About this opportunity

The Hermansville Housing Commission is requesting qualifications for architectural and engineering services for the Golden Shores Apartments potable water infrastructure replacement and lead remediation project, with submissions due November 13, 2026 at 2:00 PM Central Time under RFQ 2026-GS-AE-01.

The project involves surgical extraction of existing lead-soldered copper piping embedded in interior drywall and replacement with commercial-grade PEX-A distribution systems across 24 occupied residential units. The scope encompasses design, specification development, construction administration, and related technical services: stamped engineering schematics, hydraulic load calculations, thermal separation plans, RFP document preparation for construction contractor procurement, technical evaluation services on the RFP committee, full construction administration including milestone inspections, pressure testing certification, disinfection verification, draw request approval, and final closeout.

HHC is following HUD's Qualifications-Based Selection process under 2 CFR 200.320, meaning pricing information must be excluded from initial submissions. Firms will be evaluated solely on technical qualifications using weighted criteria: Specialized Experience (35 points), Past Performance (25 points), Key Personnel Capacity (25 points), and Project Understanding and Approach (15 points). HHC will negotiate a fair and reasonable fixed fee with the highest-ranked firm following technical evaluation.

Required submissions include a Letter of Interest, Standard Form 330 corporate resume, key personnel resumes, minimum three professional references for similar PHA or public works projects, and acknowledgment of HUD Section 3 compliance intent. Firms must also execute HUD Form 5369-C, HUD Form 2992, and Standard Form LLL (Disclosure of Lobbying Activities). Three physical copies and one electronic copy on USB must be submitted to Brooks E. Bray, Executive Director, at the HHC office. Submission of any fee estimates, rate sheets, or cost proposals will result in immediate disqualification. HHC has secured emergency funding baseline authorization for the project.
