About this file
This is a Data Item Description (DID) document, form 1664, that establishes requirements for a Production Surge Plan as a contractual deliverable. Identification number DI-MGMT-80969, approved on November 23, 1990, and maintained by the Office of the Deputy Chief of Staff for Operations, it applies to contracts requiring production surge capability for select critical items.
The Production Surge Plan delineates a contractor's capability to rapidly accelerate and sustain production using existing facilities and equipment in a peacetime acquisition environment without declaring war or mobilization. The plan must include the maximum sustainable production rate with a production buildup schedule by month until achievement, accounting for subcontractor and vendor capacity. Required content includes two lists identifying subcontracted and non-subcontracted items/components with nomenclature, part numbers, leadtimes, and production volumes of long-leadtime or critical/pacing items; a list of government contracts at the contractor's facility with surge provisions, including contract numbers, items, and Defense Materials and Defense Priorities Systems assignments; assessment of additional skilled labor requirements such as machinists and tool makers; identification of strategic or critical materials and precious metals needed with quantities, costs, and substitute materials; and a list of production equipment, tooling, and costs down to the lowest subcontractor tier that would increase surge capacity by at least 10 percent or reduce leadtimes. The plan may be used independently or with DI-P-7046 (Industrial Preparedness Planning Data) and supersedes DI-P-1634A.
