About this file

This document is a Questions and Answers addendum issued by the Franklin County Purchasing Department for RFP# 2026-08-05 regarding Process Server Services for the Franklin County Child Support Enforcement Agency, dated March 17, 2026. The RFP solicits proposals for process server services with an estimated volume of approximately 2,000 service request packets annually, though this figure is an estimate and actual volumes may be lower. Approximately 97% of service requests are expected to occur outside Franklin County but within Ohio, with less than 1% historically requiring 8-hour rush service. The deadline for sealed proposal submission is April 15, 2026, at 2:00 PM EDT to the Franklin County Purchasing Department, with public opening occurring virtually via Microsoft Teams. Vendors must submit one hard copy and one electronic copy on a flash drive to the specified location at 373 South High Street, 25th Floor, Columbus, Ohio 43215-6315, directed to Sandra Hernandez, Bidding Coordinator.

Vendors must register as Franklin County vendors at no cost through the county's online vendor registration system prior to accessing bid documents; no OhioBuys registration is required. Testimony services are expected to be included within the quoted unit pricing with no separate compensation mechanism. The MBE Set Aside designation referenced in the OhioBuys listing is informational only and not a mandatory eligibility requirement. All proposals received after the submission deadline will be rejected, with the Franklin County Purchasing Department timestamp serving as the sole factor in determining timely receipt. Proposers are required to submit the Questions and Answers document signed by an authorized representative as confirmation of receipt with their bid.
