Brooks Camp Wastewater Treatment Pond

Katmai National Park and Preserve Preproposal Meeting

June 3, 2021

By Les Geisler and Brian Heitman

• Roll call. Attendance list to be issued as an amendment to the solicitation along with the pre‐bid meeting minutes.

• Introductions for NPS staff present.

• Thank you all for taking the time to meet with us today. The project is extremely important to the Park. The Park has recently decommissioned the existing septage disposal pit and given approval by ADEC to temporarily dispose of the septage in trenches at the Mile 2 pit. This project will construct the wastewater treatment lagoon that will serve as a long‐term solution for septage treatment at Brooks Camp.

• We would prefer that question be sent to the CO in writing. Any questions and answers today will need to be recorded and issued in an amendment to the solicitation.

PPFL ● 2020PPFL ● 2021Orientation

• Typical process contractor's use to mobilize and move material and equipment to the site is:

1. Ship material and equipment to Naknek.

2. Truck material and equipment from Naknek to Lake Camp. The distance is about 24 miles and takes approximately 45 minutes.

3. Load material and equipment on barges at Lake Camp and transport to the barge landing area at Brooks Camp.

• Small dock and boat ramp.

• Barge loading typically occurs about 20’ south of the boat ramp.

• The site is also used by the local residents for recreation and the boat ramp for recreational fishing.

PPFL ● 2020PPFL ● 2021Orientation – Lake Camp

• My understanding is that the sailing from Lake Camp to Brooks Comp barge landing area takes several hours.

• Run through the various sites.

1. Brooks Camp developed area – lodge, cabins, and small ranger station. Float planes typically arrive in this location on Lake Naknek. Float planes may use the Lake Brooks floatplane access in certain wind conditions, typically when wind is out of the east.

2. Barge Landing area

3. The barge landing access road and VRAA access road are a total of approx. .75 miles to junction with Valley Road or Mile 0.

4. VRAA housing loop and adjacent maintenance area.

5. Squirrel Camp

6. Spoils disposal sites at Mile 1.2 and 2.5 Pits. Disposal sites approved for

Contractor use within the Park shall be Mile 1.2 Pit, Mile 2.5 Pit, and Mile 5 Pit.

Grubbed and/or cleared materials which do not meet the criteria for reuse or are determined to be in excess shall be removed from the project site and disposed of at Mile 1.2 and 2.5 Pits. Mining tailings to be disposed of at mile 5 pit. Contractor shall coordinate exact location of stockpiles with Contracting Officer and provide notice prior to utilizing these sites. Contractor shall classify the type of material being disposed of at each site. Wanted to note that native vegetation and organic soil materials meeting the soil salvage and revegetation requirements of Section 02235 shall be salvaged for reuse and stockpiled on the project site within the designated area shown on the Drawings.

7. Project site.

8. Mile 5 Pit. This is the earthwork borrow source for the project.

PPFL ● 2020PPFL ● 2021Orientation - Barge Landing Area

• Material and equipment can only be staged here temporarily. All equipment and material to be moved to permanent staging area within 24 hours.

• There are protected properties in the vicinity of the barge landing area. Equipment and material will be moved on the road through the protected property. Do not leave roadway nor park and/or stage equipment within the property boundary.

1. Specification Section 01 11 00 Summary of Work. The following are highlights, please be sure to review this and other Division 1 specification sections as well as the drawings for more detailed requirements.

• Site access is typically by boat, barge, or fixed winged aircraft. Access via rotary‐wing/helicopter is only aloud between October 1 and June 1 and requires a permit.

• For boat/barge access contractor must notify Park dispatch for sailings to and from Brooks Camp.

• Barge access is dependent on seasonal lake levels and is generally available beginning between July 15 and August 1 of each year.

• Migratory Bird Treaty Act clearing restrictions: No clearing activities shall occur between April 15 and July 15.

• NPS shall provide 13,000 gal of diesel fuel, and 500 gal of gasoline at the project site for the contractor’s use towards the project specified in these

Specifications. Contractor shall not import diesel fuel or gasoline into the

Park without prior authorization from the Contracting Officer.

• All contractor employees working on site between April 1 and December 1 must attend a bear orientation prior to working on‐site. Employees SHALL

NOT be permitted to commence work on‐site prior to receiving bear orientation.

• All vehicles and equipment shall be inspected by the Contracting Officer and Park Natural Resources staff prior to their entry into the Park for invasive species, seeds, mud, weeds, and other unwanted substances. This inspection will occur in King Salmon, Alaska immediately prior to mobilization to the Project. Steam clean all earth‐moving equipment and vehicles before entering Lake Camp. Correct all oil and fluid leaks in vehicles and equipment before entering Lake Camp and immediately upon occurrence.

• All ground disturbance and excavation activities require archeological monitoring. The archeological monitor will be a representative of the Government designated to oversee construction activities that could disturb archeological resources. Daily work Schedule to be submitted detailing construction work in archeologically sensitive areas. At least one week before on‐site work begins, Contractor shall meet with Contracting

Officer and Archeological Monitor to discuss Daily Work Schedule and equipment and special methods to be used in archeologically sensitive areas.

• Work restrictions:

Contracting Officer. Between September 19 and June 1, there are no limitations on work hours.

ii. Contractor vehicle and equipment travel along the Valley of 10,000

Smokes Road (Valley Road) shall be communicated to the designated NPS staff via radio communications prior to each one‐ way trip being made. Contractor staff shall notify the origin location and destination location of the proposed trip. Contractor staff shall also notify the type of vehicle or equipment making the trip on the

Valley Road.

iii. Procedures for use of the roads between June 1 and October 1:

Road closures may be permitted, when required, upon specific approval of Contracting Officer. Contractor is advised that, at a minimum, one visitor bus travels from the Brooks Camp area to the

Valley of 10,000 Smokes daily between June 1 and October 1. It typically departs at approximately 9:00 AM and returns at approximately 4:00PM, but the schedule may vary. The immediate area on the Valley Road through which the bus is traveling must be clear of all personnel and equipment during transit times.

iv. Confine parking of construction equipment and vehicles to designated staging areas or within the Project Limits.

1. Source selection:

• Section L outlines the information the NPS would like to see in the technical proposals.

• Section M describes how the technical proposals will be evaluated.

• Source selection will be best value ‐ see Part B of section M.

• It is imperative that the offerors address the evaluation factors listed in L specifically. We are primarily interested in the capabilities and experience of key personnel as it relates to the scope and conditions of this project.

• Evaluation Factor 2 is a proposed construction schedule. In preparing the schedule be sure to account for lake level barge access and the Migratory

Bird Treaty Act clearing restrictions in the spring.

2. Anticipated project milestone dates:

• Due date for questions after the site visit is 6/7/21, at 2:00 PM MDT

• Proposals due 6/10/2021, 2:00 PM MDT.

• Contractor selection by late‐June

• Construction Contract Award in mid‐July.

• The limited NTP issued August 1, 2021.

• The limited Notice to Proceed would be for mobilization, clearing and grubbing, and the extraction and processing of earthwork materials. Div 1 submittals will need to be submitted and accepted by the NPS prior to issuing the limited NTP. Refer to specification section 01 31 00, Part 1.3.

• There are no contractual requirements for specific scope/work to be completed in the 2021 and the 2022 season. The NPS is open to extending the POP of this project into the 2023 season, however, the project must be complete and the contractor prepared to demobilize as soon as lake levels allow in the 2023 season to accommodate the contractor who will be mobilizing into the site to begin the Valley of Ten Thousand Smokes Road

Project in 2023. Believe you all might be interested in this project.

3. Valley of Ten Thousand Smokes Road Project – 2023:

• This project will upgrade the existing gravel road as necessary to support current and projected traffic patterns, in Katmai National Park and

Preserve. The work will include addressing minor drainage issues along the roadway, including culvert replacement, minor grade adjustments, and reconditioning gravel turnouts. The project will include processing and stockpiling crushed aggregate for resurfacing and future roadway maintenance.

• Project highlights include:

• Mining gravel at the 5‐mile pit for road rehabilitation purposes

(2,370 cy) and stockpiling gravel (10,500 cy) for future maintenance needs along the road;

• 3 to 4‐month long construction window (possibly a one season project if a contractor is already mobilized);

• Replace culverts, improve drainage issues, addition of gravel to roadbed in specific areas;

• Improve gravel pullouts along this one lane road.

• The Valley Road project will be solicited in 2022. The plan is to have that contractor mobilize in the summer of 2023 when lake levels allow.

• Will likely be a small business set‐aside. Estimated Price Range: Between

$1,000,000 ‐ $5,000,000.

• The successful offeror on our treatment pond project will have the opportunity to bid on the Valley Road Project.
