About this opportunity
Franklin County Department of Sanitary Engineering is requesting qualifications from professional engineering firms for design, bidding, construction administration, and construction inspection services on the GEMS Water Main Replacement Project (S. Grener Avenue, Emmit Avenue, Mix Avenue, and Sullivant Avenue) under RFQ 2025-09-03, with statements of qualifications due April 24, 2025 at 2:00 PM EDT.
The scope involves replacement of mid-1950s cast iron water mains (6 to 10 inches in diameter) across approximately 8,000 linear feet in an urbanized neighborhood on Columbus's west side. Concept quantities include 8-inch and 12-inch water pipe, 84 water service line transfers, 24 valve assemblies, 24 fire hydrant assemblies, and 1,280 cubic yards of asphalt concrete restoration. The selected firm must hold Ohio professional engineering licenses, demonstrate experience with water system design per City of Columbus standards, and possess knowledge of current Ohio EPA regulations and AWWA standards. Key personnel must include a project manager with minimum five years of project management experience and valid Ohio engineering license, construction administration and inspection staff with relevant infrastructure experience, and surveyors with ten years of experience and Ohio licensure.
Funding for the engineering and design phase is anticipated from the Ohio Environmental Protection Agency's Water Pollution Control Loan Fund, with construction funding expected from both WPCLF and the Ohio Public Works Commission. The design phase is anticipated to take eight months from contract award, with project bidding expected around mid-February 2026 and construction award anticipated in late May 2026. Construction must commence by the end of June 2026 per OPWC funding requirements. A pre-submittal conference is scheduled for April 9, 2025 at 10:00 AM via Microsoft Teams. The written question deadline is April 11, 2025 at 5:00 PM EDT. The County intends to execute a single contract with one design professional and reserves the right to reject all submissions and reissue the RFQ at a later date if no acceptable agreement can be negotiated.
