About this opportunity

The Housing Authority of the County of Marin is requesting proposals for landscaping and stormwater drainage maintenance services at Golden Gate Village in Marin City, under RFP 2026-01, with proposals due August 24, 2026 at 2:00 p.m. The contract covers Phase 2 areas only; Phase 1 redevelopment areas are excluded. Questions are due August 10, 2026. Optional self-guided site visits are available during daylight hours from July 24 through the proposal deadline with advance notice.

The scope encompasses comprehensive landscape maintenance (turf mowing weekly March through October, as-needed November through February), stormwater drainage system maintenance, litter abatement, irrigation monitoring, and grounds maintenance for designated service areas. Weekly turf maintenance must maintain 12-inch clearances from buildings and 3-foot clearances from roof lines. Catch basin and drainage inlet cleaning is required, with monthly reporting and photographic documentation. The contractor must conduct quality-control inspections, maintain 24/7 emergency contact availability, and respond to emergency conditions within two hours acknowledgment and four hours on-site response for immediate threats to life or safety. Optional services—fire fuel reduction, vegetation management, emergency weed abatement, and tree-related services—may be authorized through task orders or purchase orders at MHA's discretion but are not guaranteed. The contractor furnishes all labor, supervision, equipment, materials, transportation, and disposal.

The base contract term is one year with up to two one-year renewal options. MHA encourages but does not require participation by Section 3 Business Concerns, SBEs, WBEs, MBEs, DBEs, and VBEs. Technical proposals are weighted at 85 percent (landscape maintenance experience, technical approach and work plan, staffing and capacity, drainage experience, and past performance) and cost proposals at 15 percent. Contractors must provide Workers' Compensation Insurance, General Liability Insurance with minimum $1,000,000 each occurrence (MHA named as additional insured), and Automobile Insurance ($1,000,000 combined single limit). Monthly unit pricing is required for routine services and hourly labor rates for ten positions including landscape laborers, crew supervisors, irrigation technicians, drainage workers, equipment operators, and certified arborists. Equipment rates cover dump trailers, chippers, brush cutters, mini excavators, and aerial lifts. Proposers must complete mandatory HUD forms including HUD-5369-B, HUD-5369-C, HUD-50071, HUD Form 5370-C, and HUD Standard Form LLL. MHA wage determination applies; laborers and mechanics must be paid semi-monthly at rates not less than those specified, with overtime at one and one-half times the basic rate for hours exceeding 40 per week when the prime contract exceeds $100,000. No subcontracting or assignment is permitted without prior written MHA consent. The contractor must execute MHA's contract form without modification; proposers unwilling to accept any clause must notify MHA before submission or will be deemed ineligible.
