About this file

This document outlines Covid-19 protocols for transient workers and aviation operations at Katmai National Park and Preserve. It requires all transient project partners and contractors to follow CDC domestic travel guidance, and obtain a negative Covid-19 test up to three days prior to arrival if unvaccinated. If a transient worker tests positive, the project focus becomes supporting contact tracing, isolation and quarantine. Aviation operations allow full aircraft capacity for vaccinated passengers, and reduced capacity for unvaccinated passengers. Unvaccinated individuals must show proof of a negative Covid-19 test up to three days prior to flights, and those staying overnight backcountry require testing as well. Face coverings are mandatory on all flights. The related federal contract opportunity is for the Brooks Camp Wastewater Treatment Pond project at Katmai National Park and Preserve, solicited by the National Park Service National Office within the Department of the Interior.

National Park Service U.S. Department of the Interior

Katmai National Park and Preserve 2021 Transient Worker / Project Covid-19 Standard Operating Procedures

Overview and Purpose

As our nation continues to confront the coronavirus pandemic, public health and safety is our paramount priority. This document, along with the guidance on InsideNPS, replaces the 2020 Adaptive Operations Recovery Plan and sets forth the operational posture and principles guiding NPS implementation of the following directives:

Executive Order 13991 on Protecting the Federal Workforce and Requiring Mask-Wearing (January 20, 2021), Office of Management and Budget Memorandum M-21-15 on COVID-19 Safe Federal Workplace: Agency Model

Safety Principles (January 24, 2021), and Department of the Interior COVID-19 Workplace Safety Plan.

The operational posture of the National Park Service has shifted from adaptive recovery to advancing the following goals adapted from the DOI Workforce Safety Plan:

Halt the spread of coronavirus disease 2019 (COVID-19) by relying on the best available data and science-based public health measures;

Prioritize the health and safety of the federal workforce; and Sustain the mission of the National Park Service and mitigate impact to park resources, the economy, and the functioning of society.

Specific guidance aligning with these goals and the principles below will be issued and updated on InsideNPS (inside.nps.gov/coronavirus) to help managers make operational decisions based on the best available data and science.

Katmai NP&P 2021 transient worker project requirements:

Each transient project must have a park primary point of contact assigned, who will be responsible for coordinating all aspects of the project in question including partner or contractor compliance with this SOP.

Consistent with the NPS’ current national directives and goals, Katmai NP&P will follow all applicable National, State and local coronavirus guidance relating to all transient project partners and contractors traveling to the park and wanting park support by working closely with park staff while on site or using park housing, office space and equipment.

Regarding domestic travel, Katmai currently requires transient project partners and contractors to follow current CDC guidance. The most current CDC travel guidance can be accessed at any time by following the link shown below. Also, if, at any time, State or local domestic travel requirements are more restrictive than current CDC guidance then the park will also adopt those more restrictive requirements.

Domestic Travel During COVID-19 | CDC

P.O. Box 7 King Salmon, AK 99613 907-246-3305

In order to comply with CDC travel guidance while also trying to support transient project needs, if an unvaccinated transient project partner or contractor arrives to the park without proof of a negative viral test within the previous 1 – 3 days, that transient project partner or contractor will be required to take a Covid-19 test locally (at no cost) prior to being allowed to occupy NPS housing, office space or equipment.

What happens if a transient project worker test positive while in the park?

If a transient project partner or contractor tests positive for Covid-19 during their time in the park, the focus and priority of that project will adjust to dealing with this development. Such a response will involve removing the individual from the park while also following Covid-19 precautions, and working to support case tracing, isolation and quarantine requirements as needed.

KATM 2021 Operating Season Aviation Covid-19 Mitigation Protocol

Date: 04/21/2021

To: KATM Aviation Program Users

The following standard COVID-19 mitigations will apply to all non-emergency aviation operations for the 2021 season:

Airplane Capacity Limitations:

Cessna 185 – All occupants fully vaccinated: Pilot plus 3 passengers Unvaccinated: Pilot plus 2 passengers

DHC-II Beaver – All occupants fully vaccinated: Pilot plus 6 passengers Unvaccinated: Pilot plus 3 passengers

Cub – Pilot plus 1 passenger

Covid-19 Testing Requirements:

Fully vaccinated people do not need to test. In order to comply with CDC guidance while also trying to support park project needs, unvaccinated individuals should show proof of a negative viral Covid-19 test taken between 1

- 3 days before any scheduled park flight. Unvaccinated individuals without proof of a negative viral test within the previous 1 – 3 days will be required to take a Covid-19 test locally (at no cost) prior to being allowed to fly.

However, for KATM staff, if testing is not possible within the 1-3 day window, a staff person who participates in the park’s voluntary weekly testing during the week prior to the scheduled flight and has tested negative will also meet this requirement.

Unvaccinated individuals planning a backcountry deployment that requires an overnight stay should show proof of a negative viral test for Covid-19 taken between 1 - 3 days before any scheduled park flight. No backcountry deployments of unvaccinated individuals will be approved without proof of such a negative test.

PPE:

Approved masks/face coverings will be required at all times inside the aircraft regardless of vaccination status.

Passengers should not share aviation PPE and may be expected to handle their own gear during loading and unloading of aircraft.

Current Health Status:

All pilots and passengers must answer the following CDC COVID-19 screening questions prior to the flight and report any recent symptoms or know/potential exposures at the time of flight briefings to your flight leaders. (1).

Have you submitted a Covid-19 Mitigation Plan for Transient Workers (if applicable)? (2). Have you had any recent known potential exposures to anyone with COVID-19? (3). Have you experienced fever, chills, cough, shortness of breath, difficulty breathing, fatigue, muscle or body aches, headache, new loss of smell or taste, sore throat, congestion or runny nose, nausea or vomiting and or diarrhea within the past 24 hours?

Transport of known or suspected COVID-19 patient:

When transporting a known or suspected COVID-19 patient, only fully vaccinated and essential personnel will be allowed on the flight. During the flight, the pilot and all passengers will be required to follow all current CDC recommendations for such transports. Following the transport of a patient, the pilot will be responsible for cleaning and sanitizing the aircraft following current CDC recommendations.

Quarantine:

Unvaccinated individuals traveling in from outside the King Salmon area must meet all quarantine requirements prior to flying in NPS aircraft.

Updates:

As the Park adjusts to changing CDC requirements, Public Health guidance, or local conditions this protocol may be updated as needed. It is the responsibility of all aviation users to check with the KATM Dispatch office for an updated version of this protocol prior to participation in a flight.
