About this file

This document is an evaluator's report for Request for Proposal (RFP) No. BPM003384, prepared by an evaluator named Danny Rodriguez. The report assesses nine different offerors (CARDNO, JE Fuller, Natural Channel Design, NextGen, Tetratech, DOWL, J2 Design, Stantec, and Wilson and FNI) who submitted proposals for a state or local department's project work. The companies are primarily located in Arizona, with some having national or global reach, and represent various engineering and design firms specializing in hydrology, dam design, and related infrastructure projects.

The evaluation focuses on each company's experience, expertise, and project approach, with a particular emphasis on their capabilities in hydrology, dam design, and marine/dock projects. A key finding is that while all nine offerors have qualified employees capable of completing the work, most lack significant marine project experience. The evaluation highlights that critical factors for selection include cost management, communication skills, project scheduling, and overall project philosophy. The recommendation suggests that while lack of dock or marine design experience does not automatically disqualify an applicant, it is a significant consideration given the importance of boating access in the project scope.
