About this file
This is a Data Item Description (DID) document, specifically Form 1664, that establishes requirements for a Production Surge Plan deliverable in federal contracts.
The Production Surge Plan is required when a contractor must demonstrate capability to rapidly accelerate and sustain production using existing facilities and equipment in a peacetime acquisition environment without declaring war or mobilization. The plan must include the maximum sustainable production rate with a month-by-month buildup schedule until peak production is achieved, considering subcontractor and vendor capabilities. It requires two separate lists: one identifying subcontracted items and components with nomenclature, part numbers, leadtimes, and production volume impacts, and another for non-subcontracted items. The plan must also include a comprehensive list of Government contracts at the contractor's facility eligible for surge production, with contract numbers, items, and Defense Materials System and Defense Priorities Systems priorities. Additional required elements are impact analysis describing effects on other Government contracts and the contractor's commercial business, all additional skilled labor requirements needed to support maximum production rates, identification of strategic or critical materials and precious metals with quantities and costs, and a list of production equipment and tooling with associated costs. The document was approved February 14, 2019, and is applicable under AMSC Number A4923. The plan may be used independently or in conjunction with, but not in lieu of, DI-P-7046 (Industrial Preparedness Planning Data).
