About this file

This is a Request for Proposal (RFP) issued by Franklin County, Ohio, specifically the Franklin County Child Support Enforcement Agency (FCCSEA), seeking qualified vendors to provide process server services for service of legal documents. The County intends to award one contract, though it reserves the right to award multiple contracts at its discretion. The primary service involves locating parties and delivering legal process documents for both judicial and administrative proceedings within Franklin County and adjoining counties (Delaware, Fairfield, Licking, Madison, Pickaway, and Union County). Vendors must obtain documents at least twice weekly from the Franklin County Clerk of Courts (Domestic and Juvenile Divisions) and from FCCSEA, with routine service required within three days and rush service within eight hours of document receipt. Based on 2024 data, FCCSEA estimates approximately 2,000 service request packets annually. The proposal deadline is April 15, 2026, at 2:00 P.M. EDT, with an estimated contract start date of July 1, 2026. No pre-proposal conference is scheduled. The contract period shall not exceed twelve months, with possible renewal or extension at the County's discretion.

Pricing must be submitted on a per-unit basis for routine service within Franklin County, routine service outside Franklin County but within Ohio, rush service within Franklin County, rush service outside Franklin County but within Ohio, and unsuccessful service attempts (defined as failure to serve after at least three attempts). All prices must be all-inclusive of service attempts, mileage, travel, court appearances, meetings with FCCSEA staff, and miscellaneous expenses. Vendors are required to provide three references, proof of three years' experience in process service, employee lists with certifications, evidence of authorization to do business in Ohio, and completion of multiple affidavits including lobbyist disclosure, delinquent personal property tax certification, and small and emerging business enterprise information. Vendors must also submit a W-9 form, Certificate of Good Standing, and Bureau of Workers' Compensation certificate. No local set-aside is explicitly stated, though additional points may be awarded to vendors with no offshore presence. Funding is contingent upon the availability of non-federal share and federal financial participation (FFP) reimbursement under Title IV-D of the Social Security Act. The contract will be governed by the IV-D Contract form (JFS 7018) and is subject to federal compliance requirements including IRS, Federal Parent Locator Service, and Ohio Department of Taxation information security protocols.

Upon completion of Phase 2 as detailed in Section 2.3.1(2) above, the County reserves the right, but is not obligated, to enter into Phase 3 Interviews with a certain number of vendors submitting the highest-ranked proposals.

Section 3.0 Scope of Work

BACKGROUND:

Pursuant to Ohio law, Franklin County Child Support Enforcement Agency (“FCCSEA”) is required to show proof of service to clients served by FCCSEA of adequate notice of legal actions. FCCSEA seeks a qualified contractor who can meet the requirements listed below.

ESTIMATES:

For purposes of this contract, the number of personal service attempts is an estimate. The Franklin County Child Support Enforcement Agency may, in fact, refer fewer services of process than the number estimated in this contract. The number of referrals for personal service of process attempts within Franklin County may be two thousand (2,000) per year, based upon 2024 numbers.

This number is provided as an estimate to assist potential vendors in calculating the submittal price. A unit of service that is billable to the County is “successful service” or an “unsuccessful service” with at least, three (3) attempts per person, per service. If the contractor discovers the residence is vacant or there is credible evidence the person sought does not reside at the residence, the contractor shall immediately contact the FCCSEA to obtain a new address. A unit of service is not billable to the County if it includes the cost of “unsuccessful service attempts” plus the cost of the “successful service”. In this circumstance, the County will only pay the cost of the “successful service”.

SUCCESSFUL VS. UNSUCCESSFUL SERVICE:

For purposes of this contract, “successful service” is defined as: “Personal service of process pursuant to Civ.

R. 4.1(B), i.e., locating the person to be served and tendering a copy of the process and accompanying documents directly to the person to be served.

“Unsuccessful service” is defined as failure to tender a copy of the process and accompanying documents directly to the person to be served.

“Residence service” under Civ. R. 4.1(C), i.e., the process server leaves service documents with a person of suitable age and discretion at the place of residence of the person to be served, or any other type of service such as mailing, etc. are explicitly prohibited under this contract.

Vendor will be paid for successful service and unsuccessful service attempts if at least three unsuccessful attempts were made, per person, per service request. As noted above, a unit of service is not billable to the County if it includes the cost of “unsuccessful service attempts” plus the cost of the “successful service”. In this circumstance, the County will only pay the cost of the “successful service.

PROCESS:

The vendor shall obtain all documents to be served for Judicial Proceedings from the Franklin County Clerk of Courts at least two times (2) per week, but no less frequently than every four (4) days.

The vendor shall obtain documents to be served for Administrative Proceedings from FCCSEA at least two

(2) times per week.

At least three (3) attempts must be made by the vendor to serve the designated party at a valid address provided by the FCCSEA. Vendor is encouraged to employ any efforts to find the party to be served including, but not limited, to contacting the other party on the case and/or using other methods to determine the whereabouts of the party to be served. If it is obvious that the person to be served is not at the address provided (i.e., the dwelling is vacant or no longer exists), then the vendor must make immediate contact with FCCSEA to obtain a new address.

RFP v. 1.29.2026 Page 10 of 33 RFP# 2026-08-05 Process Server - v 1
