DRAFT MEMORANDUM

Date: July 31, 2015

To: Ella Garcia, PE Work Order Number: 070862.009 From: Monika Blassino, PE Contract Number: DCFA #461-WSA Subject: Preliminary Description of Manhole Access in the National Park Service

Project: Task Order 4 – Rehabilitation of Rock Creek Main Interceptor and Beach Drive Sewers

CC: Dominic Tiburzi, Maria Krug

1.0 Introduction and Background

As a part of the Beach Drive construction by the Federal Highway Administration (FHWA), DC Water will be rehabilitating sewers via manholes located on Beach Drive from Tilden Street to MD border. The disturbance for a portion of this work will be contained in the paved areas, which have previously been disturbed and excavated.

In addition to the manholes located directly in the paved sections, there are a number of manholes located in close proximity to Beach Drive, the associated parking areas, or the nearby trail. The possibility of utilizing these manholes for access was discussed with the National Park Service during the March 19, 2015 progress meeting.

There will also be a future DC Water construction contract to rehabilitate sewers and manholes in the same general area that are not in paving, or in relatively close proximity to paving, parking areas or the trail. The manholes involved in this future contract are well off the road and into the Park area, and will require NEPA documentation prior to approval for construction. It is only the sewers that have manholes in or near paved areas that are the subject of this memorandum and which will be part of the upcoming FHWA project.

The ability to utilize certain manholes outside of paving will determine the limits of the project. As such, a list of proposed manholes to be included in the FHWA project has been generated and categorized in Table 1. Table 1 contains all the manholes and junction structures on this project, their depth based on survey and/or CCTV data, their location with respect to paving, the description of the type of access that is anticipated and the type of modifications that would be needed to perform the work.

It is important to mention that the description of the type of access, possible bypass routes, and set-up manholes for lining of the pipeline are currently preliminary and might change as the design progresses. Furthermore, due to the nature of this type of work, the Contractor performing the work may find that access at a different manhole to be more favorable for a successful completion of lining or bypass operations. As such, Table 1 is a guide to possible uses of the manholes DC Water would like to include on this portion of the project. Attached are the preliminary drawings showing the locations of the manholes with respect to the existing pipelines and the existing roadways and possible bypass pumping routes. Preliminary limits of disturbance are shown and are based on possible locations of bypass pumping set up, CIPP or SPR set up, manhole rehabilitation, and any other work area for the contractor. The record drawings of existing manholes are included in Appendix A. Photographs of critical manholes, particularly outside of pavement, are included in Appendix B.

Manhole Access Description:

1. No access necessary. Line through manhole.

2. Manhole to be used for bypass pumping access. Possible excavation to the bench of the manhole (unless new manhole) or removal of cone, depending on the final sizing of bypass pipeline(s) and the type of existing manhole. The excavation area may be 15 feet by 15 feet in size, centered on the existing manhole.

3. Manhole to be used for lining/SPR set-up location. Possible excavation to the bench of the manhole (unless new manhole). The excavation area may be 15 feet by 15 feet in size, centered on the existing manhole.

4. Manhole to be used for lining/SPR set-up location. Possible removal of manhole cone. The excavation area may be 10 feet by 10 feet in size, centered on the existing manhole.

5. Manhole to be used for lining/SPR receiving location. Excavation likely not required.

6. New doghouse manhole, i.e., a manhole constructed over an existing sewer main. See attached detail.

7. Removal of existing junction structure (JS) top slap and replacement with new top slab with access hatches. The junction structure may be utilized for bypass pumping or lining access.

8. Manhole to be rehabilitated/lined.

9. Possible vehicular access.

10. Possible foot access.
