About this opportunity
The Seattle Office of Planning and Community Development (OPCD) is requesting proposals for two complementary workstreams under its Legacy Homeowner Development Support program, with proposals due September 26, 2026 and an optional pre-submittal conference on August 26. This initiative is funded through a HUD PRO Housing grant and targets low-income homeowners (80% area median income or less) seeking to add infill housing to their properties.
Workstream 1 addresses legacy homeowner education and networking, providing programming to increase homeowner knowledge of development processes, recent zoning changes, and connections with practitioners. Workstream 2 delivers direct, one-on-one technical assistance and pre-development support to advance homeowners toward project readiness and permit submittal. The program aims to support approximately 20 to 30 homeowners through the pre-development process overall.
OPCD anticipates awarding 1 to 3 contracts per workstream. Workstream 1 offers up to $200,000 per consultant; Workstream 2 offers up to $500,000 per consultant. Total maximum funding available is $1,347,500. All work must be completed by June 30, 2029, with services commencing in Q1 2027. The contract is subject to HUD's Consolidated Appropriations Act of 2023, PRO Housing NOFO requirements, and CDBG program regulations.
Proposers must be registered in the City's OpenGov procurement portal and in sam.gov for federal compliance verification. Consultants must obtain a Washington State business license (UBI#) and Seattle Business License if they have physical nexus in Seattle. Workstream 2 proposers must provide proof of insurance prior to award. All awardees must execute the City's standard contract template and complete federal certifications regarding lobbying activities, debarment and suspension, and federal compliance.
Questions are due September 18, 2026. Interviews are anticipated for October 12–16, 2026, with announcement of successful proposers on October 23 and contract execution anticipated by November 25. The City reserves the right to issue multiple or partial awards and does not guarantee utilization.
