The project scope encompasses three primary locations: A-10 Open Channel in Ormond Beach, B-19 Sweetwater Creek in Port Orange, and C-36 Samsula Canal in New Smyrna Beach, plus box culvert bridge #794072 on N. The bid submission deadline is October 30, 2025, at 3:01 p.m. The contract term is 120 days total, consisting of 90 days for substantial completion and 30 days for final completion. The county will award the contract to the lowest responsive and responsible bidder based on evaluation criteria including bidder experience, financial stability, subcontractor qualifications, and performance history.
The total estimated construction cost is $625,350.00, fully funded through a U.S. Department of Agriculture Natural Resources Conservation Services (NRCS) Emergency Watershed Protection Project cooperative agreement, with no local cost-sharing requirement. Contractors must obtain and maintain Commercial General Liability insurance of $1,000,000, Auto Liability of $1,000,000, and Contractors Pollution Liability of $500,000, and must provide performance and payment bonds. Liquidated damages are assessed at $1,685 per day for project delays. All contractors must be licensed in the State of Florida and comply with federal contract provisions, including E-Verify requirements and human trafficking attestation. The solicitation encourages participation by Disadvantaged Business Enterprises (DBEs). Bidders must submit comprehensive documentation including proof of insurance, W-9 forms, state construction contractor licenses, and prime/subcontractor forms. The county reserves the right to reject any or all bid proposals.
