About this file

This is a Sensitive Compartmented Information (SCI) Addendum to DD Form 254, effective June 2025, that establishes security requirements for a federal contract involving access to classified intelligence materials. The contract is administered by the Air Force Research Laboratory (AFRL) with Supporting SSO at WPAFB, Ohio, under office symbol XP2, with SCI Contract Monitor Tammy Lammers and point of contact at 937-255-5745.

The addendum mandates compliance with multiple national security directives and establishes strict protocols for SCI access, storage, and handling. Key requirements include: contractor personnel requiring SCI access must be nominated through the SCI CM for Tier 5 investigations by DCSA; SCI materials must be stored, handled, and maintained only in accredited Sensitive Compartmented Information Facilities (SCIFs) meeting physical security standards outlined in ICD 705; all AF IC SCI and ISR information systems must be accredited through the XACTA system via HQ AFMC/A2S; emanations security (TEMPEST) requirements apply to SCIF execution locations; classified foreign intelligence materials cannot be released to foreign nationals or immigrant aliens without advance written permission from the originator; and contractor personnel must maintain accountability for all intelligence materials. Upon contract completion, expiration, or cancellation, all SCI materials must be returned to the originator or CM, and all personnel not required for contract closeout must be debriefed. The document indicates that an approved CUA or JUA is required for non-AF SCIFs before contractor billets can be established, and SCIF locations must be marked as CUI in document headers and footers when identified.
