About this file
This document is a Questions and Answers summary issued by the Franklin County Purchasing Department on February 17, 2026, regarding Request for Proposal (RFP) #2025-04-20 for Fleet Vehicles. The RFP seeks pricing for four categories of vehicles: passenger vehicles, police cruisers, light trucks, and aftermarket accessories. Rather than specifying exact makes and models, the county requests all models available under each manufacturer, as different county departments have varying vehicle needs—for example, Adult Probation may require a full-size SUV, while the Finance Department may need a sedan or small SUV, and Parks and Facilities Management may require a mid-size pickup truck with specific features. The county explicitly states it is not seeking upfitted vehicles. Sealed proposals are due by 3:00 p.m. on February 25, 2026, at the Franklin County Purchasing Department, with public opening occurring virtually via Microsoft Teams. The deadline to submit questions was February 13, 2026, and no further questions will be answered. Proposals received after the deadline will be rejected, with the Purchasing Department's timestamp serving as the official record of receipt time.
Submission of proposals must be made by mail or in-person delivery; email and fax submissions are not permitted. The document does not specify pricing structures, contract terms, renewal options, set-asides, incumbent information, or funding sources. No information regarding site visits or bidders' conferences is mentioned in this Questions and Answers document.

Section Question: Answer:
1. I am reviewing the RFP publication on the internet and did not notice a specification list for the four items; passenger vehicles, police cruisers, light trucks and aftermarket accessories. For instance, are you seeking prices on specific models and uplifting?
Please advise if I’ve missed an addendum or if the RFP was purposely generic.
We are not being specific on make or model.
Each vehicle order will be for a specific purpose.
For Example: Adult Probation needs a vehicle, I would request specs and pricing from the winning bidder on a full-size SUV. If EDP needs a vehicle, I would request specs and pricing on a sedan and a small SUV. If PFM needs a pickup truck, I would request specs and pricing for a mid-size pickup truck 2WD, extra cab space, with a spray-in bed liner.
We are looking for all models under their manufacturer. We are not looking for upfitting.
