About this file

This is a Data Item Description (DID) document for the Production Surge Plan, identified as DI-MGMT-80969, approved by the Office of Primary Responsibility (A/AMOCM/FD) on February 14, 2019. The DID provides format and content preparation instructions for contractors to develop a Production Surge Plan demonstrating their capability to rapidly accelerate and sustain production of select critical items using existing facilities and equipment in a peacetime acquisition environment without declaring war or mobilizing emergency powers.

The Production Surge Plan must include: the maximum sustainable production rate with a monthly buildup schedule until achieving peak capacity, considering subcontractor and vendor capabilities; two itemized lists identifying subcontracted and non-subcontracted items/components by nomenclature, part number, leadtime, and production bottlenecks that could adversely impact the production rate; a list of Government contracts at the contractor's facility with production surge provisions, including contract numbers, items, and Defense Materials System and Defense Priorities Systems priorities; an impact analysis describing how surging this contract would affect performance on other Government contracts and the ability to surge other contracts; additional skilled labor requirements necessary to support maximum sustainable production; a list of strategic or critical materials and precious metals required, including quantities, costs, and rolling inventory plans within six months; and a list of production equipment, tooling, and costs that would increase surge production capacity by at least 10 percent or reduce leadtime, with estimated impacts on surge rate and leadtime. The plan may be used independently, with, or in conjunction with other related documents such as DI-P-7046 (Industrial Preparedness Planning Data). The AMSC number is A4923.
