About this file

This is a Data Item Description (DID) form that establishes the format and content requirements for a Production Surge Plan deliverable in federal contracts. The DID, identified as DI-MGMT-80969, was approved on February 14, 2019, and applies to contracts requiring production surge capability for select critical items. The office of primary responsibility is A/AMOCM/FD, and the applicable AMSC number is A4923.

The Production Surge Plan delineates a contractor's capability to rapidly accelerate and sustain production of existing facilities and equipment in a peacetime acquisition environment without declaring war or mobilization and subsequent use of emergency war powers. The plan must address the maximum sustainable production rate, including a production buildup schedule by month until achieving the maximum rate, and must account for subcontractor and vendor capacity to expedite production and delivery of components and materials. Required content includes: (1) a rate section describing maximum sustainable production with vertical planning verification; (2) two lists identifying subcontracted and non-subcontracted items/components by nomenclature, part number, leadtime, and production volume of long-leadtime, critical, or pacing items that could adversely impact production; (3) a list of Government contracts at the contractor's facility with production surge provisions, including contract numbers, items, and Defense Materials System/Defense Priorities Systems priorities; (4) impact analysis describing effects on current Government contracts and contractor's commercial business; (5) identification of additional skilled labor requirements; (6) a list of strategic or critical materials and precious metals by type, quantity, and cost with substitute materials identified; and (7) a list of production equipment and tooling, down to the lowest tier subcontractor, with costs and estimated surge capacity increases. The DID supersedes DI-P-1634A and may be used independently or in conjunction with DI-P-7046 (Industrial Preparedness Planning Data).
