About this file
This document contains questions and answers regarding a solicitation for the construction of a wastewater treatment pond at Katmai National Park and Preserve in Alaska. The solicitation number is 140P2021R0084 and is being issued by the National Park Service.
The questions and answers provide clarification on interim completion requirements, confirming that while aggregate and earthwork production efforts do not need to be fully completed in 2021, work must account for restrictions related to lake levels and migratory bird seasons. They also indicate that previous experience questionnaires can be resubmitted for this opportunity. Finally, they explain that the quantity in the price schedule for wastewater pond earthwork has been updated to 15,531 cubic yards, and describe the component materials and quantities that make up this total. Payment for earthwork under the contract will be on a unit price basis using a schedule of values to allocate pricing to different material types.

Contractor Solicitation Questions dated 05/17/2021
1. Division 1, Section 011100, 3.1 Interim Completion Requirements, A. Season One: Completion of all production and stockpiling of required aggregate and earthwork materials prior to
November 30, 2021.
Question: Under this interim completion, is production of all aggregate required to be completed in 2021? Or, is this just the end production date for the 2021 season and further production can take place in the spring/summer of 2022?
Response: Aggregate and earthwork production efforts do not need to be completed in the
2021 season. Fall freeze-up and the winter weather season typically occurs on or around
November 1, annually, and will significantly limit or prohibit access both along the Valley Road and on Naknek Lake. The November 30, 2021 date was included in the solicitation because the road typically becomes unpassable in November.
Question: What work, if any, is contractually required to be performed or completed in the
2021 construction season?
Response: There are no contractual requirements for specific scope/work to be performed in the 2021 season. In preparing the proposed schedule be sure to account for lake level barge access and the Migratory Bird Treaty Act clearing restrictions in the spring.
2. Our company has numerous Project Experience and Past Performance Questionnaires completed for the NPS for work at Katmai and completed for other government agencies. Can these previous Experience and Performance documents be utilized in this solicitation submission. They would have slightly different layout, as each government solicitation has minor differences in their forms. This reduces the burden on previous owners to fill out a PPQ for the 3rd or 4th time.
Response: Yes, the previous Experience and Performance documents can be utilized in this solicitation submission.

3. The Price Schedule Template CLIN 10 Wastewater Treatment Pond Earthwork has a bid quantity of 19,560 cy. The total for the quantities listed in the Engineer’s Estimate of Quantities-
Earthwork Summary differ from the 19,560 cy bid qty. Can you please explain what material types and quantity of each, makes up the 19,560 cy?
Response: Refer to updated Contract Price Schedule Quantity for CLIN 10. Quantity for CLIN 10 shall be 15,531 CUBIC YARD. This quantity represents the following items from the Engineer’s
Earthwork Summary:
MATERIAL DESCRIPTION: QUANTITY (CUBIC YARD):
1. Reusable Excavation – Classified Fill 595
2. Reusable Excavation – Unclassified Fill 600
3. Excavation for Disposal 4883
4. Classified Fill, Type II 8600
5. Aggregate Course, ¾” Minus 225
6. Aggregate Surface Course, Grading D-1 220
7. Sand Liner Filter 400
8. Porous Backfill 5
9. Bedding Material, Class B 3
TOTAL: 15,531 CUBIC YARD
4. Are all earthwork materials in CLIN 10 paid at the same unit rate? Example; the contractor is paid the same rate for excavate for disposal as they are for excavating, screening, hauling, and placing ¾” minus?
Response: Our preference is to include all earthwork scope of work under one Contract Line
Item, rather than create CLIN’s for each individual earthwork material. CLIN 10 uses a unit price basis for payment to account for inherent uncertainties that arise from the civil earthwork nature of the work. Contractor to provide proposed Schedule of Values to
Contracting Officer for approval following contract award. Schedule of Values shall indicate the proposed unit price for each earthwork material type noted in the Contract Documents.
