Other:
The estimated price is expected to fall within the price range of greater than 10,000,000.
Responsibility of bidders shall be evaluated in accordance with the information provided on the Bidder's Qualification Form, which can be downloaded from FHWA web site. FP-03 versions can be downloaded at the FHWA web site. FHWA web site is http://www.efl.fhwa.dot.gov/contracting-manuals-guides.aspx then click on Construction Specifications.
Basis for Award:
EFLHD intends to award a fixed price contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)); therefore, the Offeror's technical and price proposal should be clear and complete and contain the Offeror's best terms. The Government reserves the right to conduct discussions if later deemed necessary. The Government further reserves the right to reject any or all offers if such action is in the Government's best interest.
http://www.efl.fhwa.dot.gov/contracting/Documents.aspx
The Government will select the offer that represents the best value to the Government by using the trade-off process described in FAR Part 15. This process permits tradeoffs between price and technical “non-cost” factors and allows the Government to accept other than the lowest priced offer. The award decision will be based on a comparative analysis and an integrated assessment of proposals against all source selection criteria in the solicitation.
Evaluation of Award:
All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The Government is concerned with striking the most advantageous balance between technical merit (“quality”) and cost to the Government (i.e., the price). The degree of importance of price could become greater depending upon the equality of the technical proposals. If competing technical proposals are determined to be essentially equal, price could become the controlling factor. The technical proposal of the firm awarded the contract will be incorporated into the contract by reference and the contractor shall be bound by its contents.
Responsibility of Offeror’s shall be evaluated in accordance with the information provided on the Bidder's Qualification Form, which can be downloaded from FHWA web site. FP-03 can be downloaded at the FHWA web site. FHWA web site is http://www.efl.fhwa.dot.gov/contracting-manuals-guides.aspx then click on “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects”.
Please Note:
This solicitation is a Request for Proposal (RFP). Therefore, there will not be a public bid opening and proposals are not available for review.

The Government will evaluate the qualifications of the Offeror by considering the Offeror’s example projects, past performance, and proposed project team, as described below.
Offerors demonstrating a higher level of successful past performance in the evaluated areas will be more favorably rated.
(a) Example Projects and Past Performance: List 3 projects, performed (completed or currently under construction) within the past 5 years, similar in scope, complexity and magnitude to the Beach Drive Project PRA-ROCR 10(5). Provide customer/owner point of contact, phone number, and email address for each relevant project. Include details regarding project budget vs. total cost and scheduled completion date vs. actual completion date. Provide a statement indicating the Offeror’s experience and technical competence in road construction in high profile and politically sensitive locations, as well as experience with traffic control in high ADT urban areas. In addition, provide a statement indicating the Offeror’s knowledge and experience working in historical or environmentally sensitive areas. List any relevant experience working with the Eastern Federal Lands Highway Division (EFLHD), the National Park Service (NPS), or the District of Columbia Department of Transportation (DDOT) in the DC Metro area.
Include any statements as to the Offeror’s integrity, reasonable and cooperative conduct, and commitment to QA/QC and customer satisfaction.
Maximum Score = 200 Points
(b) Proposed Team: Provide an organizational chart and submit resumes of key personnel to be involved in the project, indicating their specific experience within the past 5 years performing technically similar road and bridge construction work, construction project management, and construction QA/QC work for EFLHD and /or a similar DOT. At a minimum, include the Project Manager, Construction Superintendent, Traffic Safety Supervisor, and the Construction QA/QC Manager, each having a minimum of 2 years’ experience within the past 5 years performing technically the same or similar work. List any subcontractors whom the Offeror proposes to provide services and indicate their experience performing similar work.
Maximum Score = 100 Points
Factor 2 – Planned Approach to Construction and Project Understanding Total Maximum Score = 400 Points
The Government will review and evaluate each Offeror’s understanding of the contract work and overall approach to managing and constructing the project. Provide a general description of the Offeror’s methods and ability to complete the contract work on time and within budget including pavement reconstruction, bridge rehabilitation, utility replacement and coordination, traffic control, and erosion control among the other contract work.
Provide a description of the Offeror’s approach to coordinating and addressing unforeseen utility conflicts with utility owners to minimize impacts to the project schedule.
Provide a description of the Offeror’s approach to coordinating with DC Water’s sewer lining project including, but not limited to, staging and sequencing of work activities and planned approach to addressing known and unknown utility conflicts to minimize impacts to the project schedule.
Provide an overview of the Offeror’s approach to traffic control, including how the Offeror will maintain detour routes and minimize impacts to traffic through project intersections.
Identify how road and trail reconstruction work will be staged to accommodate pedestrian traffic through the project area.
Provide a description of how the Offeror will work with the Government and project stakeholders to help oversee the successful implementation of the Transportation Management Plan, including how public safety and awareness efforts will be addressed.
Provide a description of the Offeror’s means and methods for reconstructing historic stone masonry headwalls to match context and appearance.
Identify how work outside the limits of the roadway (drainage and multi-use trail work) will be performed to minimize unnecessary disturbance to the natural park environment, including trees.
Factor 3 – Project Management and Controls Total Maximum Score = 300 Points
The Government will evaluate the Project Management and Controls of the Offeror by considering the Offeror’s approach to the project’s QA/QC, schedule, and coordination as described below. Offerors demonstrating effective and efficient project management procedures will be more favorably rated.
(a) Quality Assurance and Quality Control: Provide a description of the planned approach to overall quality assurance and quality control, in order to deliver a quality construction project on-time and within budget. Include a summary of the proposed Quality Control Plan demonstrating soundness and reasonableness of the planned approach to QA/QC for construction including materials sampling and testing.
Maximum Score = 100 Points
(b) Schedule: Identify the system to be used for managing the construction schedule and provide a project schedule including critical activities, durations, logical relationships, and construction milestones. Describe the means and methods by which the Offeror will plan and control the scheduling of work to ensure the project is constructed on time or ahead of schedule.
Maximum Score = 100 Points
(c) Coordination: Provide a description of the Offeror’s approach to coordinating and monitoring the commencement, prosecution and completion of work, and reporting to
EFLHD.
Maximum Score = 100 Points
STEP 2 – PRICE
COMPLETING THE BID SCHEDULE
Complete the Bid Schedule(s) by handwriting in ink or typing. Specify a Unit Bid Price, in figures with cents to only two decimal places, for each pay item in the Unit Bid Price column for which a quantity is given. Do not enter or tender a Unit Bid Price for any pay item for which no estimated quantity appears in the Bid Schedule. Determine the products of the respective unit prices and quantities, and show them, in figures, in the Amount Bid column. If a Unit Bid Price and Amount Bid have been inserted by the Government for a pay item, do not change the Unit Bid Price and Amount Bid for the pay item. Determine the Bid Total by adding the amounts of the several items, and show in the block provided on Page B-13 for Schedule A, Page B-17 for Schedule B, and Page B-18 for Schedule C. In case of multiplication errors, the Amount Bid for the item will be based on the Unit Bid Price.
To be eligible for award, Offerors must submit prices for each pay item.
Review Subsection 109.05 of the FP (standard specifications book) regarding scope of payment for direct and indirect payment work.
SCHEDULES OF WORK
The Bid Schedule is comprised of the following separate schedules and options of work:
Schedule A (Base Contract) - Pages B-1 thru B-13 Schedule B (Government Option 1) Schedule C (Government Option 2)
- Pages B-14 thru B-17
- Pages B-18 thru B-18
The Government will award the project as a Base Contract (Schedule A) with the option to award Schedules B and C (Government Options 1 and 2); see FAR Clauses 52.217-4 and 52.217-5.
The purpose of the multiple schedules and options is to give the Government maximum flexibility in completing the project in a timely manner and at a cost-effective price, by proper utilization of available funds and upon receipt of all required funding. If complete funding is in place at the time of award of Schedule A (Base Contract), the Government may award Schedules B and C (Government Options 1 and 2) at that time. If funding for Schedules B and C (Government Options 1 and 2) is received after award of Schedule A (Base Contract), the Government has the right to exercise Schedules B and C (Government Options 1 and 2) at the unit prices bid according to the following schedule:
Schedule B (Government Option 1): No later than 365 calendar days from the Notice to Proceed for Schedule A (Base Contract).
Schedule C (Government Option 2): No later than 30 calendar days from the Notice to Proceed for Schedule A (Base Contract).
BIDDING OF CALENDAR DAYS / COMPLETION OF WORK
Determine the number of calendar days necessary to complete all contract work if all schedules and options are awarded at the same time from Notice To Proceed to contract completion.
Specify the number of calendar days (NOT to exceed the maximum number of calendar days shown in Block 11 of the SF-1442) in the space provided on the Cost Proposal Summary page. If a minimum number of calendar days is provided in Block 11 of the SF-1442, do not specify a number of calendar days lower than the minimum. Failure to specify a number of calendar days for contract completion indicates the acceptance of the maximum contract completion time provided in Block 11 of the SF-1442.
If the Government awards the contract as Schedule A + B + C, the performance period to complete all contract work will be the Total Calendar Days Bid submitted by the successful Offeror on Line (4) of the Cost Proposal Summary page.
If the Government awards the contract as Schedule A only, the performance period to complete all Schedule A work will be the Calendar Days submitted by the successful Offeror on Line (4) of the Cost Proposal Summary page.
If Schedule B (Government Option 1) is exercised after the award of the original contract, the number of calendar days shown on the Cost Proposal Summary page and in Block 11 of the SF-1442 will become the performance period for Schedule B and will start on the effective date of Schedule B’s Notice to Proceed.
If Schedule C (Government Option 2) is exercised after the award of the original contract, the performance period for Schedule C will be conducted at the same time as Schedule A.
In developing a construction schedule to determine the number of calendar days included in the proposal, consider and include any work limitations shown in Sections 108 and 156 of the FP and Special Contract Requirements (SCR’s). Specific work limitations may be (but are not limited to): National legal holidays, weekends, rush hours, night work, specified no work periods, work or traffic control phasing, etc. Take into consideration those work items that are weather sensitive and when those work items will be performed. Specific work items are (but not limited to): those that require a minimum ambient air temperature (asphalt paving and surface treatment, pavement striping, stone masonry, etc); those that require maintaining a minimum surface temperature (concrete pavement, structural concrete, painting, etc); and those that have specific planting seasons (turf establishment, sod, trees, plants, etc). Also consider time required for preparing material and drawing submittals, and the allowable Government review times for those submittals (Subsection 104.03 of the FP and SCR’s). The total calendar days bid should also include any work limitations and any delay days or Contractor/supplier winter shutdowns required due to weather sensitive work items.
For the purposes of calculating calendar days, Offerors are to assume that contract time will start no earlier than February 29, 2016. See Subsection 108.01 of the SCR’s for additional details.
It is expected that DC Water will cause delays to the project for up to 30 working days during Stage 3, 45 working days during Stage 4, and 60 working days during Stage 5. The Government’s Total Calendar Days Allowed, shown on the Cost Proposal Summary page, incorporates these expected delays. Include the DC Water expected delays into the Total Calendar Days Bid, Lines (4) of the Cost Proposal Summary page. No delay damages will be paid for expected delays caused by DC Water. See Subsection 108.01 of the SCR’s for additional details.
When evaluating the cost proposals, the Government will consider the Contract Administrative Cost for the project to be $3,300 per calendar day bid. The Contract Administrative Cost is only used to determine the Evaluation Total Price of Project.
The lowest Evaluation Total Price of Project is defined as:
Schedule A (Base Contract) Bid Total + Schedule B (Government Option 1) Bid Total + Schedule C (Government Option 2) Bid Total + Contract Administrative Cost for Total Calendar Days Bid.
Fill in the Bid Total(s) and the Contract Administrative Cost(s) as directed on the Cost Proposal Summary page(s). Fill in the Evaluation Total Price of Project in the space provided on the Cost Proposal Summary page(s).
The contract administration cost is used for evaluation and ranking purposes only. Do not include any contract administration costs when filling out Block 17 of the SF-1442. The amount in Block 17 should be completed as follows:
Schedule A - $ .
Schedule B - $ .
Schedule C - $ .
STEP 3 – BEST VALUE DETERMINATION
EFLHD intends to award a fixed price contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)); therefore, the Offeror's technical and price proposal should be clear and complete and contain the Offeror's best terms. The Government reserves the right to conduct discussions if later deemed necessary. The Government further reserves the right to reject any or all offers if such action is in the Government's best interest.
