About this opportunity

The Department of the Navy Military Sealift Command seeks to charter two U.S. flag tugs to provide harbor support services and ship handling at Naval Base Guam, with proposals due August 18, 2026 at 1:00 PM Eastern Daylight Time. The procurement was initially designated a Women-Owned Small Business set-aside but Amendment 0003 (issued August 7) clarified the acquisition as full and open competition due to the absence of a restricting WOSB pool.

Place of performance is Piti, Guam. The contract covers a firm period of 365 days commencing February 28, 2027, plus four option periods extending through January 30, 2032 (59 months total). Vessels must be tractor-type, U.S. flag–documented, no longer than 110 feet overall, with minimum specifications including 100,000 lbs forward and 80,000 lbs astern bollard pull, 11-knot transit speed, three winches with 9,000 lbs safe working load each, 3,000 GPM firefighting capability, and non-marking fendering. Response times are 15 minutes maximum during straight time (Monday–Friday, 0600–1800) and 60 minutes maximum during after-hours and weekends. All crew must be U.S. citizens; the Master must hold a Master of Towing Vessels endorsement. Tugs must carry valid USCG Certificates of Inspection under Subchapter M at time of offer. Pricing is firm fixed price with pass-through reimbursable fuel and port expenses; daily hire rates must incorporate Department of Labor wage determinations (NAICS 488330). Offerors must demonstrate corporate viability equal to 45 days of proposed daily charter hire rates, provide evidence of vessel ownership or charter agreements extending five years beyond delivery, and submit strike contingency and vessel casualty plans. Award goes to the lowest-priced, technically acceptable offer from a responsible offeror, with evaluation preference for vessels having 50 percent or more overhaul and maintenance work performed in U.S. shipyards. Amendments 0001 through 0004 (posted July 29 through August 11) extended the due date, addressed Jones Act compliance clarifications, corrected attachments, and confirmed labor rate incorporation requirements.
