’s requirements. Please reconsider and raise the page count to 150 pages (at the minimum) or significantly reduce the amount and kind of information required to be addressed within the 50 pages. | The government will not reconsider raising the page count. | |
| 8 | T-11-0007 | PWS 11-1 | The above paragraph references “RPIE”- Real Property Installed Equipment. Please include in the final RFP a listing of RPIE. Please provide information in Xcel format. | The RPIE listing will be provided. | |
| 9 | T-11-0008 | PWS 11B | Each area (example EMCS) is followed by some type of number. What does the number designation mean? | The number you are referring to in the “Shop codes” it is also use to indentify the shop in the IWIMS system to track labor and material cost. | |
| 10 | T-11-0009 | 11B | On this page/data there are no hours shown work center for 492 (EMCS) nor 442 (Pavement). Does this mean RWP work is not required for EMCS or for pavement? | Yes RWP work is required for EMCS and pavement please see RWP Hours page 11–B-6. | |

Materials also include CEMAS consumable items used in construction and maintenance such as lumber, hardware, cement, asphalt, environmental items. The service provider will not be required to maintain the same dollar value, types, and quantities of inventory throughout contract performance. The Government does not require the service provider to return the same level of initial inventory at completion of performance. The Government will only reimburse the Service Provider for repair, replacement, parts, and material as indicated in Section B and the PWS. Equipment Authorization Inventory Data (EAID) is listed in PWS appendices 11-FB, and non-EAID is listed in appendices 11-FC. Procurement of all new or replacement Government Furnished Property (GFP) necessary in the performance of this contract shall be by the service provider and funded against CLINS H-0017 with no fee, G&A and applicable overhead will be negotiated on each purchase. The service provider must obtain contracting officer approval prior to making any purchase. |
| 63 | T-11-0100 | 11.1.2.2.2.3 | This paragraph includes the requirement to “Maintain, repair, replace, and operate….associated non-RPIE and RPSE items to include for example portable emergency systems.” Appendix 11B does not seem to list associated non-RPIE and RPSE items. Please provide a detailed, comprehensive non-RPIE and RPSE list to include type of equipment and structures, manufacturer, model numbers (where available), capacity (such as tonnage, HP, MBTUs etc.) and location. It is impossible to estimate manpower requirements based on the single example “portable emergency systems.” | Non-RPIE and RPSE items is not listed seperately, support for this equipment is identified in MOA/MOU. Workload for this equipment is accounted for in appendix 11-B. |
| 64 | T-11-0101 | 11.1.2.2.2.3 | The listing of equipment in Appendix 11B is not detailed or sufficient to accurately define and estimate the cost of maintained for listed equipment. For example there is no capacity or size information for cooling towers, Heating Plants Boilers lists a quantity of 40 with no capacity/size information. There is no way to differentiate between large chillers. Data as presented would suggest there are nineteen 107 ton chillers, (19*107 = 2036 total tons) however we assume it is unreasonable that there 19 identical chillers over 100 tons on site. Equipment size affects manpower estimates based on frequency of recurring work (preventive/planned maintenance) Based on Paragraph 11.1.2.2.2.7 requirements, it appears that there is a comprehensive RPIE list available on the current contract. Please provide the comprehensive and complete RPIE list to include type of equipment and structures, manufacturer, model numbers (where available), capacity (such as tonnage, HP, MBTUs etc.) and location. | RPIE list will be added to the request for proposal. |
| 65 | T-11-0102 | 11.1.2.2.2.3 | This paragraph requires us to “provide an industrial water treatment program designed to improve heat transfer systems by reducing scale buildup.” The listing of equipment in Appendix 11B is not detailed or sufficient to accurately define and estimate the cost of a water treatment program. b. Please provide a detailed, comprehensive list of closed loop chill water systems, closed loop hot water and open loop systems that require water treatment. Please include equipment such as boilers, chillers and water towers included in the water treatment program. Current information listed in Appendix 11 is inadequate to design and estimate an accurate water treatment program. |
If there is a water treatment program in place please answer the following: -Is there automated water treatment equipment in place now?
-If so, please identify what type(s) of system and whether the equipment will remain in place for the follow-on contract?
- If there are automated water treatment systems in place now, please identify the ones that are monitored through the DDC systems?
-Who currently performs the water treatment?
| RPIE list will be added to the request for proposal. | ||||
| 66 | T-11-0103 | 11.1.2.2.2.1.5.3 | Given that this paragraph is “reserved” does this mean we are not responsible for Chill water systems to include maintenance and treatment? | There is not a Chilled Water Plant; however the Service Provider will be responsible for the base facilities Chilled Water Systems. |
| 67 | T-11-0105 | 11.1.2.2.2.4 | The listing of Plumbing systems is vague in Appendix 11, identifying only linear feet of water lines and sanitary sewerage lines. Does this mean the contractor is only responsible for maintain the water lines? |
-Are the water lines listed interior LF or exterior LF?
-If the water lines listed are exterior LF, please clarify responsibility for maintaining these lines since 11.1.2.2.2.1.3. WATER DISTRIBUTION SYSTEMS is reserved and it would seem exterior piping would fall under this paragraph.
-Usual interior plumbing requirements delineate a line of demarcation for responsibility normally at the from head wall entering the building to the terminal equipment (faucets etc.). Please clarify where the line of demarcation for interior plumbing maintenance begins.
-Please provide all equipment such as pumps, valves, traps, water coolers, fixtures etc. that is part of interior plumbing maintenance. Based on Paragraph 11.1.2.2.2.7 requirements, it appears that there is a comprehensive RPIE list available on the current contract. Please provide the comprehensive and complete RPIE list to include type of equipment and structures, manufacturer, model numbers (where available), capacity (such as tonnage, HP, MBTUs etc.) and location.
| RPIE list will be added to the request for proposal. | ||||
| 68 | T-11-0106 | 11.1.2.2.2.4 | Who certifies backflow preventers? Please provide a list by size of all backflow preventers. When was the last backflow prevention survey conducted? | The Utilities supervisor certifies the backflow preventers; which is verified by the Back Flow Prevention Manager. The last backflow prevention survey was conducted in August 2006. Please refer to the Real Property Listing. |
| 69 | T-11-0107 | 11.1.2.2.2.4 | Appendix 11 identifies sprinklers systems in two places with different quantities. Water Distribution Systems identifies Irrigation Systems Underground with a quantity of 207. Grounds Maintenance Services says Maintain Irrigation System with a quantity of 100. Please clarify how these “irrigation systems” differ. Please provide the number of heads, pumps and timers/zones associated with irrigation systems on site. | Please see updated section11-B and Tech Library. |
| 70 | T-11-0108 | 11.1.2.2.4.1 | Please provide all EMCS systems currently in use by manufacturer, model and software build currently used (for example Tridium Niagara AX 3.5, Metasys, Apogee etc.) We assume software upgrades are considered materials costs and are part of the reimbursable CLINs. Appendix 11 lists total points but does not identify electric or pneumatic controls. Please provide a comprehensive list of electric and pneumatic controls. | |
| 71 | T-11-0110 | 11.1.2.2.3.1.2 | (repeat of a previous question, re-worded) How many, what type (Hanger, Overhead, Rollup, Fire Door, etc.) and which are electrical operated or manual? Information is required to form an estimate of the man-hours required to maintain these items. | |
| 72 | C-RFP-0010 | Section B Clin 13 | CLIN 0013, Minor Services - Cost Reimbursable, H-17. Should the referenced "H" paragraph be H-16, Minor Services? Please clarify. | Concur. The reference will be corrected (Amended) to read H-16 for CLINs X013 in Section B, as well as to Attachment 5, Tyndall Cost Price Model 19 Oct 11. |
| 73 | T-11-0111 | 11.1.2.2.2.1.3 | What are the demarcation lines for the contractor to perform for the Water Utility since the function has been privatized?
