About this file

This Scope of Work document, issued by Volusia County in Florida, outlines the requirements for construction of a new Class I landfill expansion area known as the Southeast Expansion Area (SEA) within the existing Tomoka Farms Road Landfill property. The project is designed to provide the County with long-term solid waste disposal capacity extending beyond 100 years. The SEA construction encompasses multiple major work elements, including the development of Cell 1 in two phases (Cell 1 South covering approximately 10 acres and Cell 1 North covering approximately 20 acres), installation of composite geosynthetic liner systems with protective cover, construction of berms, leachate pump stations, and an early landfill gas collection system. Additional work includes grading around the landfill footprint, erosion and sediment control features, construction of a temporary access road, and an intercell separation berm. The project also requires construction of a new lined leachate pond with associated forcemain and lift stations, load-out area, and installation of electrical service for all leachate infrastructure, along with connection of the existing leachate pond system to the new facility. Ancillary support work includes installation of leachate lift stations and forcemain from the landfill to the new leachate pond, construction of an access road from the entrance to the expansion area, and acquisition of all necessary permits.

The Contractor is responsible for furnishing all machinery, tools, equipment, materials, and labor necessary to complete the work in a satisfactory and finished manner, with the understanding that work will occur at an active landfill where additional construction activities may be ongoing. The Contractor must protect all existing infrastructure, including the stormwater management system and perimeter road previously constructed, from damage throughout the project duration. All incidental, minor, and miscellaneous labor, materials, and work items necessary to complete the indicated work shall be completed by the Contractor without additional cost to the County. The document does not specify pricing terms, set-asides, award dates, response deadlines, or contract term details, as this is a scope of work document that would be complemented by additional contract documents, drawings, and specifications.
