MEMORANDUM FOR PROSPECTIVE OFFERORS

SUBJECT: FA252125B0002 - SITE VISIT RULES OF ENGAGEMENT FOR SXHT 21-1001

REPLACE CHILLER AHU AND FAN COIL UNITS B3659

1. The purpose of this memorandum is to detail site visit rules of engagement to allow prospective offerors the opportunity to inspect the site where work will be performed, in accordance with clauses 52.236-2 Differing Site Conditions and 52.236-3 Site Investigations and Conditions Affecting the Work.

2. It will be assumed all attendees are familiar with the solicitation and all attachments (i.e.

Statement of Work, Specifications, and Drawings.) Pictures of the site relevant to performance will be allowed but must not include the flight line, sensitive equipment or vehicles.

3. Attendee’s information as required by “Attachment 9 - Badge Request 45 SFS Form V13” is to be submitted back to 45 CONS by 17 March 2025, 9:00 A.M. for access to the pre-proposal site visit subject to security review and background check by 45 SFS. If you have questions or concerns about the process to gain base entry, please contact Jennifer Marrs at (321) 494-3544 or Abigail Lynagh at (321)-494-1913.

4. Everyone will be required to sign in; please arrive at the Patrick Space Force Base Visitor Center at least 20 minutes prior to the site visit. The site visit will be held on 24 March, 2025 at 10:00 AM. You can park you vehicle at the visitor center parking lot. Prospective offerors will be escorted following arrival to the visitor’s center.

5. No technical questions will be answered on site therefore submit all questions to the contracting office using the question and answer template provided. All questions should be submitted no later than 26 March, 2025 at 2:00 PM EST to support the bid closing date of 10 April, 2025 at 9:00 AM EST.

6. Please e-mail completed question and answer documents to jennifer.marrs.3@spaceforce.mil, abigail.lynagh@spaceforce.mil, and patricia.bates@spaceforce.mil.

7. All questions and answers will be posted to SAM.gov as an amendment to the solicitation.
