Attachment 4 Position Descriptions: Are all these positions mandatory or do is there some latitude to staff as we see fit according to company needs and performance?Positions are listing IAW applicable AFI's organizational charts and any deviations from prescribed structure must have a waiver from appropriate authority at HQ Air Force.
Attachment 5 Collective Bargaining Agreement: Are we held to existing collective bargaining agreement? The existing CBA serves as the current wage determination for covered positions. The awardee is required to pay covered positions the minimum CBA wages and benefits outlined in the CBA should the covered employees continue services on the new contract up to the expiration/re-negotiation. Note that this requirement is subject to the right of first refusal.
Attachment 7 Wage Schedule: How much flexibility do we have in wage negotiations? Are we held exclusively to the Federal Wage Schedule? The Government does not anticipate discussions resulting in proposal revisions with offerors on this requirement but holds the right to conduct them if in the best interest of the Government. See question answer above concerning CBA wages. Offerors are required to pay the minimum wages and benefits for other service positions under the Service Contract Labor Standards (formally Service Contract Act) that are not exempt. This requirement is Firm Fixed Price; therefore, offerors should submit their best offer from a cost stand point.
TE-3A2 Supply: The data provided is nearly three years old. Andrews is a very fluid installation with a lot of moving parts, can we get more current data? The data provide is fairly consistent from year to year and sufficient to allow an accurate sight picture of requirements.

TE-3B Fuels Data: The data provided is nearly three years old. Andrews is a very fluid installation with a lot of moving part, can we get more current data? Can we receive data for a special event such as a G-40 Summit or National Election year? The data provide is fairly consistent from year to year and sufficient to allow an accurate sight picture of requirements.
We counted 69 Host/Tenant Support Agreements: Is there any way to see these agreements to understand what types of support may be requested? Reference: 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (JAN 2018)The support provided in these agreements is typical Supply/Fuels support and only in Support Agreements (SA) due to the size of the National Capital Region and the number of Geographically separated units that JB Andrews is required to support. SA are FOUO and therefore not able to be reviewed until contract award. However, the support they provide is captured in the Workload data already provided.
52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS--COMMERCIAL ITEMS (JAN 2018)We request the following FAR clauses be inserted into final RFP

a. 52.246-23 Limitation of Liability

b. 52.246-24 Limitation of Liability—High-Value Items

c. 52.246-25 Limitation of Liability—Services

d. 52.249-14 Excusable Delays

Clauses are not inserted into RFP. FAR clauses 52.246-23, 52.246-24 and 52.246-25 are to be included if above the Simplified Acquisition Threshold and subject to FAR 46.801. This subpart does not apply to commercial items. FAR 52.249-14 is not applicable to Firm Fixed Price solicitations and contracts.
RFP pg. 58-59 list all attachments.TE7 GFP and equipment has not been published. Please provide TE7 before RFP release for bidder assessment.Published with RFP.
TE-3B Fuels Data. Please convert the number of events to man-hours for each yellow header. There are too many variables to accurately provide man hour calculations.
TE-3B Fuels Data.TE-B does not provide the workload data of issues and receipts for Cryogenics Storage/Issue, can this be incorporated?Added to RFP.
TE-3B Fuels Data.TE-3B identifies the JAA fuels transactions by month. Can the workload be separated to identify the percentage of transactions per 0000-0800/0800-1600/1600-2400?Added to TE-3B.
TE-3B Fuels Data.TE-3B identifies fuel receipts and issues for JAA, MRR, E-85, Diesel, and BDI, however only JAA, MRR, and Diesel are included within the fill-stand data. Are E-85 and BDI only issued through the Service Station?Yes E-85 and BDI are only issued via Military Service Station.
PWS 2.4.1.4 states “The Project Manager and alternate(s) shall be certified in Project Management by the Project Management Institute or equivalent organization within 24 months of contract award.”Please verify the requirement for Project Management certification as both the Executive Airlift Services and Rotary Wing contract removed this requirement.Yes, this is required for the Project Manager only. However, it is required post award within 2 years. For evaluation purposes of key positions (the Project Manager, Fuels Manager and Supply Manager), they must have the certification with a minimum of 2 years of relevant experience or no certification with 10 years minimum relevant experience.
PWS 2.7 requires a Quality Assurance Plan while PWS 9.1 requires a Quality Control Plan.PWS 2.7 requires a Quality Assurance Plan while PWS 9.1 requires a Quality Control Plan. Please clarify the requirement as one or the other for continuity? The requirement is a Quality Control Plan. PWS updated.
PWS 2.9 and 9.1 requires a Strike Contingency Plan be submitted with the proposal. PWS 9.4 requires a Continuation of Services Plan be submitted 30 days after contract award.PWS 2.9 and 9.1 requires a Strike Contingency Plan be submitted with the proposal. PWS 9.4 requires a Continuation of Services Plan be submitted 30 days after contract award. Since a Strike Contingency Plan is essentially a subset of the Continuation of Services Plan, recommend making the Strike Contingency Plan part of the Continuation of Services Plan and eliminating the requirement for a standalone Strike Contingency Plan.RFP updated requiring a Continuation of Services Plan to include a Contingency Strike Plan as part of it with the proposal.
6.2.7. The contractor shall be a liaison for LRS, AFMC and HQ 754 Electronic Systems Group (ELSG). The contractor shall submit system specific requirements to execute computer rotation, plan, troubleshoot and resolve all system related issues, act as Supply Asset Tracking System (SATS) administrator, operate, manage, and maintain the integrity of the mandated Air Force ADS.As stated in AFMAN 23-122, Materiel Management Procedures, para 1.1.3.2. The Integrated Logistics System-Supply (ILS-S) system is the overarching term used to describe the system(s) used by base retail materiel management operations. The ILS-S is comprised of the Standard Base Supply System (SBSS), Enterprise Solution – Supply (ES-S), and the Air Force Supply Centralized Database (AFSCDB). In many cases the term ILS-S is used to identify system related functions/references. Where applicable, in some instances, specific identification of SBSS or ES-S is used for more detailed identification. Paragraph 6.2.7 acknowledges the use of SATS but SATS as a materiel management tracking system it is not used anymore in any of the governing 23 series regulations. ES-S functionality has been the replacement for SBSS and SATS. Is SATS an overarching term used at JBA Supply operations in place of the ILS-S/ES-S?SATS is a generic term used to identify hand-held terminals that could potential become operational and therefore be utilized during the contract performance period.
55-56EvaluationRelevancy Rating TableThe table states that for an offeror to be rated as Very Relevant, Relevant or even Somewhat Relevant the performance must be done as the prime contractor, or, if a member of a joint venture, the offeror must have contributed at least 50% of the effort.

As this is a SB set aside procurement it is unlikely that SB offerors would be able to present the minimum requirement of 3 past performances meeting this requirements, especially with the highly restrictive relevancy requirement.

Will the government consider citations performed as a subcontractor to be equally rated as long as other relevancy requirements are met?Relevancy ratings updated.
47InstructionsPART V – FACTOR 3 - PAST PERFORMANCE INFORMATION - SummaryWill the government confirm that the required summary in the Past Performance Volume is outside the 50 page count? It is not. However, page limit raised to 75.
26B52.219-16, Liquidated Damages—Subcontracting Plan (Jan 1999)Since the solicitation is 100% small business set-aside, no subcontracting plan is required and this clause is superfluous. We suggest it be removed.Clause removed.
NAEvaluationPART V – FACTOR 3 - PAST PERFORMANCE INFORMATION, Relevancy RatingsWhen proposals include past performances from both the prime and subcontractor past performance citations, will the government please confirm that prime past performance citations are weighted heavier than subcontractor past performances.

How will the government weight prime past performances vs subcontractor past performance?

Prime contractor past performance is weighted heavier than subcontractor past performance. While the Government will strive for maximum objectivity, the selection process, by its nature, is subjective; and therefore, professional judgement is implicit throughout the entire process in regards to weighting.
55-56EvaluationPART V – FACTOR 3 - PAST PERFORMANCE INFORMATION, Relevancy RatingsThe past performance relevancy states that the offeror must demonstrate the effort involved essentially the same scope, magnitude and complexities as this Draft PWS which is titled “Fuels and Supply Services”.

The relevancy definition also states Performance must include all three services: Base Supply, Vehicle Operations and Vehicle Maintenance.

Fuels Services is not included in the three services. Will the government please add Fuels Services as one of the referenced services?Relevancy ratings updated.
55-56EvaluationPART V – FACTOR 3 - PAST PERFORMANCE INFORMATION, Relevancy RatingsWill the Government consider past performance cited by an offeror or key subcontractor if they are not proposed to perform the responsibilities on this contract? For example, citing past performance for base supply, but not identified as responsible for those efforts in the technical volume.No. Past performance submitted shall be of an offeror or key subcontractor who is performing the responsibilities of this contract.
Attachment 10Attachment 10 – PPI SheetOfferor suggests this information be required for all past performance citations to improve the government’s ability to review and rate the actual performance of the company providing the past performance.
“If the offeror and/or key subcontractor is the prime contractor in the referenced past performance citation, they shall describe their primary role/duties in execution of the referenced work (i.e., the major components of the effort which were completed by the prime's staff and major components which were subcontracted out).”Requested verbiage not added to the RFP; however, requirements on % of the work performed added.
Attachment 10Attachment 10It appears that this content was inadvertently left in the attachment, offeror suggests removal.
3) If submitting a reference for a subcontractor, teaming partner, joint venture, or a corporate division related to the Prime, describe the nature and portion (percentage) of the work to be performed on airfield rubber removal, striping of airfield, streets and parking lots, protective coating and sign maintenance by the company referenced on the PPI sheet, and clearly define the relationship.Removed.
55EvaluationPART V – FACTOR 3 - PAST PERFORMANCE INFORMATION, Relevancy RatingsRelevancy definitions only consider efforts performed as a prime contractor. We suggest the government modify the requirement to consider inclusion of relevant efforts performed as a subcontractor. For example:

The following relevancy rating definitions will be used in the assessment of relevancy:

Very Relevant Past/present performance effort involved essentially the same scope, magnitude and complexities as this Solicitation requires. To qualify, the past/present effort must:

1. The effort involves Logistics Services.

- If performed as a prime contractor, or a member of a joint venture contributing at least 50% of the effort, contract value must be > $20 million over the life of the contract or-

- If performed as a subcontractor, or member of a joint venture contributing less than 50% of the effort, contract value must be > $50 million over the life of the contract and is accountable for the relevant PWS areas.

2. At least 90% of the performance must have been on a military installation.

3. Performance must include three of the four services: Fuel Services, Base Supply, Vehicle Operations and Vehicle Maintenance.

Relevancy ratings updated.
55InstructionContribution to joint venture. How does the government measure contributing at least 50% to a joint venture? Is it 50% of the total contract value?50% of the total contract value. Clarified in RFP.
As the Vehicle requirements are to conform to MDOT requirements and AF requirements which include approved filters/separators (IAW TO 37A-1-101), why does the Government require identification of Make/Model/Year? Is the government concerned about the vehicle age and reliability? This information is to inform the government of the equipment that will be utilized.
Pg 9 and 34PWS – Section C-2 and Section C-3Para 2.4.14.1 and Para 7.4.2Is it the Government’s intention that the Terminal Manager be the accountable officer for the fuels account?

Further, is there a Government Accountable Officer separate from the Terminal Manager?

What are the responsibilities of the Terminal Manager?IAW DLA-E P-7 this is location is a GOCO, Government Owned Contractor Operated, and therefore the contractor is the responsible officer otherwise known as the Terminal Manager. The Fuels COR is a trained and certified 2F0X1 and will provide oversight. Responsibilities of a Terminal Manager are much the same of that of an Accountable Officer and are outlined in DLA-E P-7.
Pg 10PWS – Section 2Para 2.5.10Will the proposed PWS allow for the accommodation of 16 badged YW Fuels personnel similar to the current agreement with the Presidential Airlift Group (PAG)?
Can the same YW cleared personnel have access to the fuel pits at Hangar 20?PWS updated to show 16 YW cleared personnel, however we cannot add anything about unescorted access to Hangar 20 as that is an agreement between the PAG and the contractor. Upon contract award myself and POL leadership will need to re-negotiate with the PAG to gain unescorted access to Hangar 20 for the purposes of pit checks.
PWS – Section 2For consistency, can we add the phrase “if requested” for the 459 ARW and 113 ANG UTA training requests in all three paragraphs?Added.
Pg 12 and 35PWS – Section 2Para 2.6.1, 2.6.2, and 7.6.1.Will the government identify those heating and air conditioning units that require filter cleaning, will the manufacturer cleaning instructions be available and will training be provided?Filter cleaning is a facility manager's responsibility and Base CE personnel will provide required training.
The current fuels fleet is about 17 years old. Des the government require new fuel trucks? The Government does not require new trucks. This is performance based so we are seeking a service. However, the trucks shall meet PWS requirements.
Can the government advise on how many fuel trucks are in use and what are their ages. It is impossible to determine the exact number as they were in use and the fuel consumption information was not available or considered classified. The current fleet will not be disclosed. Data as been provided for offerors to determine size of fleet to meet service requirement.
PWS Paragraph 2.4Please identify all Key Personnel positions.Program Manager, Fuels Manager, and Supply Manager.
PWS Paragraph 7.2Are there facilities on base available to the Contractor for storage and performance of operator level maintenance on the Contractor provided fuels truck fleet?Yes, there is ample space at the end of the main fuels yard to perform those operations.
PWS Paragraph 2.6.3.1recommend providing historical data on the frequency and duration of after hours support required. These requests are extremely rare, 3-4x a year best estimate and not previously tracked for data purposes.
PWS Paragraph 2.8.3Recommend a statement as to whether the LRS already possesses the required OI.All required OI's already exist as it is an AF mandate per referenced AFI's, however, the referenced OIs are the responsibility of the contractor NOT the LRS and therefore will need to be reoccomplished by the contractor(s) receiving contract award..
PWS Paragraph 8.8.3Recommend clarification on how the Contractor is to purchase the fuel for use in Contractor provided vehicles (Fuels trucks), and how the Contractor is to be reimbursed by the Government. The contractor can use the on-base service station and the government will fund the fuel cost through the LRS LOA encoded on the vehicle VIL key.

File details come from the government source that posted it.
