EXHIBIT A

FOR

SECURITY, FIRE PROTECTION, AND EMERGENCY MANAGEMENT

1. PURPOSE: This Exhibit sets forth the procedures by which the Parties will provide for the protection of life and property in the areas of security, fire protection, and emergency man-agement.

2. RESPONSIBILITIES OF THE PARTIES:

2.1. SECURITY, FIRE PROTECTION, AND EMERGENCY MANAGEMENT:

2.1.1. The NASA KSC Protective Services Office and the 45 SW will:

2.1.1.1. Coordinate plans, requirements, and activities that affect operations of the other Party. Both Parties will provide a current list of contacts for each special-ized support organization to their respective counterparts for direct coordination and keep such lists of points of contact up to date with any staff changes.

2.1.1.2. Coordinate prior to publication any local regulation, policy, procedure, guidance letter, etc., that affects interrelated matters. Once published, the publishing Party will ensure distribution to the other Party.

2.1.1.3. Provide real-time notification to each other of any immediate threat that could affect the other organization (e.g., hazards that affect the other installation, changes to Force Protection, or increased security).

2.2. SECURITY AND FIRE PROTECTION:

2.2.1. The NASA KSC Protective Services Office and the 45 SW will coordinate operations in accordance with the following:

2.2.1.1. The Parties may continue vehicle pursuits onto the other installation in accordance with their agency’s policies. Respective Watch Commanders will immediately contact their counterpart and advise of the pursuit situation.

Respective agencies will adhere to guidance or directives from the other agency Watch Commander with respect to pursuit continuance or termination.

2.2.1.2. The Parties agree to a reciprocal firearm carry agreement for on-duty officers. The Parties may utilize the other installation’s firing range on a non-interference basis.

2.2.1.3. A Party may elect to implement and maintain its own electronic security system and access control systems at facilities it owns or manages on the other Party’s property. The Parties will develop and approve in writing appropriate procedures for notification of incidents to the responding security force. Such procedures will include emergency access processes.

A2 of 6

2.2.1.4. Badges will be mutually honored for admission to enter/traverse either installation and included in the respective installation’s security documentation. However, the badging issuance office shall be based on the primary work site location of the individual (e.g., a contractor or tenant working on a NASA contract or agreement shall be badged by KSC and vice versa). Badge applicants will meet all investigative requirements in accordance with the respective agency’s governing policies. Changes will be coordinated by each installation’s security office.

2.2.1.5. Debarments from entry invoked at 45 SW locations will normally be enforced at NASA KSC; conversely, NASA KSC debarments will normally be enforced at all 45 SW locations. Reports of debarments will be distributed by each Party monthly or sooner if conditions warrant. A master list of persons debarred from entry to 45 SW facilities and NASA KSC will be maintained by each Party’s security office.

2.2.1.6. Any 45 SW driving privilege suspensions will normally be enforced at NASA KSC; conversely, NASA KSC driver suspensions will normally be enforced at all 45 SW locations. Only in special cases would either Party allow an individual whose driving privileges are suspended to operate a vehicle on the other’s property and then only with the concurrence of the other Party’s Chief of Security. Suspension listings will be distributed by each Party monthly or sooner if conditions warrant. A master list of persons suspended will be maintained and approved by each Party’s organization security office.

2.2.1.7. Where interrelated law enforcement matters are involved, each Party will keep the other apprised of the status of the investigation and will advise the other of the final results or, as appropriate, refer to other investigative agencies.

2.2.2. Space Launch Complex 41 (SLC-41) Operations.

2.2.2.1. NASA KSC will:

2.2.2.1.1. Provide security coverage of the area north of the CCAFS north boundary, with the exception of facilities that are used to support SLC-41 launch complex activities.

2.2.2.2. 45 SW will:

2.2.2.2.1. Exercise operational security and fire protection at SLC-41. Notify NASA KSC of impending hazardous conditions on SLC-41. Areas will be cleared by 45 Security Forces Squadron prior to 45 SW conducting hazardous operations.

2.2.3. Safety Responsibilities at SLC-41:

2.2.3.1. The 45 SW will assume operational control of the land area during periods when certain hazardous operations are being conducted, where a mishap may extend beyond the fence line of SLC-41 or Vertical Integration Facility (VIF).

This will simplify control, access, and safety activities.

2.2.3.2. During certain hazardous operations where a mishap may extend beyond

A3 of 6 the fence line of SLC-41 or VIF, the 45 SW will establish roadblocks at applicable locations. Upon completion or cessation of the hazardous operations, the area north of the CCAFS boundary, including Phillips Parkway, will be returned to NASA KSC control.

2.2.3.3. When NASA KSC is conducting hazardous operations at Complex 39, the 45 SW will provide safety roadblocks and access control on CCAFS property.

Access control points will be located on primary thoroughfares to ensure personnel do not enter the restricted zone associated with the hazardous operation.

2.2.3.4. If hazardous operations occur simultaneously at both Complex 39 and SLC-41 that require roadblocks, 45 SW and NASA KSC Safety will mutually agree upon their placement and control points.

2.3. MUTUAL AID:

2.3.1. The Parties understand that the decision to provide mutual aid and the degree to which aid is provided is at the discretion of each Party. Requests for mutual aid assistance will only be accepted if the request is made through the established Incident Command. The Parties will utilize standard procedures and processes outlined in the National Incident Management System during all emergency responses involving mutual aid.

2.4. EMERGENCY MANAGEMENT:

2.4.1. The NASA KSC Protective Services Office and the CCAFS Emergency Management Office will:

2.4.1.1. Make available to the other Party an alternate Emergency Operations Center (EOC) in the event the primary location becomes inoperable in an emergency.

2.4.1.2. During hurricane season, the 45 SW Battle Staff may locate up to 17 personnel in the NASA KSC EOC for storm ride out.

2.4.1.3. Share the use of the Mobile Command Vehicle (MCV) for emergencies and launch operations. Receipt, maintenance, ownership, and garaging of the MCV shall reside with NASA KSC.
