About this file
This is Section L (Instructions to Offerors) for a federal contract solicitation (FA2396-26-R-B008) issued by the Air Force Research Laboratory (AFRL).
The solicitation is for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide personnel staffing and recruitment services for federal agencies. This is a threshold-based source selection where offerors must meet specific qualifying criteria to be considered for award. Only one proposal per qualified offeror is permitted, and offerors cannot simultaneously propose as both a prime contractor and as a member of a Joint Venture. Proposals must be submitted electronically to AFRL.RMZBSS.711MissionSupport@us.af.mil no later than October 30, 2026, at 3:00 p.m. EDT, with a maximum email attachment size of 15 MB per submission. The solicitation requires two proposal volumes: Volume I (Contract Documentation) and Volume II (Technical Experience), with no page limits but evaluation conducted only until scoring is validated.
Technical qualifications center on personnel recruitment and placement experience, including demonstrated ability to recruit and place specialized professionals (Flight Medicine physicians, board-certified physicians in various specialties, scientists, psychologists, IT personnel, data scientists, toxicologists, engineers, and acquisition program managers) for federal agencies at multiple geographical locations. Additional experience criteria include filling vacancies within specified timeframes (15 business days or 14 calendar days of contract award), managing employees with classified clearances (Secret or Top Secret), managing travel in compliance with Joint Travel Regulations, providing corrective action plans for employee performance issues, delivering Government/Contractor Relations Training, and developing business management strategies for research laboratory or IT/educational service requirements. Offerors must possess an active Government Secret (or higher) Facility Clearance to be eligible for award. Supporting documentation must be submitted within five years of the initial RFP release date (August 21, 2026), and the prime contractor must substantiate at least 51% of validated points with subcontractors not exceeding 49%. No cost or price proposals are requested except for binding Total ODC Indirect Burden and Handling Rate ceilings. Successful awardees will receive an initial $1,000 task order to cover participation in a post-award kick-off meeting.

Attachment 3 – Amendment 0004 Section L — Instructions to Offerors
FA2396-26-R-B008
Section L — Instructions to Offerors (ITO)
1.0 Section L Instructions to Offerors (ITO)
1.1 General Guidance: This is a threshold-based source selection for qualifying offerors. The government will verify/validate all points identified by Offerors on the Self-Scoring worksheet. There are no underlying “strengths” or “weaknesses” to be evaluated, nor are there any “Trade-Offs.”
(Note: As coordinated with Section M, the evaluation uses a threshold-based approach for all qualifying offerors.)
1.2 Single Proposal Limitation: Only one proposal may be submitted by each qualified offeror in response to this requirement. For this solicitation, each Offeror may only be a member of one approved Joint Venture (JV). Additionally, if an Offeror proposes as a member of an approved JV, that Offeror may NOT also propose as a prime. An Offeror proposing in violation of these instructions will be removed from the competition and, therefore, ineligible for an award.
1.3 Proposal Compliance: All proposals submitted in response to this solicitation shall be in compliance with all instructions within Section L and all solicitation submission requirements. Non-compliance with the instructions provided in this solicitation may result in the proposal being ineligible for award. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and substantiating the validity of all stated claims. The Government will base its evaluation only on the information presented in the offeror’s proposal or provided during negotiations, if applicable.
1.4 Proposal Evaluation: The Offeror’s proposal will be evaluated against the Technical criteria defined in Section M, Evaluation Criteria. All the requirements specified in the solicitation are mandatory. The proposal should not simply rephrase or restate the Government’s requirements but rather shall provide convincing rationale to address how the Offeror’s proposal meets the experience. The Offeror shall assume that the Government has no prior knowledge of the Offeror’s facilities and experience, and therefore will base its evaluation on the information presented in the Offeror’s proposal. By the proposal submission, the Offeror is representing that it will perform all the requirements specified in the solicitation. It is not necessary or desirable for the proposal to state as such.
1.5 Formatting Restrictions: Elaborate brochures or documentation, binding, detailed art work, or other embellishments shall not be submitted with the Offeror’s proposal.
1.6 Acceptance of Terms and Late Proposals: The completion and submission of all proposal volumes constitutes the Offeror’s acceptance of the terms and conditions in this Request For Proposal (RFP) including all attachments hereto. Proposals will be considered late, in accordance with (IAW) Federal Acquisition Regulation (RFO) 15.107s, if electronic copy of the proposals are not received by the date and time specified in this ITO.
FA2396-26-R-B008
1.7 Retention of Proposals: IAW RFO Subpart 4.101 (Government Contract Files), the Government will retain the original submission of all unsuccessful proposals. Unless the Offeror requests otherwise, the Government will destroy extra submissions of such unsuccessful proposals.
1.8 Debriefings: Upon notification that its proposal was not selected for award, the unsuccessful offeror may request and receive a debriefing. Offerors desiring a debriefing must make their request IAW the requirements of RFO 15.207 or RFO 15.301, as applicable.
2.0 Proposal Submission
2.1 Submission of Electronic Proposal Volumes:
2.1.1 The proposal shall be submitted electronically to AFRL.RMZBSS.711MissionSupport@us.af.mil no later than 30 October 2026 3:00 p.m. Eastern Daylight Time (EDT). Only proposals sent to AFRL.RMZBSS.711MissionSupport@us.af.mil will be accepted, do not CC the Contracting Officer or Contracting Specialist. Offerors shall apply all appropriate markings including those prescribed in accordance with RFO 52.215-1(e), Restriction on Disclosure and Use of Data, and RFO 3.104-4, Disclosure, Protection, and Marking of Offeror Bid or Proposal Information and Source Selection Information. Do not submit Classified information. Do not submit on flash drive media. DoD SAFE is not authorized.
NOTE: Substantiation of CUI-Marked Experience: If supporting documentation contains CUI that cannot be transmitted via unencrypted email, the Government will accept any of the following alternative methods of verification within the respective Technical ID tab of Volume II:
• Sanitized / Redacted Deliverables: A redacted version of the SOW/PWS where all CUI, proprietary information, and sensitive operational details have been completely removed. The redacted version must still show enough unclassified technical context to substantiate the specific scoring element being claimed.
• Government CO/COR Validation Letter: A signed letter on official letterhead from the cognizant Contracting Officer (CO) or Contracting Officer’s Representative (COR) validating the relevant experience (e.g., contract number, period of performance, and specific technical tasks performed).
• CPARS Reports: Extracted and submitted unclassified portions of the Contractor Performance Assessment Reporting System (CPARS) report for the relevant contract, provided it contains sufficient detail to substantiate the claimed criteria.
• Administrative Government Verification Sheet: A 'Government Verification Sheet' within that section's tab identifying the contract number, the specific row claimed, and an active Government Point of Contact (PCO, ACO, or COR Name, Title, and official Government Email Address). The Government reserves the right to contact the listed POC to verify the claimed experience, but is under no obligation to conduct extensive outreach. In accordance with Section L, Paragraph 6.1.3, the onus remains entirely on the offeror to ensure the listed POC is mailto:AFRL.RMZBSS.711MissionSupport@us.af.mil
FA2396-26-R-B008
accurate and responsive; if the Government is unable to verify the claim, points will not be validated.
2.1.2 The Government email gateway enforces a maximum size limit of 20 MB per email. Offerors are advised to keep total attachments under 15 MB per email. If the proposal package exceeds this limit, offerors are authorized to submit their proposal in multiple, sequential emails. Each email subject line must follow this exact format: 'FA2396-26-R-B008 - [Offeror Name] - Proposal Submission - Email [X] of [Y]'.
2.2 Proposal Validity: The Offeror shall make a clear statement in each proposal volume that the proposal is valid for a period of not less than 180 days from receipt. This period may be extended upon agreement from the Offeror.

• Top Secret Task Order Pool Statement of Interest (citing the cleared member's TS CAGE code)
(Optional)
5.2.1 Assumptions and Exceptions
Offerors shall provide a list of assumptions and/or exceptions made in developing the response to this RFP. Please be advised that any assumptions made or exceptions taken may render an offeror’s proposal non-compliant with the RFP and therefore, will not receive award.
5.2.2 Representations and Certifications
IAW RFO 52.204-07 and 52.204-09, System for Award Management and Annual Representations and Certifications, offeror shall submit completed representations, certifications, acknowledgments and statements and comply with the System for Award Management (SAM). Any provisions listed in Section K, Representations and Certifications, of the solicitation which require information to be “filled-in” or submitted as a separate document must be included in the Contracts Volume I. Each separate document shall be labeled and tabbed within the volume. Offerors must submit their CMMC Unique Identifier(s) (CMMC UIDs) and associated SPRS posting details proving active CMMC Level 2 (Self) status within Volume I, Tab 3 (Representations and Certifications) of their proposal.
5.2.3 Joint Venture Agreements & Mentor-Protégé Documentation:
5.2.3.1 For competitive 8(a) procurements, offerors are not required to provide a separate SBA approval letter for the Joint Venture Agreement itself. However, to be eligible for award, Joint Venture offerors must submit the following in Volume I:
5.2.3.2 A copy of the fully executed Joint Venture Agreement (JVA) satisfying all provisions of 13 C.F.R. §
124.513 (including managing venturer designations, project management responsibilities, bank accounts, and equipment/facilities provisioning); and
5.2.3.3 Official documentation demonstrating that the SBA has approved the underlying Mentor- Protégé Agreement (MPA) between the parties prior to proposal submission. The Government will
FA2396-26-R-B008
evaluate the submitted JVA for regulatory compliance during the pre-award responsibility determination.
5.2.4 Equal Opportunity
5.2.4.1 Offerors should submit their most recent OFCCP evaluation closure letter or a statement certifying compliance.
5.2.4.2 If an Offeror does not have an active Notice of Compliance at the time of proposal submission, the Contracting Officer is required to submit a pre-award request to OFCCP. A Notice of Compliance from the OFCCP office must be received by the Contracting Officer prior to contract award.
5.2.5 Top Secret Task Order Pool (Optional)
The Government intends to establish a sub-pool of IDIQ awardees eligible to compete for Top Secret (TS) task orders. An active TS Facility Clearance (FCL) is NOT required to receive a basic IDIQ contract award. However, offerors who currently possess an active TS FCL and wish to be included in this pool shall provide a Statement of Interest letter. This letter must explicitly state the offeror’s intent to compete for TS task orders and include proof of their active TS FCL (e.g., CAGE code verification).
Offerors who do not submit this optional documentation will simply not be solicited for TS task orders.
5.2.6 Binding Total ODC Indirect Burden and Handling Rate Ceilings Offerors shall propose a maximum not-to-exceed (NTE) Total ODC Indirect Burden and Handling Rate to be applied to ODC (CLIN 0008) for all periods identified in Attachment 12. This rate must be inclusive of all General & Administrative (G&A), material handling, overhead, indirect burdens, and any profit or fee applied to ODC. No other rates or fees of any kind shall be applied to ODC (CLIN 0008) during the life of the contract. Offerors shall submit these proposed rates by filling out Attachment 12 - ODC Burden and Handling Rate Matrix.
Notice: These rates will be incorporated into the resulting basic IDIQ contract as binding ceilings. For all future task orders, the contractor may propose a rate equal to or lower than this ceiling, but shall not exceed it.
6.0 Volume II — Technical Experience
6.1 General: Each Offeror shall submit a Technical Experience volume (Volume II) with its proposal.
Proposals that omit any information from the proposal submission requirements will result in a determination that the Offeror is unresponsive. Omission of information from solicitation requirements will result in the Offeror’s proposal being ineligible for award. All technical experience claims will be verified by the Government via a review of the substantiating documentation. Offerors shall assume that the Government has no prior knowledge of their operation and will rely on documentation provided as part of the Offeror’s proposal. The evaluation of Volume II is strictly objective and based solely on the substantiating historical source documentation provided. Offerors shall not submit separate proposal narratives, project overview matrices, or explanatory essays. Any such narrative material, if submitted, will not be evaluated or considered.
FA2396-26-R-B008
6.1.1 Volume Organization
Volume II shall contain the information in tabbed sections IAW the following general outline:
• Table of Contents
• Self-Scoring Worksheet
• Supporting Documentation
6.1.2 Self-Scoring Worksheet
6.1.2.1 Offerors shall complete and submit a single Self-Scoring Worksheet located in Section J, Attachment 5 of this solicitation in Excel format. The Government will not accept worksheets that have been offeror-password protected or altered/locked by the offeror in a manner that prevents Government review. Offerors must use the Government-provided Attachment 5 workbook with its native cell protections intact. Worksheets submitted password protected, “locked,” or in any format other than Excel shall be considered to be non-compliant with the instructions of the solicitation and therefore, the worksheet will not be evaluated.
Complete the Self-Scoring Worksheet using the following instructions:
• Enter the Offeror’s name in Row 1, Column E.
• Enter the Offeror’s name in Row 6 of the Self-Scoring Worksheet.
• The Offeror shall check the box in Column D for ID 1 if the offeror currently possesses an active
Facility Clearance Level (FCL). If the offeror does not possess an FCL, they may not fill out the rest of the self-scoring sheet and will not be considered for award.
• In Column D for ID 2 - 5, the Offeror shall check the box if points are being claimed for that technical experience. The worksheet will auto populate the Offeror’s score and running total at the bottom of the worksheet. Offerors shall follow the technical experience instructions in par. 6.2 below in order to meet the corresponding technical experience criteria in Section M.
• In Column I, the Offeror shall list all substantiation documentation submitted. The Offeror shall use commas to separate the listing of multiple supporting documentation. Further, in Column H, the Offeror shall identify “P” if the substantiation documentation is based on Primary; or the Offeror shall identify “S” if the substantiation document is based on a “Subcontractor.”
• Note for Joint Venture Offerors: To enable the Government to validate compliance with the
51% Prime / 49% Subcontractor workshare requirements and verify that the 8(a) Joint Venture possesses sufficient aggregate experience under 13 C.F.R. § 124.513(f), both Joint Venture members (the Mentor and the Protégé) shall enter 'P' (Prime) in Column H of the Self-Scoring Worksheet. Subcontractor experience shall be coded as 'S'.
• The Offeror shall not alter columns A, B, C, and E. Column G will auto-populate points and Column J is for Government use only.
6.1.2.2 Offerors shall ensure the page numbers match for each technical element identified in Column I of the Self-Scoring Worksheet. If technical experience claimed on the Self-Scoring Worksheet cannot be verified due to missing/conflicting substantiating documentation, the Government verification will result in no points for that element.
FA2396-26-R-B008
6.1.3 Supporting Documentation
6.1.3.1 General Verification Standards: The Offeror shall provide verifiable supporting documentation for each item claimed on the Self-Scoring Worksheet. Supporting documentation must demonstrate the specific experience being provided and claimed on the Self-Scoring Worksheet. The burden of proof rests solely with the Offeror to provide substantiating documentation that is sufficient to validate the self-score. The Government reserves the right to review and verify any information related to the submitted supporting documentation for validation purposes only.
6.1.3.2 Duplication and Organization Rules: Supporting documentation can be applied to more than one row on the Self-Scoring Worksheet. However, in accordance with Section M, Paragraph 3.1, if the same supporting documentation is used to support multiple rows, that documentation must be duplicated and physically included under each applicable row claimed. Evaluators will not search through other tabs, and cross-referencing to other sections is strictly prohibited.
6.1.3.3 Acceptable Document Types: Supporting documentation can include, but is not limited to, any of the following: contract award documents, Statements of Work (SOW), Performance Work Statements (PWS), invoices, Contract Data Requirements Lists (CDRLs), redacted payroll rosters, or CPARS records.
6.1.3.4 IDIQ and Task Order Eligibility: While basic, parent Multiple Award IDIQ contracts or their overarching general PWSs are excluded from substantiation, discrete Task Orders issued under a Multiple Award IDIQ—supported by the individual task order award document and any additional documentation submitted by the offeror—are fully acceptable supporting documentation. A single-award (sole award) IDIQ PWS is also an acceptable form of substantiation.
6.1.3.5 Document Integrity and Traceability: All contracts being utilized as supporting documentation shall include, at a minimum, the front page of the contract award and clear language (such as the contract or order number in the header/footer) showing subsequent pages are tied to that front page.
Offerors must submit complete supporting documents to allow evaluators to verify overall scope, context, and authenticity. Submitting isolated, extracted pages or incomplete excerpts is not acceptable.
6.1.3.6 Electronic Formatting and Delivery: Offerors are requested to submit Volume II (Substantiating Documentation) as a single, consolidated PDF file organized with native electronic PDF bookmarks (bookmarks shall replicate physical dividers or tabs). To accommodate email file size constraints, offerors are authorized to submit Volume II as multiple separately bundled PDF files organized and labeled by Technical Experience ID (e.g., 'Volume II - ID 3 - Documentation.pdf').
6.1.3.7 Substantiation of Sensitive or CUI-Marked Documentation: In accordance with Paragraph 2.1.1, if supporting contract documentation contains Controlled Unclassified Information (CUI) that cannot be transmitted via unencrypted email, the Government will accept sanitized/redacted deliverables, signed Government CO/COR validation letters, unclassified CPARS extracts, or an Administrative Government Verification Sheet as valid supporting documentation. In all cases, the submitted documentation must be sufficient, in the Government's judgment, to validate the specific technical scoring element being claimed.
6.2 Technical Element Criteria
Government Secret Facility Clearance (FCL).
FA2396-26-R-B008
• To be considered for award and proceed to the validation of the Self-Scoring worksheet, the Offeror must possess an active Government Secret (or higher) Facility Clearance and claim a “pass” on the worksheet.
• Submission Requirement: In lieu of CUI-marked NISS printouts, the Offeror shall submit an unclassified verification letter on corporate letterhead. This letter must be signed by the Facility Security Officer (FSO) and confirm the relevant CAGE codes and FCL levels.
• For Joint Venture Offerors: In accordance with Directive-type Memorandum (DTM) 24-004, Facility Security Clearance Requirements for Covered Joint Ventures, an unpopulated Joint Venture offeror is not required to hold an active Secret FCL under its own CAGE code at the time of proposal submission, provided that all joint venturers that will perform classified work possess FCLs at the appropriate level (Secret or higher) verified in NISS.
• Government Verification: The Government will verify all active clearances directly in NISS using the provided CAGE codes.
Multiple Locations:
