About this file

This is an evaluation tool exhibit for the Texas Department of Family and Protective Services (DFPS) solicitation for Child Protective Post Adoption Services across all eleven DFPS administrative regions. The solicitation requests comprehensive post-adoption services including case management, counseling, mental health services, parenting intervention, support groups, family-centered services, and residential treatment for children with special needs who have exited Child Protective Services conservatorship. A pre-proposal conference is scheduled for January 6, 2026, at 1:00 PM Central Time, with questions due by January 8, 2026, at 10:30 AM and proposal submissions required by January 29, 2026, at 10:30 AM Central Time. The anticipated notice of award is scheduled for April 2026, with a contract start date of September 2026. The contract includes an initial four-year term with potential one-year extensions.

The evaluation will be conducted using a best value methodology allocating 30 percent weight to qualifications and experience, 50 percent to the project work plan, and 20 percent to the cost proposal, with scoring on a scale of 1 to 10 based on detailed evaluation criteria. Historical annual compensation for similar contracts has been approximately $5,946,840, with regional allocations ranging from $177,000 to $1,189,140 per fiscal year, and additional funding of up to $1.2 million per fiscal year during the FY 26-27 Biennium may become available pending legislative action. The contract will be awarded on a cost-reimbursement basis with no guaranteed volume or compensation, and is contingent upon legislative appropriations. Qualified contractors must have at least one year of recent business operations, demonstrated experience in post-adoption services, and proven financial solvency, with provisions for Historically Underutilized Businesses (HUB) subcontracting plans and emphasis on culturally competent service delivery including monthly in-person contact for in-state families.
