About this opportunity
The Department of the Navy Military Sealift Command seeks four time-chartered, U.S. flag, Jones Act-compliant tugs to provide harbor support services and ship handling at Joint Base Pearl Harbor-Hickam, Hawaii, with proposals due September 8, 2026. Amendment A0001, issued September 3, extended the original September 1 deadline by one week and relocated the WAWF clause from the proforma to the SF 1449; offerors with prior timely submissions must reaffirm or resubmit by the new date. The procurement is a Women-Owned Small Business (WOSB) set-aside, unrestricted, designated as a rated order under the Defense Priorities and Allocations System (DPAS).
Place of performance is Pearl City, Hawaii. Vessels must comply with 46 USC 55111 and include tractor-type propulsion, minimum 100,000 lbs bollard pull forward and 70,000 lbs astern, maximum 110-foot length, 11-knot transit speed, 7-day endurance with 500-nautical-mile range, and comprehensive firefighting (3,000 GPM capability), communication, and navigation equipment. Each tug must maintain 24/7 availability with one-hour response during business hours (0600–1800 Monday–Friday) and one- to two-hour response after-hours and weekends. Crew must comply with Service Contract Act Wage Determination No. 2015-0213 (occupational rates range $335.69 to $533.42 daily; mandatory fringe benefits include Health & Welfare at $5.55 per hour, vacation escalating to 4 weeks after 15 years, and minimum eleven paid holidays annually). Contractors must provide Vessel Casualty Plans, Strike Contingency Plans, crew vetting documentation, current U.S. Coast Guard Certificates of Inspection and Documentation with coastwise endorsement, and comprehensive marine insurance (hull, P&I, war risk, and second seaman's war risk coverage, with the United States named as additional assured).
The contract structure consists of one 366-day firm period beginning March 1, 2027, followed by four optional one-year periods extending through January 31, 2032, totaling 59 months. Pricing is firm fixed price for daily charter hire plus separately reimbursed fuel (actual cost), port charges, and pilotage. Estimated after-hours usage is 400–600 hours annually per tug. Award will be made to the lowest-priced, technically acceptable offer without discussions. NAICS code is 488330 (Navigational Services to Shipping); PSC is V124 (Transportation/Travel/Relocation—Transportation: Marine Charter).
