About this opportunity
The United States Air Force through the Air Force Sustainment Center at Tinker Air Force Base is soliciting for the remanufacture of T-38 Electro-Mechanical Actuators under a firm fixed-price Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5-year ordering period. The solicitation covers two distinct NSNs: NSN 1680-00-872-7023RK (Part Number R1668-1) with a minimum of 3 and maximum of 250 units, and NSN 1680-00-902-2196RK (Part Number 817T100-1) with a minimum of 3 and maximum of 285 units. Remanufacture work must return items to like-new condition through disassembly, cleaning, inspection, maintenance, reassembly, testing, and finishing in accordance with applicable Technical Orders and all solicitation requirements. Contractors must possess qualification requirements as documented in the Justification for Qualification Requirements (JQR) memorandum and demonstrate capability to establish quality systems, special tools and test equipment, parts control programs, and supply chain risk management plans addressing continuity of operations, foreign influence, and cybersecurity per NIST standards. Award will be made to offerors offering the best value based on integrated assessment criteria including price and potentially quality of performance factors such as past performance and on-time delivery, with only proven contractors who adequately meet Initial Production Evaluation (IPE) requirements eligible for subsequent delivery orders beyond the initial IPE award. The proposal due date is February 9, 2026, providing one week from the February 2, 2026 posting date for submission.
This procurement carries no set-aside designation and identifies no incumbent contractors in the solicitation materials. The estimated contract value is substantial, with Government-Furnished Property documentation indicating a provisioned value of $39,375,000.00 based on 250 units at $75,000 each for the first NSN and 285 units at $75,000 each for the second NSN. The contractor must deliver 10 units every 30 days after receipt of order (ARO) with reparable units accepted, with early delivery acceptable, and must complete an Initial Production Evaluation on three units of each line item within 90 calendar days of the first delivery order. Remanufactured items must comply with Item Unique Identification marking per MIL-STD-130, be packaged in accordance with MIL-STD-129 and MIL-STD-2073-1 standards, and be shipped F.O.B. Origin to DLA Distribution Depot Oklahoma at Tinker Air Force Base, Oklahoma 73145-8000. Work performance will take place in Oklahoma, USA, and contractors must submit multiple data deliverables including Commercial Asset Visibility (CAV) reporting within 24 hours of transactions, monthly production reports within five business days of month-end, annual government property physical inventory reports, and a Technical Data Package due 18 months after contract award in PDF and STEP format.

The United States Air Force through Air Force Sustainment Center (AFSC), Tinker AFB 73145 is contemplating the Remanufacture of the T-38 Electro -Mechanical Actuator. The contractor shall provide all labor, facilities, equipment and all material to accomplish remanufacture. The work encompasses the disassembly cleaning, inspection, maintenance re-assembly, testing, and finishing actions required to return the item to a like-new condition in accordance with the solicitation requirements and all attachments. A firm fixed price, Multiple Award (MAC), Indefinite Delivery Indefinite Quantity (IDIQ) type contract is contemplated with a 5-year ordering period.

Qualification Requirements: QUALIFICATION REQUIREMENTS APPLY. Interested vendors that have not been previously qualified for this acquisition must submit a Source Approval Request (SAR) package to the Source Development, Small Business Office at 405-739-7243. As prescribed in FAR 9.202(e), the contracting officer need not delay a proposed award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification.
Part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from approve sources.

The request shall be on company letterhead and include the applicable solicitation number, the specific data needed (including TO and/or drawing numbers), and a copy of the current, approved DD Form 2345. Some units of items listed in Section B may, upon disassembly and/or inspection, be determined to be beyond repairable limits specified in the Work Specification and/or Technical Orders. Any cost for work performed by the Contractor, prior to determination that such equipment is beyond repairable limits, shall be included in the unit price(s) of the listed item(s). Condemned units will not be counted as production.
