About this file
This document is a Standard Operating Procedure (SOP) for the Inadvertent Discovery of Unmarked Burials at Ellington Air Force Base in Houston, Texas. The SOP applies to installation leadership, training site managers, base civil engineers, security police, public affairs, and other personnel involved in ground-disturbing activities such as construction, maintenance, and field training exercises. The procedures outline the steps to be taken if unmarked burials, including Native American remains, are discovered, including ceasing work, securing the area, notifying the Environmental Manager, and following protocols for proper treatment and notification of authorities. The SOP references relevant federal laws and regulations such as the Native American Graves Protection and Repatriation Act, the Archaeological Resources Protection Act, and the National Historic Preservation Act.
The SOP provides a flowchart and detailed tasks for the unit commander, environmental liaison, and Environmental Manager to ensure the remains are properly protected and the appropriate consultations are conducted. This includes securing the discovery location, accounting for all remains and artifacts, notifying the installation commander and medical examiner, and determining if the remains are subject to the Native American Graves Protection and Repatriation Act.
