The contract will be awarded on a cost-reimbursement basis with no guaranteed volume or compensation. Historical annual compensation for similar contracts has been approximately $5,946,840, with regional allocations ranging from $177,000 to $1,189,140 per fiscal year. Additional funding of up to $1.2 million per fiscal year during the FY 26-27 Biennium may become available pending legislative action. The evaluation criteria allocate 30 percent to qualifications and experience, 50 percent to the project work plan, and 20 percent to cost proposal. Minimum qualifications require at least one year of recent business operations, demonstrated experience in post-adoption services, and proven financial solvency. The solicitation includes provisions for Historically Underutilized Businesses (HUB) subcontracting plans and emphasizes culturally competent service delivery. The contract is contingent upon legislative appropriations, and DFPS reserves the right to adjust projected amounts, change allocation methods, or modify total contract amounts.
