About this file

This document is a Standard Operating Procedure (SOP) from Ellington Field in Houston, Texas that outlines the procedures to be followed in the event of the inadvertent discovery of cultural materials on the installation. The SOP applies to installation leadership, training site managers, the base civil engineer, real property office, security police, public affairs office, judge advocates office, maintenance and grounds crews, unit commanders, tenants, and contractors.

The SOP describes the typical situations that could lead to the discovery of cultural materials, such as ground disturbance from construction, maintenance activities, off-road traffic, and outdoor recreation. It also outlines the specific actions to be taken, including ceasing ground-disturbing activities, securing the discovery location, notifying the Environmental Manager (CEV), and awaiting further instructions from the CEV. The CEV is responsible for ensuring the proper protection and treatment of any discovered materials, including notifying the installation commander, the medical examiner if necessary, and determining if the materials are subject to the Native American Graves Protection and Repatriation Act (NAGPRA).
