About this file
This is an Amendment 0001 to solicitation FA239626RB008, issued by the U.S. Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base, Ohio, effective August 27, 2026. The amendment updates the Instructions to Offerors (Section L) and Evaluation Criteria (Section M) for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Key changes include: establishment of a proposal due date of September 16, 2026 at 10:00 a.m. Eastern Standard Time (changed from September 9, 2026 at 3:00 p.m.); notification that the Government will satisfy the IDIQ minimum guarantee through an initial Task Order (CLIN 0009) valued at $1,000 for a post-award kick-off meeting, with no separate proposal or pricing required from offerors prior to base contract award; and creation of an optional Top Secret task order pool for offerors with active Top Secret Facility Clearances, which is non-scored and will not impact base contract eligibility.
The amendment introduces a new binding requirement for offerors to propose maximum Not-To-Exceed (NTE) Total ODC Indirect Burden and Handling Rates applicable to Other Direct Costs (CLIN 0008) for each year of the Period of Performance, including Option Year 6 and a 6-month extension, with no other rates or fees permitted on ODCs during the contract term. Offerors must complete and submit Attachment 12 (ODC Burden and Handling Rate Matrix) with their Volume I proposal submission. The amendment clarifies that while these ODC indirect ceiling rates will be incorporated into the base contract as binding limits for future task orders, they will not be evaluated for realism or price reasonableness at the IDIQ base award level and will not factor into the IDIQ award decision; pricing evaluation, including application of ODC ceiling rates, will occur at the individual task order fair opportunity stage. Offerors are required to acknowledge receipt of this amendment by signing and returning the SF 30 form with their Volume I submission.

SUMMARY OF CHANGES
AMENDMENT 0001 SUMMARY OF CHANGES: Block 14 (Description of Amendment/Modification):
The purpose of this amendment is to update Section L (Instructions to Offerors) and Section M (Evaluation Criteria) to establish a Top Secret task order pool, incorporate binding indirect rate ceilings for Other Direct Costs (ODCs), establish the proposal due date, and provide notice of a post-award kick-off meeting. A new attachment (Attachment 12) has also been added to the solicitation.
The specific changes are summarized below:
1. Establishment of Proposal Due Date (Section L)
Definitive Due Date: Updated Section L, paragraph 2.1 to establish the proposal submission deadline as 16 September 2026 at 10:00 a.m. Eastern Standard Time (EST).
2. Post-Award Kick-Off Meeting & Minimum Guarantee (Section L)
New Notice (Paragraph 8.0): Added a notice informing offerors that the Government intends to satisfy the IDIQ minimum guarantee by issuing an initial Task Order (CLIN 0009) valued at $1,000 for the post-award kick-off meeting. Offerors are not required to submit a separate proposal or pricing for this initial task order prior to the basic contract award.
3. Creation of a Top Secret Task Order Pool (Sections L & M)
Optional Submission (Section L): Added instructions for offerors who currently possess an active Top Secret (TS) Facility Clearance to optionally submit a Statement of Interest and proof of clearance in Volume I. This will place them in a pre-qualified sub-pool for future TS task order solicitations.
Evaluation Clarification (Section M): Added a note clarifying that a TS FCL is not required for a base IDIQ award. This optional submission is strictly for task order categorization; it will not be point-scored and its omission will not negatively impact an offeror's eligibility for the base contract.
4. Addition of Binding ODC Indirect Burden and Handling Rate Ceilings (Sections L, M, and Attachment 12)
New Requirement (Section L): Added instructions requiring offerors to propose maximum Not-To-Exceed (NTE) Total ODC Indirect Burden and Handling Rates to be applied to ODCs (CLIN 0008) for each year of the Period of Performance (POP), including Option Year 6 and the 6-month extension. No other rates or fees of any kind shall be applied to ODCs during the life of the contract.
New Attachment 12: Added Attachment 12 - ODC Burden and Handling Rate Matrix. Offerors must complete this matrix and include it with their Volume I (Contract Documentation) submission.
Evaluation Clarification (Section M): Clarified that while these ODC indirect ceilings will be incorporated into the base contract as binding limits for future task orders, they will not be evaluated for realism or price reasonableness at the IDIQ base award level, nor will they factor into the IDIQ award decision. Price, including the application of the ceiling rates on ODCs, will be evaluated as part of the fair opportunity decision for each individual task order.
Reminder to Offerors: You must acknowledge receipt of this amendment by signing and returning the SF30 with your Volume I submission.
