About this file
This is a Sensitive Compartmented Information (SCI) Addendum to DD Form 254, dated June 2025, which establishes security requirements and procedures for contractor access to classified SCI materials. The addendum applies to an unnamed contract (listed as "TBD") and is administered by the Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base, Ohio, under the cognizance of SSO AFRL, with Tammy Lammers serving as the SCI Contracting Officer's Representative.
The addendum mandates that all contractor personnel requiring SCI access must undergo Tier 5 security investigations by the Defense Counterintelligence and Security Agency (DCSA) and receive specific "need-to-know" approval from the SCI CM. SCI materials must be stored, handled, and maintained exclusively within an accredited Sensitive Compartmented Information Facility (SCIF) meeting physical security requirements outlined in ICD 705. Contractor personnel must restrict SCI access to authorized individuals only, maintain accountability for all intelligence materials, and are prohibited from releasing classified foreign intelligence to foreign nationals or immigrant aliens without written permission from the originating agency. All SCI materials remain property of the DoD and must be returned upon contract completion or cancellation. The contract requires that all AF IC SCI and ISR information systems be accredited through the XACTA system and processed through the AF Intelligence Community Authorizing Official. For non-AF SCIFs, an approved Comprehensive User Agreement (CUA) or Joint User Agreement (JUA) must be established before contractor billets can be established. Visit requests for SCI access must be submitted at least seven working days in advance through the SSO SharePoint tool. The addendum references numerous executive orders, federal regulations, and intelligence community directives governing SCI security management.
