Site access is typically by boat, barge, or fixed winged aircraft. Access via rotary‐ wing/helicopter is only aloud between October 1 and June 1 and requires a permit.
For boat/barge access contractor must notify Park dispatch for sailings to and from
Brooks Camp.
Barge access is dependent on seasonal lake levels and is generally available beginning between July 15 and August 1 of each year.
Migratory Bird Treaty Act clearing restrictions: No clearing activities shall occur between
April 15 and July 15.
NPS shall provide 13,000 gal of diesel fuel, and 500 gal of gasoline at the project site for the contractor’s use towards the project specified in these Specifications. Contractor shall not import diesel fuel or gasoline into the Park without prior authorization from the Contracting Officer.
All contractor employees working on site between April 1 and December 1 must attend a bear orientation prior to working on‐site. Employees SHALL NOT be permitted to commence work on‐site prior to receiving bear orientation.
All vehicles and equipment shall be inspected by the Contracting Officer and Park
Natural Resources staff prior to their entry into the Park for invasive species, seeds, mud, weeds, and other unwanted substances. This inspection will occur in King Salmon, Alaska immediately prior to mobilization to the Project. Steam clean all earth‐moving equipment and vehicles before entering Lake Camp. Correct all oil and fluid leaks in vehicles and equipment before entering Lake Camp and immediately upon occurrence.
All ground disturbance and excavation activities require archeological monitoring. The archeological monitor will be a representative of the Government designated to oversee construction activities that could disturb archeological resources. Daily work Schedule to be submitted detailing construction work in archeologically sensitive areas. At least one week before on‐site work begins, Contractor shall meet with Contracting Officer and
Archeological Monitor to discuss Daily Work Schedule and equipment and special methods to be used in archeologically sensitive areas.

Contractor is advised that, at a minimum, one visitor bus travels from the
Brooks Camp area to the Valley of 10,000 Smokes daily between June 1 and
October 1. It typically departs at approximately 9:00 AM and returns at approximately 4:00PM, but the schedule may vary. The immediate area on the
Valley Road through which the bus is traveling must be clear of all personnel and equipment during transit times.

13. Source selection:
Section L outlines the information the NPS would like to see in the technical proposals.
Section M describes how the technical proposals will be evaluated.
Source selection will be best value ‐ see Part B of section M.
It is imperative that the offerors address the evaluation factors listed in L specifically.
We are primarily interested in the capabilities and experience of key personnel as it relates to the scope and conditions of this project.
Evaluation Factor 2 is a proposed construction schedule. In preparing the schedule be sure to account for lake level barge access and the Migratory Bird Treaty Act clearing restrictions in the spring.
14. Anticipated project milestone dates:
Due date for questions after the site visit is 6/7/21, at 2:00 PM MDT
Proposals due 6/10/2021, 2:00 PM MDT.
Contractor selection by late‐June
Construction Contract Award in mid‐July.
The limited NTP issued August 1, 2021.
The limited Notice to Proceed would be for mobilization, clearing and grubbing, and the extraction and processing of earthwork materials. Div 1 submittals will need to be submitted and accepted by the NPS prior to issuing the limited NTP. Refer to specification section 01 31 00, Part 1.3.
There are no contractual requirements for specific scope/work to be completed in the
2021 and the 2022 season. The NPS is open to extending the POP of this project into the
2023 season, however, the project must be complete and the contractor prepared to demobilize as soon as lake levels allow in the 2023 season to accommodate the contractor who will be mobilizing into the site to begin the Valley of Ten Thousand
Smokes Road Project in 2023.
15. Valley of Ten Thousand Smokes Road Project – 2023:
This project will upgrade the existing gravel road as necessary to support current and projected traffic patterns, in Katmai National Park and Preserve. The work will include addressing minor drainage issues along the roadway, including culvert replacement, minor grade adjustments, and reconditioning gravel turnouts. The project will include processing and stockpiling crushed aggregate for resurfacing and future roadway maintenance.
Project highlights include:
• Mining gravel at the 5‐mile pit for road rehabilitation purposes (2,370 cy) and stockpiling gravel (10,500 cy) for future maintenance needs along the road;
• 3 to 4‐month long construction window (possibly a one season project if a contractor is already mobilized);
• Replace culverts, improve drainage issues, addition of gravel to roadbed in specific areas;
• Improve gravel pullouts along this one lane road.
The Valley Road project will be solicited in 2022. The plan is to have that contractor mobilize in the summer of 2023 when lake levels allow.
Will likely be a small business set‐aside. Estimated Price Range: Between $1,000,000 ‐
$5,000,000.
The successful offeror on our treatment pond project will have the opportunity to bid on the
Valley Road Project.
16. We encourage any of the interested offerors to visit the site. Please contact Les and myself and we will make arrangements for Park staff to meet you at the Ranger station. Anyone visiting the site will need to complete bear training at the Ranger Station upon arrival. Park staff will escort you and provide transportation to the various sites.
17. Questions:
Will a list of attendees be provided? Response: yes.
AM#2 allows us to submit previously completed PPQS, would CPARS also be accepted?
Response: Previous CPARS are acceptable.
Who offers barge service in the Lake? Response: Adesco. Mr. Randy Zimins. 907‐469‐
Wondering if you could describe the bathymetry for the barge Landing in Brooks for
Water Level? Response: The lake is shallow for about 200 feet from shore. Barge access is only possible when lake water levels are up in the late spring and early fall.
See sheet C21 for seasonal lake levels as well as attached PDF Barge Landing
Bathymetry.
The existing stockpiles located on site in Mile 5 pit is already spoken for? Response:
Yes, it will be used to repair Pak roads.
