About this file
This is an Exhibit B Title Sheet for a Scoreboard Replacement Project issued by the City of Milpitas, California, detailing the scope of work for the Dixon Landing Park location, one of three municipal parks included in the comprehensive scoreboard replacement initiative. The project requires complete demolition of three existing scoreboards and installation of one large Daktronics Model BA2014 scoreboard and two small Daktronics BA624 scoreboards at the Dixon Landing Park site located at Milimont Drive at Jurgens Drive (northwest corner). Work activities include removal of all above-ground supporting structures and below-ground footings, filling of previous footings with engineered slurry fill, installation of new supporting structures per structural engineering plans dated March 15, 2024, and electrical work including new disconnects, conduit replacement, and ground rod installation. The project is governed by the 2022 California Building Code, 2022 California Electrical Code, 2022 California Energy Code, 2022 CalGreen standards, and 2023 Milpitas Municipal Code. The broader invitation for bid (No. 25-1038) requires contractors to hold C-45 and C-10 licensing classifications and perform at least 50 percent of work directly, with a mandatory pre-bid conference scheduled for May 22, 2025, at 10:00 a.m. and electronic bids due by June 17, 2025, at 12:00 p.m. Pacific Time.
The project includes a 75-calendar-day completion timeline from the Notice to Proceed, with the City purchasing and providing all seven scoreboards for installation across the three locations. Contractors must submit performance and payment bonds equal to 100 percent of contract value, maintain active California Secretary of State registration, and comply with prevailing wage requirements and City of Milpitas business licensing. A local purchasing preference is available for bidders within the municipality, with eligible businesses potentially receiving a ten percent advantage on pricing. The scope of work specifies detailed electrical requirements including new NEMA 3R outdoor disconnects, conductor sizing per California Electrical Code Table 310.16, conduit sizing per CEC Chapter 9, and load determinations considering wind load cases from ASCE 7-16. No specific contract budget is stated in the exhibit, though the comprehensive nature of the project involving seven scoreboards, extensive demolition, installation, and electrical work across multiple locations indicates a significant municipal infrastructure investment. Contractors must provide various certifications including non-collusion declarations and proof of insurance, with the contract representing a firm offer that cannot be withdrawn for 90 days following bid opening.
