1M-0001Who is the pest control subcontractor and what is the value/size of the pest control portion? The Government is not privy to subcontractor relationships with the prime contractor.21-Oct-11
2T-11-0001Appendix 11C.1Appendix 11C.1 (Maps and work area layout) states “See technical library located in CEPT, programs Flight - Technical support G section of 325th Civil Engineering, Building 421.” It would be helpful if the Government could provide these maps and work area layouts as Technical Exhibits in the RFP.
3T-11-0002PWS 11 BThere are two separate locations of meters for electric and water. What is the difference between the meters? The latest Workload Estimate on FEDBIZOPPS.GOV only shows 6 water meters. The previous Workload Estimate did show separate locations of meters for electric and water.21-Oct-11
4T-11-0003PWS 11.1.2.2.3.1.2How many doors and what type need to be maintained (i.e., electrical/manual, fire door, overhead, hangar, etc)? Data is required so that a proper man-hour estimate can be generated.

7C-RFP-0001Section L-RFPReference (2) above, the Proposal Organization Chart indicates the Technical Proposal is restricted to 50 pages, including Setion1 Technical Approach, Section 2 Mobilization and Section 3 Program Management and Staffing. Reference (2) above, Special Instructions defines numerous items the offeror is required to address in the Technical Proposal, supposedly within 50 pages. It is unrealistic of the Government to require the amount of information required in the Special Instructions to be limited to 50 pages. As examples: The Government is asking offerors to provide “detailed description” of training, recruiting, certifying and qualifying personnel”; demonstrate “an adequate approach” for meeting 7 major areas of the statement of work; provide a Manpower Matrix prescribed by the Government that in itself will consume 5-10 pages of the proposal. I could provide several other examples requiring detailed input to adequately address the Government’s requirements. Please reconsider and raise the page count to 150 pages (at the minimum) or significantly reduce the amount and kind of information required to be addressed within the 50 pages. The government will not reconsider raising the page count.21-Oct-11

18C-RFP-0003RFPThe referenced section of the PPIF states: “For Government contracts provide current information on all three individuals”. The form only identifies areas for two individuals: Program/Site Manager and Administrative Contracting Officer. Who is the 3rd person? The 3rd person will be provided only if your Program Manager is different from the Site Manager.21-Oct-11

119T-11-010011.1.2.2.2.3
120T-11-010111.1.2.2.2.3The listing of equipment in Appendix 11B is not detailed or sufficient to accurately define and estimate the cost of maintained for listed equipment. For example there is no capacity or size information for cooling towers, Heating Plants Boilers lists a quantity of 40 with no capacity/size information. There is no way to differentiate between large chillers. Data as presented would suggest there are nineteen 107 ton chillers, (19*107 = 2036 total tons) however we assume it is unreasonable that there 19 identical chillers over 100 tons on site. Equipment size affects manpower estimates based on frequency of recurring work (preventive/planned maintenance) Based on Paragraph 11.1.2.2.2.7 requirements, it appears that there is a comprehensive RPIE list available on the current contract. Please provide the comprehensive and complete RPIE list to include type of equipment and structures, manufacturer, model numbers (where available), capacity (such as tonnage, HP, MBTUs etc.) and location.
121T-11-010211.1.2.2.2.3This paragraph requires us to “provide an industrial water treatment program designed to improve heat transfer systems by reducing scale buildup.” The listing of equipment in Appendix 11B is not detailed or sufficient to accurately define and estimate the cost of a water treatment program. b. Please provide a detailed, comprehensive list of closed loop chill water systems, closed loop hot water and open loop systems that require water treatment. Please include equipment such as boilers, chillers and water towers included in the water treatment program. Current information listed in Appendix 11 is inadequate to design and estimate an accurate water treatment program.

If there is a water treatment program in place please answer the following: -Is there automated water treatment equipment in place now?

-If so, please identify what type(s) of system and whether the equipment will remain in place for the follow-on contract?

- If there are automated water treatment systems in place now, please identify the ones that are monitored through the DDC systems?

-Who currently performs the water treatment?

122T-11-010311.1.2.2.2.1.5.3Given that this paragraph is “reserved” does this mean we are not responsible for Chill water systems to include maintenance and treatment?
124T-11-010511.1.2.2.2.4The listing of Plumbing systems is vague in Appendix 11, identifying only linear feet of water lines and sanitary sewerage lines. Does this mean the contractor is only responsible for maintain the water lines?

-Are the water lines listed interior LF or exterior LF?

-If the water lines listed are exterior LF, please clarify responsibility for maintaining these lines since 11.1.2.2.2.1.3. WATER DISTRIBUTION SYSTEMS is reserved and it would seem exterior piping would fall under this paragraph.

-Usual interior plumbing requirements delineate a line of demarcation for responsibility normally at the from head wall entering the building to the terminal equipment (faucets etc.). Please clarify where the line of demarcation for interior plumbing maintenance begins.

-Please provide all equipment such as pumps, valves, traps, water coolers, fixtures etc. that is part of interior plumbing maintenance. Based on Paragraph 11.1.2.2.2.7 requirements, it appears that there is a comprehensive RPIE list available on the current contract. Please provide the comprehensive and complete RPIE list to include type of equipment and structures, manufacturer, model numbers (where available), capacity (such as tonnage, HP, MBTUs etc.) and location.

125T-11-010611.1.2.2.2.4Who certifies backflow preventers? Please provide a list by size of all backflow preventers. When was the last backflow prevention survey conducted?
126T-11-010711.1.2.2.2.4Appendix 11 identifies sprinklers systems in two places with different quantities. Water Distribution Systems identifies Irrigation Systems Underground with a quantity of 207. Grounds Maintenance Services says Maintain Irrigation System with a quantity of 100. Please clarify how these “irrigation systems” differ. Please provide the number of heads, pumps and timers/zones associated with irrigation systems on site.
127T-11-010811.1.2.2.4.1Please provide all EMCS systems currently in use by manufacturer, model and software build currently used (for example Tridium Niagara AX 3.5, Metasys, Apogee etc.) We assume software upgrades are considered materials costs and are part of the reimbursable CLINs. Appendix 11 lists total points but does not identify electric or pneumatic controls. Please provide a comprehensive list of electric and pneumatic controls.
130T-11-011011.1.2.2.3.1.2(repeat of a previous question, re-worded) How many, what type (Hanger, Overhead, Rollup, Fire Door, etc.) and which are electrical operated or manual? Information is required to form an estimate of the man-hours required to maintain these items.
131C-RFP-0010Section B Clin 13CLIN 0013, Minor Services - Cost Reimbursable, H-17. Should the referenced "H" paragraph be H-16, Minor Services? Please clarify.Concur. The reference will be corrected (Amended) to read H-16 for CLINs X013 in Section B, as well as to Attachment 5, Tyndall Cost Price Model 19 Oct 11.21-Oct-11

140M-0011descriptionThe 30 Sep 11 MEMORANDUM FOR PROSPECTIVE OFFERORS (“Tyndall Executive Summary”) refers to RFP FA3002-10-R-0059 as “Tyndall Civil Engineering Support Services, Tyndall AFB, FL.” The PWS title page (“00 00a TYN Cover Page 26 Sep 11”) says, “TYNDALL AFB FL BASE OPERATIONS SUPPORT.” The FBO synopsis calls this project “Tyndall AFB Civil Engineering Operations Services.”Please specify the Government’s preferred title for this solicitation/contract.

The solicitation will be amended and 1.7 will be removed.21-Oct-11
142C-RFP-0013RFPThe information required in Section 1 of the Price Proposal is typically provided at the beginning of the Technical Proposal or in a separate volume. 249M-H-0012H-20The prescription for the above, 22.1006( C)(1) , states if the contract is expected to be a fixed-price, time-and-materials, or labor-hour service contract and it is to these that the 52.222-43 clause states may be adjusted. The hours reimbursable in H-5 refers more correctly to time and materials or fixed labor hours rates, neither of which are applicable as this is a fixed price contract. The clause at H-5 would more correctly be applicable to a cost plus time and materials line item or fixed price labor hours rates than a contract adjustment under a fixed price contract. Furthermore, it creates an undue burden on small businesses for the administrative and accounting requirements imposed by a monthly itemized billing for the hours, wage differences and fringe differences as well as regulatory burdens such as FICA, FUTA, and SUTA applicable to those differences. We respectfully request you consider changing this clause to be in line with the normal adjustment of a contract adjustment to the fixed price effort.Government fuel products for service provider owned or leased vehicles and equipment are not reimbursable under Cost CLINs X0014. Please note the reference paragraph will be changed to read as follows: H-20 Fuel Availability. Government fuel products may be available for use by the service provider in service provider owned or leased vehicles and equipment and shall be used by the service provider in government owned or leased vehicles and equipment to perform the PWS requirements. Government fuel products that are issued to service provider owned or leased vehicles and equipment will be charged (based on the current DESC Price Bulletin + surcharge) to the service provider through the use of a "T" DoDAAC. Government fuel products that are issued to government owned or leased vehicles and equipment used by the service provider will be charged to the government. To obtain use of government fuel products, the service provider shall obtain a “T” DoDAAC by contacting DESC-RRR at Defense Logistics Agency Energy, Retail Management Division, DESC-RRR, 2261 Hughes Avenue, Suite 128, Lackland AFB, TX 78236-9828 COM (210) 925-4887 or DSN 945-4887.

If it is the intent for offerors to submit this plan, can the Government please provide: 1) information on where this plan should go in the proposal, per the Proposal Organization Chart provided in Section L, Paragraph E; 2) information on how this plan will be included or excluded from the page limitation for Volume II; and 3) information on how this plan will be evaluated, per Section M?
324C-RFP-0033RFPIn the proposal requirement identified in this section, “Attachment 9 Manpower Matrix” is referenced. Should this be a reference to “Attachment 6 Manpower Matrix”?It should be Atachment 6, I will amend to read this on our next amendment.
325C-RFP-0034RFPThe “Quality and Satisfaction Rating” requirement provides the opportunity for offerors to submit information currently available that demonstrates customer satisfaction, and the requirement lists examples of these information, including letters, metrics, and surveys. Because there is not a reference to this requirement in the Proposal Organization Chart in paragraph E, how does the Government intend offerors to provide these documents? And will these documents be excluded from the page counts for this volume? The page limit for the “Quality and Satisfaction Rating” of the Past Performance Volume is included in the page count for the past performance information sheets (no more than 5 pages for each contract). No additional pages will be added to the page limit.21-Oct-11
326C-RFP-0035RFPThis requirement for Specific Content appears to allow offerors a separate narrative to discuss efforts to resolve problems encountered on prior contracts, as well as past efforts to identify and manage risk. However, this Specific Content narrative does not appear in the Proposal Organization Chart in Paragraph E.How would the Government like offerors to address and include this Specific Content narrative? Will it have a page limit? The page limit for the Specific Content portion of the Past Performance Volume is included in the page count for the past performance information sheets (no more than 5 pages for each contract). No additional pages will be added to the page limit.21-Oct-11
327C-RFP-0036RFPThe directions for paragraph E in Attachment 8 Past Performance Information Sheet direct offerors to provide current information on three primary customer points of contact; however, the form only allows for offerors to list two POCs and does not identify who the third POC should be.In the questions and answers for the draft solicitation, the Government indicated that the third POC should be the “Contract Administrator.” However, the PPI form already provides a space for the Administrative Contracting Officer.Does the Government desire two or three Government POCs listed on this form? If three, can the Government please clarify what position the third POC should be? 330C-RFP-0039RFPDue to fluctuating fuel prices it is extremely difficult to forecast future fuel costs. This places a significant risk on the contractor under a Firm Fixed Price (FFP) contract and mitigating this risk increases contract pricing. Will the Government consider adding FAR 52.216-4, Economic Price Adjustment—Labor and Material, or an agency approved clause, to ensure the contractor does not assume extra risk in contract performance under the FFP contract? This approach will mitigate risk and allow contractors to offer the Government the lowest pricing in this area. The Government will not be adding FAR 52.216-4 to the contract.21-Oct-11
331C-RFP-0040RFPThe Proposal Organizational Chart in RFP Section L, Paragraph E includes a reference to 1.1 Executive Summary to be included in Volume I—Price Proposal.
