About this file

This is a Disclosure of Lobbying Activities Form SF-LLL issued by the United States Department of Agriculture (USDA) in connection with Hillsborough County Public Schools' (HCPS) kitchen hood cleaning services procurement. The form serves as a standardized disclosure instrument required under 31 U.S.C. 1352 for reporting lobbying activities related to covered federal actions, including contracts, grants, cooperative agreements, and loans. HCPS is seeking proposals for comprehensive hood cleaning services across approximately 218 school sites in the Tampa Bay area, with an estimated annual requirement of 366 single hoods, 66 double hoods, and 4 triple hoods. Vendors must provide semi-annual exhaust hood cleaning services compliant with National Fire Protection Association (NFPA) 96 standards and establish firm flat-rate pricing structures. Proposals must be submitted electronically via www.myVendorLink.com by Wednesday, August 27, 2025, at 3:00 PM, with a public bid opening scheduled for 3:30 PM and an estimated award date of October 14, 2025. The initial contract term will commence upon board approval and may automatically renew for up to four additional one-year periods, contingent on budget appropriations, contractor performance, and mutual agreement.

The contract is supported by a USDA financial assistance award of $150,000 annually and requires vendors to complete mandatory affidavits including Non-Collusion, Foreign Country Contracting Prohibitions, Drug-Free Workplace Certification, and Human Trafficking Prevention certifications. The pricing structure will consist of firm flat rates per hood type, covering labor, travel time, service truck, fuel surcharges, and all necessary tools and equipment. Bidders will be evaluated based on experience in similar projects, past performance with HCPS, client references, and ability to meet timely service schedules. The solicitation encourages participation from small businesses, minority-owned enterprises, and diverse vendors, though specific set-aside percentages are not explicitly stated. No incumbent vendors are identified in the available documentation. Contractors must submit monthly service schedules, detailed cleaning reports, and maintain compliance with all federal procurement guidelines as a condition of contract performance.
