Section 3 - Mobilization and Phase-In Plan

Offeror shall submit their proposed Mobilization and Phase-In Plan to achieve full performance on the first day of full contract operations and ensure a successful transition period. Plan shall include:

(a) Transition − A plan and milestone chart that articulates how the offeror plans to manage and accomplish a seamless contract phase-in process. The plan and milestone chart shall include in detail an incremental transition of workload and workforce during a 60 calendar day transition period. For example, on day 45, full responsibility for Services A and B will transition, which accounts for the transition of 25% of the total workforce. The transition of the workload and workforce should begin with the least technical and complex requirements. The offeror’s transition phase-in approach will demonstrate an ability to achieve full contract performance by the end of the specified transition period.

(b) Workforce - A plan that adequately addresses recruiting, human resource actions, training, obtaining required certifications and obtaining required security clearances during the transition period that results in fully qualified employees capable of supporting the requirements of the

All contractor vehicles shall be a uniform and conservative color and clearly identifiable with the company logo. Additionally, contractor vehicles shall be operated on JBA-NAFW in accordance with JBANDREWSI13-213. The contractor shall be responsible for maintaining and funding all costs for operation and maintenance of vehicles. The contractor shall identify a maintenance and sustainment concept for operation. All Air Force Instructions (AFI) and Technical Orders (T.O.) can be found at:

http://www.e-publishing.af.mil/

PART III – FACTOR 2 - PRICE PROPOSAL

Offeror shall submit their proposed Price Proposal for the base period (including transition), all six option years and a six-month extension of services in accordance with FAR 52.217-8.

Extreme care should be exercised to ensure that no price data of any kind are included in any other part of the proposal.

The price proposal shall include the following:

(a) Offeror shall complete the Pricing Matrix located in Attachment 3. All unit pricing provided must be at the fully burdened rate including overhead, General and Administrative expenses, profit, etc. Offerors are required to submit pricing for the base period (including transition), all option years, the six month extension of services. Note that the monthly pricing for the six month extension of services under FAR 52.217-8 must be the same as CLIN 6001 (the previous period).

(b) A completed SF 1449, Schedule of Supplies/Services Continuation Sheet, outlining pricing for Contract Line Item Numbers (CLIN) 0001-6001. This section does not include the six month extension of services. Pricing for the extension is to be submitted in the Pricing Matrix. Insert proposed unit price(s) and extended amount(s) for each CLIN. The extended amount must equal the unit price multiplied by the number of units. It is imperative that mathematical calculations are correct. Particular care should be taken to ensure the amounts match when using the EXCEL program and the rounding of figures, limited to two decimal places.

The Total Evaluated Price (TEP) is the sum of the base period (excluding transition), all six option years and a six month extension of services. Transition is not included in the TEP.

Transition costs includes all costs associated with the offeror's Mobilization and Phase-In Plan and Vehicle Approach (excluding vehicle maintenance) that includes but is not limited to vehicle procurement, equipment procurement and personnel during the 60-day transition period.

Transition costs DO NOT include costs of vehicle maintenance or full service performance of personnel.

An offer using a sliding price scale or subject to escalation based on any contingency will not be accepted and will be considered unacceptable for this solicitation. Offers should be sufficiently detailed to demonstrate their reasonableness. The burden of proof for credibility of proposed prices rest with the offeror.

PART IV – FACTOR 3 - PAST PERFORMANCE INFORMATION

Offerors shall submit past performance information as required in sections (a)-(e):

(a) Summary - Describe roles of offerors and all subcontractors, teaming partners, and/or joint venture partners requiring past performance information.

(b) Past Performance Information (PPI) - Offerors shall submit information on contracts considered most relevant in demonstrating the ability to perform this requirement. This information is required on offerors, subcontractors, teaming partners, and/or joint venture partners considered critical to overall successful performance. A critical subcontractor is defined as an entity (subcontractors, teaming partners, and/or joint venture), other than the offeror itself, that would perform more than 30 percent of the overall effort, based on the sum of the Total

Evaluated Price proposed. The percentage of work of the critical subcontractor shall be provided. Offeror's past performance shall be as a prime contractor, subcontractor, or member of a Joint Venture that contributed at least 50% of the effort based on the total cost.

Offerors shall submit a minimum of three (3) and a maximum of five (5) contract references for the prime offeror. Offerors shall also submit a minimum of three (3) and a maximum of five (5) contract references for the critical subcontractor, if applicable. Each contract reference shall be submitted on a PPI Sheet (Attachment 10). Each PPI shall cover actual work performed and not overarching contracts, such as Indefinite-Delivery Indefinite Quantity (IDIQ) basic contracts, Blanket Purchase Agreements (BPA), etc. (i.e., each PPI shall only address one performance effort such as a TO for an IDIQ contract, a call order off of a BPA, or delivery order). Once complete, PPIs will be treated as source selection information in accordance with FAR Part

3.104.

(c) Past Performance Questionnaire (PPQ) - The Government requests that offerors send PPQs

(Attachment 11) to each of the Points of Contact (POC) identified on the offeror’s PPI sheet(s).

POCs shall submit completed attached PPQs directly to the Government to the Government

POCs listed below. PPQs submitted to the Government by the offeror will not be accepted.

PPQs must be received no later than the closing date/time of the solicitation.

(d) Subcontractor/Teaming Partner Consent Letter - PPI concerning subcontractor and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent. Because a prime contractor is a private party, the Government will need a consent before disclosing subcontractor/teaming partner PPI to the Prime during exchanges. Completed consent forms (Attachment 9) shall be submitted to the Government POCs but the closing date/time of the solicitation.

(e) Organizational Structure Change History - Many companies have acquired, have been acquired by, or have otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. and these changes have taken place during the time of performance of relevant efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what Past Performance is relevant to this acquisition. To facilitate the Government’s past performance evaluation, offerors shall include in this proposal Part a detailed "roadmap" describing all such organizational changes (if applicable), to include specific names and dates.

Recency Determination - Each relevant contract shall have been performed during the last five

(5) years from the date of issuance of this solicitation. This includes contracts that were awarded prior to this period, but still had performance during the last five years.

Relevancy Determination - Offerors shall submit information on contracts deemed relevant in demonstrating the ability to perform Fuels and Supply Services, and explain how/why the referenced contracts are relevant to the proposed effort in the PPI sheets.

Other Sources – The Government may utilize references other than those identified by offerors in evaluation of offerors’ Past Performance. While the Government may elect to consider data mailto:charles.r.taylor283.mil@mail.mil obtained from other sources, the burden of providing accurate and complete, recent and relevant

PPI that demonstrates the ability to perform this requirement rests with each offeror.

Determination of Responsibility - Even though the assessment of Past Performance is separate and distinct from Determination of Responsibility required by FAR Part 9, PPI contained herein may be used to support the Determination of Responsibility for successful offerors.

(End of Addendum)

FAR 52.212-2 ADDENDUM

Paragraph 52.212-2(a), Proposal Evaluation, is tailored as follows:

BASIS FOR CONTRACT AWARD: This is a competitive Performance Price Tradeoff (PPT) best value selection conducted in accordance with Federal Acquisition Regulation (FAR) Part 12

Acquisition of Commercial Items and FAR 15.3 Source Selection in which Past Performance, when combined with Technical is significantly more important than cost or price. Offerors must have a minimum of a Satisfactory Confidence assessment rating for award. By submission of its offer, the offeror agrees to all solicitation requirements, including terms and conditions, representations and certifications, technical requirements, pricing requirements and past performance requirements. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Government has the right to determine a proposal incomplete due to exceptions taken and eliminate it from further consideration for award.

PROCESS: The Government will evaluate all technical proposals first in accordance with Part

II of this addendum. All technically acceptable proposals will then be rank by Total Evaluated

Price (TEP) from lowest to highest. The Government will then evaluate technically acceptable offeror’s past performance starting with the lowest TEP offer. Following past performance evaluation, offerors will be assigned a Confidence Assessment Rating as outlined in Part IV of this addendum. If the lowest priced Technically Acceptable offer is determined responsible in accordance with FAR 9.104-1 and has a performance assessment rating of “Substantial

Confidence”, that offer represents the best value for the Government and the evaluation process stops at this point. An award shall be made to that offeror without further consideration of any other offers.

If the lowest TEP Technically Acceptable offeror does not have a “Substantial Confidence” past performance assessment, the next lowest TEP Technically Acceptable offer will be evaluated and the process will continue (in order by TEP) until an offeror has a “Substantial

Confidence” performance assessment or until all offerors are evaluated. The Decision

Authority (DA) shall then make an integrated best value award decision from the listing of offers established.

While the Government will strive for maximum objectivity, the selection process, by its nature, is subjective; and therefore, professional judgement is implicit throughout the entire process.

PART II – FACTOR 1 – TECHNICAL APPROACH

The Government will evaluate technical proposals on a pass/fail basis and assign an Acceptable or Unacceptable rating as described in the Table below. A rating of unacceptable in one or more sections will constitute an overall rating of Unacceptable for the Technical Approach evaluation and make offeror ineligible for award. The offeror’s proposal shall, at a minimum, address each of the sections outlined below as they apply to the Performance Work Statement

(PWS), in Attachment 1. Detailed preparation instructions are included in the Addendum to

FAR 52.212-1(m), Proposal Preparation Instructions.

3) Demonstration of maintenance and sustainment concept to fulfill responsibility of maintaining and funding all costs associated to operation and maintenance of vehicles.

PART III – FACTOR 2 - PRICE PROPOSAL

Offerors Total Evaluated Price (TEP) as outlined in FAR 52.212-1 Addendum shall be evaluated. An offerors TEP will be determined by multiplying the quantities identified by the unit price proposed by the offeror for each item to confirm the extended amount for each. The

TEP is the sum of the base period (excluding transition), all option years and the six month extension of services under FAR 52.217-8. Transition is not part of the TEP.

Offerors are specifically advised that under this evaluation, the Government may determine an offeror ineligible for award if the prices are not complete, fair, reasonable or balanced between the base and each option year. Prices are considered balanced by reasonable fluctuations between the base year and subsequent options years for continued performance. By signing its offer, the offeror certifies that each price stated on each Contract Line Item Number (CLIN) includes an appropriate apportionment of all costs, direct and indirect, overhead, and profit.

Price Analysis will be conducted in accordance with FAR 15.404-1(b).

PART IV – FACTOR 3 - PAST PERFORMANCE INFORMATION

The purpose of the past performance evaluation is to assess the offeror’s ability to fulfill the solicitation requirements. The assessment process will result in an overall performance confidence assessment rating of Substantial Confidence, Satisfactory Confidence, Neutral

Confidence, Limited Confidence, or No Confidence as defined below. Offerors with no relevant past or present performance history or the offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating

“Neutral Confidence”, meaning the rating is treated neither favorably nor unfavorably.

However, note that as outlined in the basis of contract award, an offeror must have a minimum of a Satisfactory Confidence Assessment rating to be considered for award. As stated, Past

Performance when combined with Technical is significantly more important than cost or price, thus, a strong record of relevant past performance may be considered more advantageous to the

Government than a neutral/unknown confidence past performance rating.

Recency. As outlined in FAR 52.212-1 Addendum, offeror shall provide a minimum of three

(3) and a maximum of five (5) references for the Prime offeror and also a minimum of three

(3) and a maximum of five (5) references for the critical subcontractor, if applicable. A critical subcontractor is defined as an entity (subcontractors, teaming partners, and/or joint venture), other than the offeror itself, that would perform more than 30 percent of the overall effort, based on the sum of the Total Evaluated Price proposed. The percentage of work of the critical subcontractor shall be provided. Offeror's past performance shall be as a prime contractor, subcontractor, or member of a Joint Venture that contributed at least 50% of the effort based on the total cost.

References should be of the most relevant contracts performed for Federal agencies and commercial customers within five (5) years from issuance of this solicitation that demonstrate customer satisfaction with overall job performance and quality of completed service.

References for contracts in which performance started prior to five (5) years from the issuance of this solicitation but performance is still on-going during the issuance of this solicitation are considered recent and acceptable. Questionnaires received must also meet recency criteria to be evaluated. Past performance information that fails these conditions will not be evaluated.

Relevancy. Relevant performance information will be based on (1) the references provided by the offeror and (2) data independently obtained from other Government and commercial sources. This information is required for the offeror and all subcontractors, teaming partners, and/or joint venture partners considered critical to overall successful performance of this requirement. Relevant performance includes performance of efforts involving requirements that are similar or greater in scope and complexity than the effort described in this solicitation.

Relevancy will be assigned ratings of Very Relevant, Relevant, Somewhat Relevant, and Not

Relevant. The Government will give greater consideration to information on those contracts deemed very relevant to the effort. The following relevancy rating definitions will be used in the assessment of relevancy:

Relevancy Ratings

Rating Rating Definition

Very Relevant Past/present performance effort involved essentially the same scope, magnitude and complexities as this Solicitation requires.

Relevant Past/present performance effort involved a similar scope, magnitude and complexity that this Solicitation requires.

Somewhat

Relevant

Past/present performance effort involved some of the scope, magnitude and complexity that this Solicitation requires.

Not Relevant Past/present performance effort involved little or none of the scope, magnitude and complexity that this Solicitation requires.

In evaluating this factor, the Government will use the present and past performance information gathered from offeror provided Past Performance References (PPI), Past Performance

Questionnaires (PPQ) and independent references through the use of additional questionnaires, interviews and site visits. Additional Government obtained references may include inquiries into offerors past performance in the areas of quality of product or services, cost/price control, labor relations and management of personnel with ratings outlined in the table below. Furthermore, the Government reserves the right to use data independently obtained from other Governmental and commercial sources, other customers known to the Government, consumer protection organizations, and others who may have useful and relevant information.

Offerors may be asked to respond to adverse past performance information to which the offeror has not had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating as defined in the table below on any evaluation aspect or any unfavorable comment received from sources without a formal rating system.

Reference Performance Ratings

Rating Definition

Exceptional

Performance meets contractual requirements and exceeds many to the

Government’s benefit. The contractual performance of the element or sub-element being evaluated was accomplished with few minor problems for which corrective actions taken by the contractor were highly effective.

Very Good

Performance meets contractual requirements and exceeds some to the

Government’s benefit. The contractual performance of the element or sub-element being evaluated was accomplished with some minor problems for which corrective actions taken by the contractor were effective.

Satisfactory

Performance meets contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

Marginal

Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being evaluated reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear only marginally effective or were not fully implemented.

Unsatisfactory

Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains a serious problem(s) for which the contractor’s corrective actions appear or were ineffective.

Not Applicable “Not applicable” will be used if the ratings are not going to be applied to a particular area for evaluation.

The Government will use the following Performance Confidence Assessment ratings in the overall assessment of performance confidence:

Past Performance Confidence Assessment Ratings

Rating Description

Substantial

Confidence

Based on the offeror’s recent/relevant performance record, the

Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory

Confidence

Based on the offeror’s recent/relevant performance record, the

Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral

Confidence

No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited

Confidence

Based on the offeror’s recent/relevant performance record, the

Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence

Based on the offeror’s recent/relevant performance record, the

Government has no expectation that the offeror will be able to successfully perform the required effort.

NOTE: Offerors are cautioned to submit sufficient information and in the format specified in

FAR 52.212-1 Addendum. Offerors may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance) or respond to adverse past performance…
