MEMORANDUM OF UNDERSTANDING BETWEEN

THE 89TH MAINTENANCE GROUP (MXG)

AND

811TH OPERATIONS GROUP (OG)

FOR

UTILIZATION OF MAINTENANCE OPERATIONS CENTER (MOC)

AGREEMENT #2

This is a Memorandum of Understanding (MOU) between the 89th Maintenance Group and the 811th Operations Group. When referred to collectively, the 89th Maintenance Group and the 811th Operations Group are referred to as the “Parties”.

1. BACKGROUND: Before 2007, the Joint Base Andrews fleet of UH-1N “Huey” Helicopters were aligned under the 89th Airlift Wing. At that time, the 89 MXG/MOC performed C2 functions in support of the UH-1N “Huey” Helicopters. After 2007, the UH-1N fleet was separated from the 89 MXG/MOC and was aligned under the 11th Wing. After the split took place, the UH-1N lacked a Maintenance Operations Center (MOC) C2 function.

2. AUTHORITY: DoDI 4000.19 and other directives, as required

3. PURPOSE: In an effort to comply with AFI 21-101, Chapter 5.2.2 and AFI 38-101, the purpose of this understanding is to outline responsibilities between the 89 MXG and the 811 OG concerning the utilization of the 89 MXG/MOC serving as the maintenance C2 function for Joint Base Andrews UH-1N “Huey” Helicopter fleet. Under the terms of this MOU, the actions and agreements outlined herein apply only to the participating Parties.

4. UNDERSTANDING OF THE PARTIES:

4.1. The 89 MXG/MOC will:

4.1.1. Monitor, verify, and report aircraft status by use of the 811 OSS MX Report and IMDS (CAMS).

4.1.2. Maintain and update mx data that is tracked/reported on the 811 OSS MX Report.

4.1.3. Coordinate fuel servicing with POL upon receiving fuel servicing requests from the Production Superintendent (Huey 3) and/or Expediter (Huey 2).

4.2. The 811 OG will:

4.2.1. Utilize and communicate with the 89 MXG/MOC IAW AFI 21-101 and the Performance Work Standard.

5. PERSONNEL: Each Party is responsible for all costs of its personnel, including pay and benefits, support, and travel. Each Party is responsible for supervision and management of its personnel.

6. GENERAL PROVISIONS:

6.1. POINTS OF CONTACT: The following points of contact will be used by the Parties to communicate in the implementation of this MOU. Each Party may change its point of contact upon reasonable notice to the other Party.

6.1.1. For the 89 MXG:

6.1.1.1. Primary: MSgt Jason C. McEvilley

6.1.1.2. Alternate: TSgt Tyler S. Powell

6.1.2. For the 811 OG:

6.1.2.1. Primary: Mr. Shelton Lacy, DynCorp Helicopter Branch Manager

6.1.2.2. Alternate: Mr. Hector Zarzuela, DynCorp Helicopter Assistant Branch Manager

6.2. CORRESPONDENCE: All correspondence to be sent and notices to be given pursuant to the MOU will be addressed, if to the 89 MXG, to

6.2.1. Bldg. 1220 Operations Drive, Joint Base Andrews, MD 20762 and jason.mcevilley@us.af.mil and, if to the 811 OG, to

6.2.2. Bldg. 1914 Arnold Avenue, Joint Base Andrews, MD 20762 and shelton.lacy.2.ctr@us.af.mil

6.3. FUNDS AND MANPOWER: This MOU does not document nor provide for the exchange of funds or manpower between the Parties nor does it make any commitment of funds or resources.

6.4. MODIFICATION OF MOU: This MOU may only be modified by the written agreement of the Parties, duly signed by their authorized representatives. This MOU will be reviewed annually on or around the anniversary of its effective date, and triennially in its entirety.

6.5. DISPUTES: Any disputes relating to this MOU will, subject to any applicable law, Executive order, directive, or instruction, be resolved by consultation between the Parties or in accordance with DoDI 4000.19.

6.6. TERMINATION OF UNDERSTANDING: This MOU may be terminated in writing at will by either Party.

6.7. TRANSFERABILITY: This MOU is not transferable except with written consent of the Parties.

6.8. ENTIRE UNDERSTANDING: It is expressly understood and agreed that this MOU embodies the entire understanding between the Parties regarding the MOU’s subject matter.

6.9. EFFECTIVE DATE: This MOU takes effect beginning on the day after the last Party signs.

6.10. EXPIRATION DATE: This MOU expires on 01 January 2019.

6.11. CANCELLATION OF PREVIOUS MOU: This MOU cancels and supersedes the previously signed MOU between the same parties with the same subject Utilization of Maintenance Operations Center, Agreement #1 and effective date of 12 June 2015.
