Rehabilitation of Rock Creek Main Interceptor and Beach Drive Sewers

The District of Columbia Water and Sewer Authority (DC Water) owns a number of sewer assets on National Park Service (NPS) properties. One of these assets is the Rock Creek Main

Interceptor (RCMI) which meanders along Beach Drive NW in Rock Creek Park.

To reduce future impacts of RCMI and Beach Drive sewer rehabilitation, DC Water plans to construct additional manhole vaults which will be installed at strategic locations to accommodate permanent, multi-stage bypass system. Each manhole vault will be cast-in-place and will have 3 to 4 risers with 36-inch diameter watertight frame and cover. Three-riser vaults will have an approximate dimension of 20-ft by 10-ft while 4-riser vaults will have an approximate dimension of 26-ft by 10-ft. During the road reconstruction, 1 manhole vault will be constructed in Stage 3;

4 manhole vaults will be constructed in Stage 4; and 11 manhole vaults will be constructed in

Stage 5. The proposed manhole vaults will require construction duration of 30, 45, and 70 days for Stages 3, 4, and 5, respectively. The construction of the proposed manhole vaults during the road reconstruction will allow DC Water to rehabilitate RCMI and Beach Drive sewers at a later date without cutting the asphalt of the newly constructed road. Manhole vault design will be refined as design progresses. DC Water plans to advertise the manhole vault construction project in Spring 2016.

Questions / Clarifications

The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The

Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. The section of Blagden Bridge shown on plan sheet R04 notes telephone and electric power lines in one of the bridge sidewalks shown to be removed and replaced. We assume you have an

Agreement with these Utility Owners that requires them to expose, protect, support, and replace their lines when maintenance or improvements are needed. Please confirm our assumption.

Response: EFL is coordinating with the utility owners. The pay item 63610-2800 Conduit, 4-Inch, PVC has been added for this relocation work.

2. Blagden Bridge plan sheets R10 and R11 show existing and replacement sections of the sidewalk and bridge railing, but they do not show any utility lines in the sidewalks like the section on R04. Are there utilities in the sidewalk and are they being replaced? Also, what details can you provide us to understand how the utilities pass through the approaches at each end the bridge?

Response: EFL is coordinating with the utility owners. As stated above, there are utility conduits in the right (east) sidewalk on the bridge. Sheets R10 and R11 detail the removal and replacement of sidewalk do not show these conduits, but they are currently encased in the right sidewalk. We do not have any details of utilities on approaches.

3. Please confirm the pay items that are applicable to the Traffic Railing on plan sheet R26 in the Zoo Tunnel. Based in the Estimated Quantities on sheet R02, the only two (2) pay items in this area are Curb, Concrete and Bridge Railing, Steel, One Rail. What pay items cover the excavation for the sleeve posts, the cost of the sleeves and the concrete footings for the sleeves?

Response: As shown on Sheet R02, the related pay items are:

a. 20302-0500 Removal of Curb, Concrete;

b. 20303-3200 Removal of Sidewalk, Concrete;

c. 55601-1000 Bridge Railing, Steel, One Rail;

d. 60901-0000 Curb, Concrete; and

e. 61501-0100 Sidewalk, Concrete

No Direct payment is included for excavation, footings, and post sleeves.

4. Please provide rock elevations within Zoo Tunnel to show if the railing post excavation will be performed in rock or soil.

mailto:eflhd.contracts@dot.gov

Bidders Questions Page 2 of 6

Response: See the added Appendix Zoo Tunnel Rock Elevations.

5. Subsection 107.02 references trees tagged for protection by the CO, but the number of trees are not identified. How many trees (each) should be included in the Contractor's offer for

Subsection 107.02(a) protection of the root area and Subsection 107.02(f) installation of wood slant planting around tree trunks?

Response: Preserve and protect all existing trees, shrubs, and grass areas on or adjacent to work areas that do not reasonably interfere with construction items. This work is incidental and there is no pay item for tree protection.

6. Subsection 107.02(d) references pruning of branches that may be an obstruction or damaged as designated by the CO. The quantity of this work is not identified. How many branches or locations (each) should be included in the Contractor's offer for Subsection 107.02(d) branch pruning? Must the work be completed by the qualified arborist?

Response: Branch pruning is required as an “as needed” basis and is considered incidental to the work. Branch pruning will be as directed by the CO. Yes, a qualified arborist needs to perform the work.

7. Subsection 107.02(d) references branches that may be obstructions or damaged as designated by the CO. The section references Subsection 202.04A. Will the pruning of branches be restricted to the same dates as root pruning? Will any northern long-eared bat assessments as listed in Subsection 202.03 be required?

Response: Pruning trees will not be subject to the clearing or root pruning requirements.

8. Does the owner anticipate any available area(s) within the project limits for the Contractor's laydown or office use?

Response: The Government will not be providing any staging areas outside the work limits.

9. Is any information available on the existing tunnel's ventilation capacity or system?

Response: Zoo Tunnel does not have a ventilation system.

10. Plan Sheet L01, SWM Bioretention Construction Sequence, Step 10, states "Planting. Install the plant materials as shown in the landscaping plan, and water them as needed." Please advise or provide the landscaping plan referenced.
