RAMP/AIRCRAFT FREEZE PROCEDURES

All procedures are covered by Letter of Agreement between 11th Wing, 89th Airlift Wing, 113th Wing, Naval Air Facility Washington, 779th Aerospace Medical Squadron, Andrews Tower (Federal Aviation Administration, and the United States Secret Service (USSS), effective 4 Jan 2012.

Ramp Freeze: Security measures implemented by the US Secret Service when the President, Vice President, or Foreign Head of State (DV Code-1) is arriving or departing via Joint Base Andrews (KADW).

Aircraft Freeze: Expanded security procedures during a ramp freeze. Prohibits all aircraft from taxiing, moving, conducting engine run-ups, being towed, etc. unless approved by the US Secret Service.

Activation:

As directed by US Secret Service or Security Forces (for State Department- directed operations).

Ramp Freeze begins when:

-DV aircraft is 15 minutes from arrival to Andrews for AF-1 and AF-2 missions and other DV-1 missions;

-The DV helicopter departs inbound to Andrews from the White House/reflecting pool, or the Naval Observatory;

-The motorcade is 5 minutes away from Andrews main gate.

Aircraft Freeze begins when:

-The DV aircraft is 5 minutes from landing -The motorcade reaches the tarmac

- The DV helicopter is visible by security forces detail lead person. (South End: visible abeam Andrews Tower; North End: over 1st Helicopter Squadron/Hangar 1).

Ramp Freeze Procedures (West Side):

Areas affected are parking Rows 1 through 6, Hot Cargo Pad, Compass Rose, and Taxiway Whiskey south of Taxiway Charlie. In all other areas, personnel, equipment and aircraft may operate as normal.

-Aircraft may continue to run engines. Aircraft power unit/ground power units may continue to run.

-Vehicles shall be safely positioned and ignition turned off.

-Personnel shall not move about the West Ramp. Personnel conducting aircraft maintenance must remain in the vicinity of their aircraft.

-Fuel trucks may continue to service aircraft if already in the process of fueling/de-fueling. Once completed, the fuel truck must then shut down and remain in place.

-The south facing doors on Hangars 5, 6, and 7 will be closed and secured as soon as Ramp Freeze procedures are initiated. The doors will remain secured until the DV aircraft/helicopter or motorcade departs.

-Personnel may move freely on the 201st AS Ramp, but may not enter Taxiway W-2.

Note: The majority of Taxiway W-2 (area not adjacent to the West Ramp) is outside the confines of the CMA and Andrews Tower does not have two-way radio communication with moving vehicles/aircraft/personnel.

-No arrivals, departures, or vehicular operations are allowed on the runway the DV aircraft will utilize, except those in direct support of the DV movement and those exceptions listed.

-US Secret Service or Security Forces (in absence of Secret Service) shall determine when, or if, to temporarily suspend Ramp/Aircraft Freeze restrictions.

Ramp Freeze Procedures (East Side):

-Aircraft will be allowed to arrive or depart on the East Runway, however practice approaches will not be permitted. All arrivals will terminate in full stop. Overhead patterns will be permitted as long as they terminate in a full stop landing. To the extent possible, aircraft equipped with forward firing munitions will avoid pointing the aircraft nose toward the West Ramp/West Runway.

-Aircraft will not be permitted to taxi to the west side.

-Movement of personnel and vehicles will not be restricted.

-If the DV aircraft intends to land on the East runway, East Side Ramp Freeze procedures remain unchanged unless circumstances require additional restrictions. Additional restrictions affecting East side agencies will be coordinated by US Secret Service and Security Forces. Secret Service is the final authority for imposing additional restrictions or authorizing exceptions.

Aircraft Freeze Procedures (West Side):

Aircraft Freeze procedures affect Parking rows 1 through 14, the Hot Cargo Pad, the Compass Rose, 1 HS Ramp and ‘The Beach,’ the entire length of Taxiway Whiskey, and the West Runway.

-Aircraft will not takeoff or land.

-Aircraft may not taxi, move, or be towed during aircraft freeze, unless approved by US Secret Service lead agent.

-Vehicles and personnel north of Row 8 may continue normal ground operations to include servicing aircraft. Aircraft/helicopters may not be towed, taxi, hover taxi, takeoff or land.

Note: Aircraft, including Night Hawk aircraft, will not be permitted to taxi until the aircraft freeze has been terminated by USSS. 1 HS will be allowed to have rotors in motion on the ground, however they will not be authorized to depart.

-Any aircraft permitted to land prior to or during an Aircraft Freeze may proceed to their designated aircraft parking location depending upon the DV aircraft’s status. Aircraft that present a potential for hindering the DV aircraft’s movement will be held in position on Pads 12 or 92, Taxiway Whiskey, or the West Ramp until authorized by USSS to continue taxiing.

-Urgent and/or priority Aero Medical Evacuation (AE) flights arriving will normally be approved to land and taxi to their designated parking spot during aircraft freeze. The US Secret Service and Security Forces (PAPA-9) will provide approval/concurrence to Andrews Tower prior to the issuance of landing clearance. AE support will accomplish necessary coordination with Security Forces to allow AE support vehicles/personnel on designated ramp location for patient on/offload in the vicinity of the AE aircraft with concurrence of US Secret Service.

Aircraft Freeze Procedures (East Side):

-Normal ground operation procedures are authorized. For DV aircraft arrivals, aircraft may continue to taxi until the DV aircraft is 2 minutes out from landing. At this time, all aircraft will remain in place until the DV aircraft lands. For DV aircraft departures, ground operations are authorized until the DV aircraft starts to taxi. At this time, aircraft will remain in place until the DV aircraft departs or the US Secret Service lead agent authorizes Andrews Tower to direct the movement.

-Arrivals, departures, and vehicular operations are not authorized on the East Runway unless in direct support of the DV movement. Any exceptions must be authorized by the US Secret Service lead agent in coordination with PAPA-1 via the Tower.

-Any emergency aircraft allowed to land prior to or during Aircraft Freeze may proceed to their designated parking location unless the US Secret Service lead agent/PAPA-1 instructs Tower to direct the movement otherwise. Emergency equipment responding to the IFE may return to station.

Termination:

Ramp Freeze and/or Aircraft Freeze termination will be directed by the US Secret Service (or Security Forces during State Department-directed operations). Security Forces will notify appropriate agencies of Ramp Freeze and/or Aircraft Freeze termination.

All-Stop Procedures:

ALL STOP procedures will be initiated and go into effect when Security Forces vehicles begin proceeding north on Taxiway Whiskey and the Apron Boundary Road (i.e. Fire Lane) towards the north end of the Parking Ramp. All flightline activities must cease as soon as the SFS vehicle is observed. ALL STOP will remain in effect until the DV aircraft departs; until the arriving DV aircraft has cleared Taxiway Whiskey; or until advised by US Secret Service.

Exceptions to Landing During Ramp Freeze and Aircraft Freeze:

The following aircraft movements are exempt from the operational restrictions contained herein only after coordination with the US Secret Service Lead Agent through the Special Agent or Security Forces representative in the Tower. Tower shall contact the Secret Service Lead Agent for each exception. Aircraft operations will be restricted to the East Runway unless there is only a single runway available due to construction, closure, etc.

-Aircraft in support of any White House mission.

-Press aircraft in support of any White House mission and missions that require off-boarding for media coverage.

-Any declared In-Flight Emergency (IFE).

-Any known Law Enforcement Helicopter Operation on official business (i.e. Maryland State Police, U.S. Park Police, or Prince George County).

-Urgent/Priority Aero Medical Evacuation (AE) missions and Air Ambulance flights.

-Airfield Operations Sweep Vehicle. Vehicle must proceed to the base of the Tower while avoiding the actual Ramp Freeze area (between Rows 2 and 5).

Any other request for exception shall be coordinated with US Secret Service and/or Security Forces at the earliest time possible by the most available means to afford required coordination of all affected agencies.
