About this file
This document is a Questions and Answers (Q&A) form for Project Number SXHT 21-1005, which involves replacing chillers, air handling units (AHUs), and fan coil units at Patrick Space Force Base. The Q&A covers 10 technical questions addressing various aspects of the project, including bid submission, electrical specifications, conduit materials, equipment mounting, and design clarifications. Key answers include: bids to be submitted via email, motor-rated switches to be installed, aluminum rigid conduit preferred, liquid-tight conduit for power whips, and wall-mounting VFDs where space allows. A notable clarification addresses a design discrepancy in drawing sheets, with instructions to save existing conductors and conduits for fan coil units per drawing M-403, contrary to an earlier note on sheet E-402.

Other (Specify) Question on Bid Delivery
Question #1: Quick question on bid submission. It shows the due date and opening date as well as sealed bid. If this bid to be delivered in sealed envelope, or may we e-mail bid?
Answer: Bids shall be sent in via e-mail, not envelope.
2) RFP Section __________ Paragraph _________

Answer: No extension will be issued.
3) RFP Section __________ Paragraph _________
SOW/Technical Specification/Drawings paragraph/page ___________
Other (Specify) General
Question #3: Given the potential for the US Government to implement either targeted or general tariffs on countries that supply materials and equipment to US Companies that are in turn integrated into Buy
American Compliant products, please clarify the provisions that the Government will include into the terms and conditions of the contract resulting from this RFP regarding providing an equitable adjustment to the Contractor for US Government tariff induced material and equipment price increases that occur to materials or equipment to be incorporated into the deliverables of this contract after the Contractor’s submission of a cost proposal to the Government under this RFP.
Answer: Please refer to clause 52.229-3 Federal, State, and Local Taxes.
4) RFP Section __________ Paragraph _________
SOW/Technical Specification/Drawings paragraph/page E-701
Other (Specify) ___________________________
Question #4: The schedule shows fan coil units bunched in sets of three. Would the DoD like to individualize these on separate breakers? By doing this, if you need to shut a fan coil off at the breaker or have a breaker problem, all three will not power down at once.
Answer: Yes, install on separate breakers.
5) RFP Section __________ Paragraph _________
SOW/Technical Specification/Drawings paragraph/page E-404
Other (Specify) ___________________________
Question #5: This drawing shows note D asking for a local means of disconnect at each fan coil. Would the DoD like safety switches installed or motor rated switches? If safety switches are installed, should they be fused or non-fusible?
Answer: Motor rated switches shall be installed.
6) RFP Section Paragraph
SOW/Technical Specification/Drawings paragraph/page E-403
Other (Specify) ___________________________
Question #6: In this area, raceways are called to be rigid conduit. Would the DoD prefer aluminum rigid rather than steel? Aluminum rigid is already in use on existing raceways for secondary feeders coming from the utility transformer located by the cooling tower. Aluminum rigid will hold up better in salty harsh locations.
Answer: Aluminum
7) RFP Section __________ Paragraph _________
SOW/Technical Specification/Drawings paragraph/page E-403
Other (Specify) ___________________________
Question #7: Would the DoD prefer to have Liquid Tite installed instead of general metal greenfield in this location for the VFD, Chiller, and AHU power whips?
Answer: Liquid Tite
RFP Section __________ Paragraph _________
SOW/Technical Specification/Drawings paragraph/page E-403
Other (Specify) ___________________________
Question #8: Is the existing cooling tower going to be replaced? And if so, will the DOD like to replace the existing lightning protection as well?
Answer: TBD (Will be addressed in future amendment.)
9) RFP Section __________ Paragraph _________
SOW/Technical Specification/Drawings paragraph/page E-403
Other (Specify) ___________________________
Question #9: Does the DoD want the new VFDs to be mounted on the wall in this area or should a floor mounted stand be provided? There is limited wall space for mounting purposes as other systems may need to be relocated.
Answer: Wall mount if space is available.
10) RFP Section Division 26__________ Paragraph _________
SOW/Technical Specification/Drawings paragraph/page E-402, M-403
Other (Specify) ___________________________
Question #10: Drawing Sheet E-402 Note 1 calls for conductors and conduits for FCUs to be demolished. Drawing Sheet M-403 calls for conductors and conduits to be saved for reuse. Please confirm which is correct.
Answer: This is a design error. Since E-402 states to demolish conductors and conduits for FCUs but there is no drawing sheet to install new conductors and conduits for FCUs, comply with Drawing Sheet
M-403 and save conductors and conduits for re-use. Drawings have been amended to remove Keynote #1 from Sheet E-402.
