RAMP FREEZE PROCEDURES
1.1. The Ramp Freeze area is located on the west ramp only, from the north end of the Mass Parking Area (MPA), south to the Hot Cargo Pad. The area extends east to include the Whiskey active taxiway and the entire west active runway. The area extends west to include the south-east sides of hangars #6 and #7, and follows the border of the flight line area.
1.2. Entry into this area is made via “C” Street. Personnel turning north in the fire lane can have free access to the flight line north of the MPA. Personnel turning south in the fire lane must meet proper entry requirements to enter the Ramp Freeze area.
1.2.1. The 201st area is excluded from this area. Personnel and vehicles can operate normally within this area, but cannot proceed east on the taxiway during Ramp Freeze.
1.3. Ramp Freeze is initiated when DV-1 contacts central security control (CSC) and requests initiation of Code 24.
1.3.1. Central security control (CSC) will notify all posts and patrols that Code 24 has been initiated. All posts and patrols shall have been previously briefed that all radio traffic is to be minimized until receipt of termination. Ramp Freeze begins when:
1.3.1.1. Air Force 1/Marine 1 aircraft is 15 minutes from block time, or when Air Force 2/ Marine 2 is 15 minutes from block time. Ramp freeze for Foreign Heads of State aircraft also begins 15 minutes from the scheduled aircraft landing time.
1.3.1.2. Ramp Freeze may also begin when Marine 1, Marine 2, or the D.V. helicopter departs inbound to Andrews from the White House, Pentagon, Reflecting Pool, or the Naval Observatory.
1.3.1.3. When the protectee’s motorcade (presidential, vice presidential, or head of state) is 5 minutes from the main gate.
1.3.1.4. Directed by Secret Service or security forces.
1.4. Within the specified area, during Ramp Freeze:
1.4.1. All vehicles must be safely positioned and turned off unless they are part of the White House package. Vehicles already staged on the ramp must remain in place, (carpet cars, and whatever actions necessary to accommodate them will be identified by the Secret Service lead agent).
1.4.2. Personnel at an aircraft may continue working on the aircraft, but must not move from that location (cannot leave the spot to go get a part etc.)
1.4.3. No other pedestrian traffic will be allowed into this area during Ramp Freeze.
**Personnel and vehicles may move about freely on the remainder of the west ramp and on the east ramp in a normal fashion during ramp freeze.
1.4.4. Ground Power Units, and APU’s that are on and running do not have to be shut down.
1.4.5. Aircraft that have been started up will be shut down by normal procedures.
1.4.6. Fuel trucks may continue to service aircraft if already hooked up for fueling or defueling. Once the task has been completed, the truck must then shut down and remain in place.
1.4.7. Combat aircraft capable of carrying weapons (real or simulated) are still not allowed to land or take off during Ramp Freeze or Aircraft Freeze on either ramp, unless they are a bonified in-flight emergency, or have been approved to land by the lead Secret Service agent. All other aircraft will be allowed to arrive or depart from the east side during Ramp Freeze.
1.4.8. Full stop landings only.
1.4.9. No practice approaches.
1.4.10. Aircraft will not be permitted to taxi to the west side.
1.4.11. All west ramp flight line vehicle/pedestrian gates will be secured by owner/user personnel prior to initiation of Ramp Freeze. All entry/exit to and from non-effected area should occur at “C” Street.
1.4.12. All contractor personnel working on the west ramp and/or east ramp will be notified in advance when there will be a Ramp Freeze/Aircraft Freeze. Contractor personnel must physically depart the flight line area NLT the initiation time for Ramp Freeze. Areas under construction and related equipment will have to be swept by K-9, and secured, prior to using active taxiway/runway. Contractor fuel truck operators are exempt when servicing aircraft already hooked up for fueling or defueling.
1.5. Aircraft Freeze Procedures:
1.5.1. Covers the entire airfield, both west and east ramps.
1.5.2. Aircraft Freeze is initiated when DV-1 contacts central security control and requests initiation of Code 25.
1.5.3. Central security control (CSC) will advise all posts and patrols of implementation of Code 25. All posts and patrols will have been previously briefed on what actions to take, if any. Aircraft Freeze begins when:
1.5.3.1. Marine 1/Marine 2 is within visual approach range from Air Force 1/Air Force 2 aircraft.
1.5.3.2. Air Force 1 is 5 minutes from landing
